About this file

WMR001 Hazardous/Universal, Medical, and Electronic Waste Disposal and Emergency Response - Bidder Price File

This is a comprehensive bidder price file for the Commonwealth of Massachusetts Operational Services Division (OSD) WMR001 solicitation for hazardous waste, universal waste, medical waste, and electronic waste disposal services, along with emergency response capabilities. The RFP encompasses nine service categories: Category 1 (Hazardous Waste Collection & Disposal), Category 2 (Household Hazardous Waste Events), Category 3A (Mercury-Containing Products), Category 3B (Batteries), Category 4 (Sharps Collection), Category 5 (Medical/Infectious Waste), Category 6 (Pharmaceutical Waste), Category 7 (Electronic Waste), Category 8 (Tank Collection and Disposal), and Category 9 (Emergency Response Services). Bidders must complete pricing for all required line items across their selected categories, with service areas divided into MHD Districts 1-6, Martha's Vineyard, and Nantucket. The anticipated bid posting date is July 16, 2025, with proposals due by November 5, 2025. The contract term runs from July 1, 2025, through June 30, 2027, with potential renewal options. Bidders are required to monitor COMMBUYS.com for all amendments and complete bid documentation.

The price file establishes detailed pricing requirements across disposal fees, container pricing, labor rates, transportation charges, and specialized services for each waste category. Pricing must be provided for various container sizes (5-gallon pails through 55-gallon drums), management methods (incineration, recycling, landfill disposal), and regional transportation rates. Bidders must itemize costs for required services marked as mandatory while optional services are designated as "desirable." Labor rate categories include technicians, chemists, environmental specialists, and project managers at varying rates for standard and emergency response work. Transportation rates are region-specific and must include all driver and vehicle costs. The file contains no explicit budget amounts, incumbent contractor information, or set-aside designations, with all such details to be disclosed through subsequent COMMBUYS.com postings. Bidders are required to demonstrate environmental compliance, recycling methodologies, and certifications such as R2 or e-Stewards for electronic waste services, along with evidence of hazardous waste transporter licensing where applicable.
