WASHINGTON METROPOLITAN AREA TRANSIT AUTHORITY
STATION PLATFORM REHABILITATION
PROGRAM PHASE II
REQUEST FOR INFORMATION (RFI)
October 7, 2019
ATTENTION: Prospective Design Builders/Offerors SUBJECT: Request for Information - Station Platform Rehabilitation Program
Contract 2
Part 1 - Introduction The Washington Metropolitan Area Transit Authority (WMATA) intends to issue a Request for Proposals (RFP) for Design-Build Services for the rehabilitation of four at-grade rail stations located on WMATA’s K-Line (Orange Line). WMATA intends this Request for Information (RFI), and all responses thereto, to be in the nature of presolicitation exchanges of information with potential offerors.
The purpose of this RFI is to allow an opportunity for the Design-Build industry to provide information that will reduce risk and enhance the success of the anticipated Best Value Design Build procurement. Information obtained as a result of this RFI is intended to be used by the Authority on a non-attribution basis for program planning and acquisition strategy development.
Responding parties shall note that this is for Request for Information only and does not constitute a Request for Proposal (RFP). Responses to this RFI will not be accepted by WMATA to form a binding contract. WMATA will not pay for the information solicited nor recognize any costs associated with any responses to this RFI.
Part 2 - Background Due to exposure to the elements, snow and ice removal techniques, and age some WMATA above ground stations have deteriorated and will soon need to undergo significant repair and rehabilitation.
The platforms in all WMATA stations are 600 feet long to accommodate the entire length of an 8-car train. The center platforms are 30'-½" wide. The existing platforms were originally constructed of cast-in-place concrete. The platforms are topped with a quarry tile resistant paver floor tile. The platform edge is granite with platform edge lights. A two-foot strip of ADA detectable tiles are inboard of, and adjacent to, the granite edge. Other approximate notable dimensions are:
Bays are spaced at 33’-4” Granite Edge unit is 8’-4 Platform Expansion Joints are spaces at 50’-0” O.C.
Paver Tile Expansion Joints are spaces at 16-8” O.C.
Center platforms slope 1% from the centerline to the platform edge.
Part 3 ‐ Project Information General Scope of Work: For each station, the rehabilitation project will include, but not be limited to, the design and implementation of the following work items:
Complete platform structural edge removal and replacement Paver tile replacement over the entire platform, mezzanines, and pedestrian bridges Granite edge removal and replacement Elevator and escalator improvements Removal and replacement of all signage Removal and replacement of doors and storefront windows systems Lighting (station, platform edge, and site) Structural repairs to roofs and canopies Roofing systems removal and replacement for station roofs, canopies, pedestrian bridges, and elevator/stair towers Skylight removal and replacement Improvements to various ancillary service rooms, break rooms, and restrooms Removal and replacement of platform wind screens Removal and replacement of Public Information Displays (PIDS) Removal and replacement of Public Address (PA) Systems Removal and replacement of CCTV Systems Fiber Optic Cable installation Fire alarm and dry standpipe replacement Electrical upgrades station-wide Ceiling tile replacement and repairs Bus shelter replacements
Location: The Project sites are located on WMATA’s Orange Line west of and including East Falls Church Station in the jurisdictions of Arlington County and Fairfax County, Virginia. The proposed work will include the following WMATA stations:
K05 East Falls Church K06 West Falls Church K07 Dunn Loring K08 Vienna
Access to project locations: DesignBuilder’s access to the project locations will be under shutdown and extended single tracking conditions. Authorized Construction Site (ACS) protocols will be implemented to allow the Design-Builder to have maximum access to work areas under their own safety rules.
The successful Design-Builder will be obligated to report incidents and accidents to WMATA so the Authority can fulfill its reporting obligations to the Washington Metro Rail Safety Commission.
ACS is a designated work area on WMATA property where the Design Builder will have full responsibility for safety. Within an ACS, WMATA will authorize the primary contractor to follow its own safety procedures and will not be required to follow WMATA safety procedures, including use of WMATA access or safety escorts, watchmen, or flaggers. However, the successful Design- Builder will be obligated to report incidents and accidents to WMATA so the Authority can fulfill its reporting obligations to the Washington Metro Rail Safety Commission.
WMATA will maintain the authority to establish and/or approve the safety protections for an ACS and will regularly inspect work conducted within an ACS to ensure adherence to scope and schedule and manage the movement of equipment into and out of the ACS.
See Attachment 1 K05 – K08 EXTENDED SHUTDOWN ACS MAP for additional information.
Construction Staging: WMATA has entered into initial discussions with the Virginia Department of Transportation (VDOT) to identify areas of construction staging that will require access to or from VDOT property and Right of Way. Design Builders may procure additional staging and material storage space if the areas currently identified do not adequately provide the logistical requirements necessary for a Design Builder’s work.
See Attachment 2 CS K05 – K08 CONSTRUCTION STAGING AREAS for additional information.
Implementation Schedule and Milestones: Due to the critical nature of this project and the impacts to the region, specific contract milestones will be set and may incentivized. All milestone dates, associated with project, once finalized, will be definitive and be a contractual requirement for Incentives and Liquidated Damages calculations.
See Attachment 3 MILESTONES K-LINE for additional information.

2. Each party recognizes and agrees that disclosing or disseminating Confidential Information to a third party will have a materially adverse effect on the other party and agrees not to disclose or disseminate the Confidential Information to any third party. Except as necessary to perform its respective project each party shall refrain from using, reproducing, or drawing upon the Confidential Information, or circulating it beyong that required within its own organization for use on the Station Platform Rehabilitation Contract 2 Project.

Part 6 - Information Requested With the above parameters, WMATA requests feedback from Design Builders/Contractors that address the following questions:
1. Given the proposed schedule of Notice to Proceed (NTP) in early January 2020, are there long lead time items that WMATA should consider procuring earlier and separately to ensure availability for the summer shutdown? If so, please identify the items and the time by which those items need to be furnished to the Design-Builder.
2. What scope items, if any, should WMATA consider removing from the requirement to complete during the shutdown period, or from the contract completely?
3. What is the likely reaction from the specialty trades, subcontracting, and DBE communities to the contract scope and schedule? Are there any unusually high-costs or risks anticipated from specific disciplines, suppliers or subcontractors? If so, please provide feedback on how WMATA could mitigate these costs or risks.
4. After studying the drawings for the laydown areas outside of the WMATA roadway and the drawings for the Authorized Construction Site, are there concerns about the ability to meet the milestones for the summer shutdown? What additional access modifications should WMATA investigate to provide the greatest benefit for project delivery and reduction in contractor risk?
5. What other concerns are raised by the expedited schedule (both for procurement of the contract and the time between contract NTP and Memorial Day 2020)?
6. What Technical Evaluation factors should WMATA consider utilizing to evaluate the proposals leading to a Best Value Selection?
7. What other information and/or clarifications could WMATA provide to reduce risk contingencies/allowances?
8. What other considerations would likely affect your decision to propose propose bid on this procurement? What can WMATA do to address these concerns? Would a stipend to prepare the technical and price proposals be an encouragement to submit proposals for the contract?
Part 7 - Point of Contact All communication with WMATA, including questions regarding this RFI and RFI responses, must be directed to the single Point of Contact for this project, as follows:
