About this file

This is a Justification and Approval (J&A) document for a sole source contract for HVAC system maintenance at the 106th Rescue Wing, FS Gabreski Air National Guard Base in Westhampton Beach, NY. The document justifies awarding the contract directly to Trane of La Crosse, WI without full and open competition.

The J&A explains that only Trane can perform the required maintenance because they are the Original Equipment Manufacturer (OEM) of the existing HVAC equipment, and the system uses proprietary Trane software that requires certified Trane service personnel. Market research was conducted through FBO in FY23 with no responses received. Price reasonableness will be determined through comparison with previous DoD orders for similar equipment and historical pricing. The contract will be firm-fixed-price, though specific pricing is not included. The document is signed by Major Conor M Riley of the 106 CES as the requesting official and TSgt Anthony Kirincic as the Contracting Officer.
