VINDICATOR WINDOWS 10 UPGRADE

CONTENTS

1. BACKGROUND.

The 50th Security Forces Squadron has a requirement to procure the services and materials necessary to upgrade the operating system of Schriever Space Force Base’s (SSFB) Intrusion Detection System (IDS) to Windows 10 from its currently outdated Windows 7 operating system.

SSFB uses the Vindicator IDS as the main electronic platform to provide access control, intrusion detection, video surveillance, intruder deterrence, and overall integrated security solutions in defense of all United States Air Force and Space Force facilities, assets, and personnel.

The current IDS runs on Windows 7. It was installed in 2012 and is nearing the end of its 8- 10 year life cycle. Windows 7 is no longer supported by Windows Technical Support staff and replacement parts are no longer produced. In order to extend the life cycle of this essential system and prevent security deficiencies, the operating system must be updated to Windows 10.

2. SCOPE.

This Performance Work Statement defines the work required by potential contractors. The contractor shall:

2.1. Provide all equipment, software, and tools necessary to perform an upgrade from Windows 7 to Windows 10.

2.2. Be certified by Honeywell Vindicator to perform work on this system in order to validate the system’s warranty.

2.3. Purchase and install the System Headend System Master 1/Master 2 in Building 300, Room 153.

2.4. Purchase and install the Badging System in Building 15.

2.5. Update the firmware to all existing field devices and newly purchased spare devices to be compatible with Windows 10.

2.6. Purchase spare workstations for SSFB.

2.7. Program all equipment to the same configuration as the existing IDS.

2.8. Ensure all equipment and programming is functioning properly before turning over to project owners.

2.9. Assist SSFB with the three test phases in accordance with the most current version of the Test Plan.

2.28. Testing. The contractor will assist SSFB with testing the system in accordance with

AFI 31-101. Testing will occur in three phases and must demonstrate that all installed equipment and components are performing according to system specifications and operational requirements.

2.28.1. Phase I acceptance testing consists of the following:

2.28.1.1. Intrusion tests.

2.28.1.2. Tamper tests.

2.28.1.3. Correct annunciation test.

2.28.1.4. Correct assessment test.

2.28.1.5. AC power loss test.

2.28.1.6. Line supervision test.

2.28.1.7. Sensor system self-tests, where capable.

2.28.1.8. Access control, where capable.

2.28.1.9. Backup power testing, with batteries and/or generators.

2.28.2. Phase II acceptance consists of a 72-hour continuous test that ensures all equipment is installed properly and works according to specifications. Phase II establishes initial expectations in regards to nuisance and false alarms.

2.28.3. Phase III acceptance consists of a 30-day continuous operational test to assess how well the system performs in its normal operating mode on a permanent basis.

3. QUALITY.

Both the contractor and the Government have responsibilities for providing and ensuring quality services.

3.1. The contractor shall establish and maintain a complete Quality Control Plan (QCP) to ensure the requirements of this PWS are provided. The contractor shall make appropriate modifications (at no additional costs to the government) and obtain acceptance of the plan by the contracting officer (CO). The Government has the right to require revisions of the QCP should the incorporated plan fail to deliver the quality of the services provided at any time. The plan shall include, but is not limited to the following:

A description of the inspection system covering all services listed:

3.1.1. The specification of inspection frequency.

3.1.2. The title of the individual(s) who shall perform the inspection and their organizational placement.

3.1.3. A description of the methods for identifying, correcting, and preventing defects in the quality of service performed before the level becomes unacceptable.

3.1.4. On-site records of all inspections conducted by the contractor are required. The format of the inspection record shall include, but is not limited to, the following:

3.1.4.1. Date, time, and location of the inspection.

3.1.4.2. A signature block for the person who performed the inspection.

3.1.4.3. Rating of acceptable or unacceptable.

3.1.4.4. Area designated for deficiencies noted and corrective action taken.

3.1.4.5. Total number of inspections.

4. PERSONNEL.

All contractor employees shall meet the minimum general requirements listed below:

4.1. As required by warranty provisions, contractors will be Honeywell Vindicator certified to work on this system.

4.2. Be able to communicate applicable technical subject matter expertise to government project owners.

4.3. Be able to meet and maintain security requirements to access restricted areas at

SSFB.

5. GOVERNMENT FURNISHED ITEMS.

The Government shall provide, without cost, the facilities, equipment, materials and services listed below. The Government furnished property and services provided as part of this PWS

50 SFS WINDOWS 10 UPGRADE – SEPTEMBER 2022 Page 5 shall be used only by the contractor only to perform under the terms of this PWS. No expectation of personal privacy or ownership using any Government electronic information or communication equipment shall be expected. All property at Government work sites, except for contractor personal items will be assumed to be government property unless an inventory of contractor property is submitted and approved by the CO/COR. Contractor personal items do not include computers, external drives, software, printers, and/or other office equipment (e.g., chairs, desks, file cabinets). The contractor shall maintain an accurate inventory of Government furnished property.
