I. Agency and Contracting Activity.

II. Nature and/or description of the action being approved.
This requirement is to upgrade the Vindicator system to Windows 10 in order to prolong the life of the system.
III. Description of supplies/services required to meet agency needs.
This procurement requires the use of the brand name products manufactured by Vindicator Technology, Inc.

IV. Demonstration that the contractor's unique qualifications or the nature of the acquisition requires use of the authority cited above.
The vindicator system is already installed and operational. This system is also communicates with its sister system, VICADs.
Both systems require an upgrade to windows 10. The cost savings is substantial when comparing an upgrade vs complete replacement of the system. This has been determined to be an brand name requirement for an Vindicator upgrade to windows 10.
V. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by subpart 5.2 and, if not, which exception under
FAR 5.202 applies.
The contracting officer will make a best value consistent with FAR 8.404(d) by utilizing competition.
VI. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
I anticipate that this action will be fair and reasonable based on FAR 13.106-3(a)(2)(i),(iii), and (vi)
VII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
A sources sought was posted on SAM.Gov for vendors who can perform the upgrade of the Vindicator system to Windows
10. Only one other vendor, Adjoiner Corp. replied stating that they could indeed perform the work that is listed in the SOW.
Adjoiner Corp. also provided documentation that proved to the CO that they had the skills and technical expertise required to perform. Honeywell also stated that since they were the manufacturer of the product that they too could perform the work requested.
VIII. Any other facts supporting the use of Other Than Full and Open Competition.

IX. List of any sources that expressed, in writing, an interest in the acquisition.
As evidenced by my signature above, I have determined this document to be both accurate and complete to the best of my knowledge and belief.
X. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisitions for the supplies or services required.
The only way to remove any barriers to competition would be to perform a replacement of the entire system. This however is
