About this file
This document contains Questions and Answers #2 related to a Request for Information (RFI) issued by the Florida Department of Transportation (FDOT) District Five for Wildlife Collision-Avoidance Systems (WCAS). The RFI seeks information on systems that can detect wildlife along a 30-mile corridor and provide coverage based on historic crash data. Vendors are encouraged to provide details on the maximum detection capabilities and limitations of their proposed systems. The intent is to install the systems in NEMA 3R Type 336S or similar roadside equipment cabinets. Both wired and wireless solutions will be considered. The project has a scheduled Letting Date of December 3, 2024, and there is no anticipated initial pilot deployment. The required coverage area is defined as the right-of-way line to right-of-way line or the area between vegetation on both sides of the roadway. Vendors are asked to provide information on detection coverage capabilities and limitations, as well as accuracy metrics for false-positive detection events.
The contract opportunity is limited to FDOT District Five, which covers Volusia County in the state of Florida. Responses to this RFI will be reviewed for informational purposes only and will not be considered as offers to form a binding contract. Any subsequent competitive solicitation resulting from this RFI will be posted on the Florida Vendor Information Portal.

Questions and Answers # 2
ADVERTISEMENT NUMBER: DOT-RFI-24-5001-WILD
DESCRIPTION: District Five Wildlife Collision-Avoidance Systems RFI
DATE: 11/7/2023
1. Does the pilot require coverage of the full 30 miles? If not, what range would be expected to be covered by the pilot and, if possible, could you provide the location of this?
Answer: This information will be included in the design Contract Documents, which are not yet prepared. The intent is to provide detection coverage for specific areas along the 30 miles corridor based on historic crash data.
2. What percentage of coverage is required for the monitored area?
Answer: This information will be included in the design Contract Documents, which are not yet prepared. Vendors are encouraged to provide information on the maximum detection capabilities of their system(s).
3. Each radar has a blindspot underneath of around 12-15’ radius when the radar is mounted 15’ above the surface. This can be mifigated by designing an adjacent radar to cover the blindspot which requires us to space radars closer together. Would this be required or would the small blindspot be acceptable?
Answer: Understood. This information will be included in the design Contract Documents, which are not yet prepared.
4. Note for above: if any blindspot is acceptable, we expect there would sfill be 99%+ coverage of the required area to monitor with sufficient placement design.
Answer: This information will be included in the design Contract Documents, which are not yet prepared.
5. Is the server rack environment climate controlled or a roadside venfilated cabinet?
Answer: All equipment is intended to be installed in a NEMA 3R Type 336S, or similar, roadside equipment cabinet equipped with louvers and fans for ventilation.
6. Is a wired solufion (i.e. wired between server environment and road-side devices) acceptable/desirable?
Answer: Wired and wireless solufions will be considered.
7. Classificafion between macro wildlife and pedestrians can be difficult as they have similar radar profiles.
Answer: Understood, thank you. This area is unlikely to have significant pedestrian traffic.
8. Are there any legifimate pedestrian areas?
Answer: SR 40 does not have dedicated pedestrian accommodations; however, pedestrian access is not prohibited. This area is unlikely to have significant pedestrian traffic.
9. Can the DOT provide more details on the timeline for the design and deployment of the system?
10.
Answer: Scheduled Letting Date for this project is December 3, 2024.
11. Would there be an initial pilot ahead of the deployment, if yes - what is the timeline for this?
Answer: No, this is not anticipated at this time.
12. What is the definition of roadside envelope and what is the required coverage area with one system?
Answer: Roadside envelope is intended to be right-of-way line to right-of-way line or the area between vegetation on both sides of the roadway, whichever is most appropriate.
The required coverage of each system will vary. Vendors are encouraged to provide information on the detection coverage capabilities and limitations of their proposed system(s).
13. Is it possible to convert the number of false-positive "detection" events to an accuracy percentage (out of all "detection" events) rather than number of events?
Answer: This will be considered as part of the development of future Contract Documents (e.g., specifications).
