About this file
This document is a Questions and Answers (#1) from the Florida Department of Transportation (FDOT) regarding a Request for Information (RFI) for District Five Wildlife Collision-Avoidance Systems. The RFI is seeking information on systems that can detect and differentiate between meso and macro animal species, with a focus on macro species initially. The anticipated contract value for the entire project, which includes additional scope, is estimated at $4,081,508. The letting for this project is scheduled for 12/3/2024, and responses to the RFI will be utilized in the design phase of a traditional design-bid-build project. The RFI requires the system to use radio frequencies in compliance with FCC regulations and have a cellular connection capability, as FDOT will provide the SIM card and maintain an established Access Point Name (APN) connection.
There is no incumbent vendor providing these services currently. The RFI responses will be reviewed by the agency for informational purposes only and will not be considered as offers to be accepted by the agency to form a binding contract. Any subsequent competitive solicitation that may result from this RFI will be posted on the Florida Vendor Information Portal.

Answer: The letting is scheduled for 12/3/2024. Responses from the RFI will be utilized in the design phase of a traditional design-bid-build project.
2. What is the anticipated contract value?
Answer: The construction value for the entire project which includes additional scope is estimated at $4,081,508.
3. Is there a current vendor providing these services? If so, how may I obtain copies of any incumbent contract documents?
Answer: There is no incumbent.
4. Bullet 2 states: System shall be capable of differentiating wildlife by size and actuating distinct responses for meso species (e.g., raccoons, opossums, rabbits, turtles) versus macro species (e.g., deer, bears, bobcats, wild cattle).
Bullet 3 states: System shall include sensor(s) capable of detecting macro animal species within the target area with ninety percent (90%) true-positive accuracy or better
(“detection” event).
Is the requirement to detect and signal for both meso and macro or just macro or just be

able to filter our meso species?
Answer: The intent is to differentiate animals based on size to allow the Department to determine the appropriate response (e.g., begin flash sequence). The focus will be on macro species initially.
5. Are there any limitations to the RF frequencies used in the sensors?
Answer: System must use radio frequencies (RF) in a manner compliant with the Federal
Communications Commission (FCC) regulations.
6. Is remote access required over internet, cellular?
Answer: Yes – cellular connection. The Department maintains an established Access Point Name
