About this file

This is a technical details document for the City of New Haven, Connecticut Department of Engineering related to the Wilbur Cross High School Tennis and Pickleball Courts renovation project. The project encompasses comprehensive surface rehabilitation and infrastructure upgrades for existing tennis and pickleball courts, including removal of existing posts and footings, installation of a geotextile membrane, application of two 1.5-inch bituminous concrete lifts, acrylic resurfacer coats, and a CSS Plexipave Ultra Performance court surface system with line painting. Infrastructure improvements include installation of new net posts with concrete footings and PVC ground sleeves, center strap anchors for court alignment, reinstallation of existing fencing, and installation of approximately 360 linear feet of new 4-foot chain-link fencing with steel framework and black PVC finish. The specifications detail precise measurements, material requirements, and installation protocols, including concrete footing specifications with minimum 3000 psi strength, Schedule 40 PVC sleeves, and adherence to ASTM F668-17 Class 2a standards for steel components. The solicitation was issued on September 24, 2025, with electronic bids due on October 8, 2025, at 3:00 pm through the City's eProcurement Portal, and the contract term is set for one year with potential renewals at the City's discretion.

The project requires contractors to submit a Statement of Qualifications, current workforce certification, and compliance documents, with tiered pre-award conference fees ranging from $100 to $4,000 based on contract value. The City of New Haven enforces its Living Wage Ordinance and Equal Employment Opportunity Commission guidelines, with specific workforce diversity goals and graduated financial penalties ranging from $750 to $4,000 per violation for non-compliance. Federal wage rates apply to this project, with hourly rates for various construction trades ranging from $21.42 to $58.19, along with provisions for minimum wage and sick leave. The comprehensive project scope encompasses approximately 48,600 square feet of sports surface system and multiple net sets for both tennis and pickleball courts, though an exact project budget is not specified in this technical document.
