About this file

This specification document outlines the technical requirements for the Wilbur Cross High School Tennis and Pickleball Courts Replacement project in New Haven, Connecticut. The City of New Haven is soliciting bids for a comprehensive court rehabilitation involving the installation of new tennis and pickleball court infrastructure, including approximately 360 linear feet of 10-foot chain-link fencing, 48,600 square feet of sports surface system utilizing the California Sports Coating System (Plexipave), new net systems compliant with USA Pickleball Association and Intercollegiate Tennis Association standards, and supporting geotextile membranes and bituminous concrete surfaces. The project is scheduled for fall 2025 execution, with potential completion extending into spring 2026 depending on weather and temperature conditions suitable for the paint system application per manufacturer specifications. Construction activities must maintain public facility access outside the designated work area, with parking lot utilization permitted only for fenced material lay-down areas. All work must comply with federal, state, and local regulations, and the contractor shall provide a detailed construction schedule subject to engineer approval.

The specifications establish precise material requirements including minimum 7-gauge steel posts with polyester or PVC powder-coated finishes, durable weather-resistant nets, chain-link fabric meeting ASTM F668 Class 2a standards with 1-3/4 inch mesh in black polymer coating, and asphalt paving materials complying with Connecticut Department of Transportation Form 819 specifications. Contractor submittals must include product data, hot-mix asphalt design proposals, and qualification documentation from a CTDOT-registered paving-mix manufacturer. Substitutions to the California Sports Surfaces specification system are permitted at the City's sole discretion, with proposed alternatives requiring submission through the OpenGov solicitation portal seven business days prior to the solicitation deadline. Post spacing must be set at 10 feet on center, with geotextile installation and color coating application performed according to manufacturer recommendations and CTDOT Form 819 requirements for surface treatments and placement procedures.
