About this file
This document is a pre-solicitation notice for a Multiple Award Task Order Contract (MATOC) for Sustainment, Restoration, and Modernization (SRM) construction work to support U.S. Government facilities in Okinawa, Japan. The U.S. Army Corps of Engineers, Japan District (POJ) plans to issue a Request for Proposal (RFP) solicitation between May and June 2024, with anticipated contract awards between April and June 2025. The MATOC will be a firm-fixed-price, indefinite-delivery/indefinite-quantity contract providing a Design-Build and Design-Bid-Build vehicle for a broad range of SRM construction work, including renovation, maintenance, repair, restoration, and limited new construction. Individual task orders are anticipated to range from $500K to $8M, with a total program value not to exceed $245M. The solicitation will be a two-phase procurement, with Phase One evaluating offerors' bonding capability, design-build capability, construction capability, and past performance. Only the most highly qualified offerors will be invited to participate in Phase Two, which will include a non-priced technical evaluation and a priced factor. The Government intends to award up to five contracts as a result of this solicitation. The solicitation will be open to local sources physically located in Japan and authorized to perform the required construction work.
