This is a Justification and Approval (J&A) document from the Naval Facilities Engineering Systems Command (NAVFAC) Northwest requesting approval to increase the total contract capacity of an existing Waterfront Multiple Award Construction Contract (MACC) by $86,000,000, from $240,000,000 to $326,000,000. The MACC, which was competitively awarded to eight contractors including Contrack Watts Inc., The Dutra Group, Manson Construction Co., Nova Group Inc., R.E. Staite Engineering Inc., Triton Marine Construction Group, Western Marine Construction Inc., and McMillen LLC, provides design-build and design-bid-build services for waterfront facilities.

The contract scope includes construction, renovation, alteration, demolition, and repair work for marine piers, wharves, quay walls, bulkheads, sea walls, dry docks, boat ramps, docks, marinas, shore protection, rip rap, breakwaters, wave attenuation, mooring dolphins, buoys, fendering, pile driving, and dredging. Work will be performed primarily in NAVFAC Northwest's area of responsibility (Washington 92%, Oregon 2%, Alaska 2%, Idaho 1%, Montana 1%, Wyoming 1%, other U.S. 1%). The contract currently has 23 active task orders and 11 planned projects through February 2026, when the final option period expires. A follow-on MACC solicitation is planned for February 2025.
