About this file

This is a Quality Assurance/Quality Control (QA/QC) Plan document for Carroll County, Iowa, prepared by Bolton & Menk, Inc., outlining inspection and verification requirements for the Thrills Hills Wetland construction project (Site No. CAR833409A). The project involves constructing a wetland treatment system powered by a solar panel pump, with work including selective clearing, excavation, grading, tile and outlet structure installation, pump installation, riprap placement, and seeding. The scope encompasses approximately 19,861 cubic yards of earthwork, 835 linear feet of pipe installation, 29 tons of riprap, one Modified SW-513 concrete outlet structure, one SW-401 concrete lift station with solar pump system, and 2.4 acres of seeding. Construction is scheduled to commence September 1, 2027, with seeding to be completed by December 15, 2027, following specifications-mandated seeding dates. The sequence of construction will be determined at the pre-construction meeting following contract award, contingent upon crop harvest status.

The QA/QC Plan delineates specific inspection requirements and inspector qualifications for each construction phase: soil confirmation and site stripping require design engineer oversight; embankment construction necessitates occasional part-time technician inspection with survey equipment verification prior to topsoil placement; tile inlet installation requires engineer or technician presence for the first 100 feet, then part-time basis thereafter; pump basin, outlet structure, and outlet pipe locations require technician verification with survey equipment prior to backfilling; and seedbed preparation requires technician observation with verification of topsoil thickness and seed tags. The contractor bears responsibility for quality control and must rework any non-compliant work, while quality assurance is contractor-verified through material certifications for pipe, tile, geotextile, granular material, riprap, and approved shop drawings and seed mix designs. The estimated construction cost range is $150,000 to $250,000, with no compaction testing or backfill testing required. As-built drawings must document outlet structure elevation, embankment locations and elevations, and cross-sectional verification of the wetland center.

RE: Thrills Hills Wetland Inspection Plan Site No. CAR833409A Carroll County, Iowa

The sequence of construction will be determined with the contractor after the contract is awarded, the start date planned and whether crops have been harvested. This will be discussed at the pre-construction meeting. The easement boundary stakes and at least 3 benchmarks to be used for construction will be placed by Bolton & Menk, Inc.

Below is a list of anticipated tasks to be completed along with the amount of inspection required and the required experience level of the inspector.

• Soil Confirmation – The contractor shall excavate test pits as needed to confirm soils for borrow before beginning stripping operations. This work should be completed with the design engineer on site.

• Site stripping can occur without an inspector present. The contractor will need to implement storm water and sedimentation control measures.

• The engineer shall inspect the core trench after it has been excavated and before it is filled.

• The embankment will be constructed to the design height with the central portion consisting of good cohesive material. This work should be inspected on an occasional part-time basis and can be completed by a technician familiar with soil placement. The location and elevations of the embankment will need to be checked by a technician with survey equipment when nearing the final construction grade and before topsoil placement. No compaction testing required.

• The engineer or a technician shall be present during the installation of the first 100 feet of the tile inlet. After contractor demonstrates acceptable competence at installation of the tile in accordance with the specifications, engineer or technician will only be required on a part time basis. Contractor shall notify the engineer if unstable soils requiring bedding material are encountered. No testing is required for backfill of pipe trench.

• The location and elevation of the installation of the pump basin, outlet structure, and outlet pipe shall be verified by technician with survey equipment prior to backfilling.

• The tile inlet and outlet shall be measured with surveying equipment. The Joint connections should be observed prior to backfilling. A technician with surveying equipment should check this.

• Seed bed preparation should be checked prior to seeding. The thickness of the topsoil and seed tags shall be verified. A technician familiar with seeding should observe the start of this.

• There is no testing that needs to be completed for this project.

The as-built drawings shall include the following information:

• Location and elevation of top of outlet structure and pump basin.

• Cross section east-west near the center of the wetland to verify elevations.

• Location and elevation of top and toes of embankment, including wave berm and auxiliary spillway.

Quality control is the responsibility of the contractor, but any work deemed to not be in accordance with the plans and specifications based on inspections completed shall be reworked.

Quality assurance is the responsibility of the contractor but will be verified by the design engineer. This will be accomplished by material certifications provided for all pipe/tile, geotextile, granular material, and riprap. Shop drawings will be submitted and approved for structures and all pipes. The seed mix designs shall be submitted and approved prior to placement.
