About this file

This document is pre-bid meeting minutes and plan holders list for Bid No. 26-10 (Car833409A), a nutrient reduction wetland construction project issued by the Iowa Department of Agriculture and Land Stewardship, Division of Soil Conservation and Water Quality. The project, located in Carroll County, includes selective clearing, excavation and grading of approximately 19,861 cubic yards of earthwork; installation of 835 linear feet of pipe in various sizes and materials; placement of 29 tons of riprap; construction of a Modified SW-513 concrete outlet structure and SW-401 concrete lift station; installation of a 3-phase 3-horsepower solar-powered pump system rated at 340 gallons per minute; and seeding of 2.4 acres. The optional pre-bid meeting was held on October 6, 2026 at 11:00 AM at Carroll Public Library in Carroll, Iowa, with virtual attendance via Microsoft Teams. Written questions were due by October 14, 2026 at 3:00 PM. Sealed bids are due October 27, 2026 at 3:00 PM via the Iowa Management of Procurement and Contracts System (IMPACS). All work except seeding must be completed by September 1, 2027, with seeding completion required by December 15, 2027 and must follow specifications-mandated seeding dates. The successful bidder must execute the contract within 14 calendar days of the notice of award and receive a notice-to-proceed within five days of contract execution by the Division.

The project is a unit price contract with 20 engineer's line items in the base bid. The estimated construction cost range is $175,000 to $275,000. Bidders must submit a bid bond equal to 10 percent of the base bid and, upon award, furnish a performance bond equal to 100 percent of the contract price. Liquidated damages are $175 per day for all work except seeding and $125 per day for seeding work. Payments will be made monthly based on engineer estimates at 97 percent of completed work value, with materials stored on site paid at 97 percent of cost with invoice. Mobilization will be paid as a percentage of the lumpsum bid amount, prorated based on the percentage of work completed. Materials purchased for this contract are exempt from Iowa sales and use tax. Bidders must be registered with the Iowa Department of Inspections, Appeals & Licensing and demonstrate possession of required equipment and financial ability. The award will be made to the lowest, responsible, responsive bidder as determined by the Division, considering alternates, bid price, experience, contracts in default, bidder responsibility, and similar factors. Bid tabulations will be prepared and distributed to all bidders and plan holders the week following the bid opening. The project is funded as part of the Water Quality Initiative to implement the Iowa Nutrient Reduction Strategy.
