West Perimeter Bridge Specifications Summary

This is a 100% Design Submittal specifications document prepared by J.C. Chang & Associates, Inc. for the Department of State Hospitals (DSH) at the DSH Patton facility located at 3102 Highland Avenue, Patton, California 92369. The project involves the replacement of the existing West Perimeter Vehicle Bridge, which requires complete demolition and removal of the existing bridge structure and associated site elements, installation of a new vehicle bridge, construction of ADA-compliant warning curbs, removal and relocation/protection of existing water lines, and reconstruction of pavement and approach transitions on both sides of the bridge to achieve proposed grades. The specifications are organized into Division 00 (Procurement and Contracting Requirements), Division 01 (General Requirements), Division 02 (Existing Conditions), Division 03 (Concrete), Division 31 (Earthwork), and Division 32 (Exterior Improvements). Work includes concrete forming and accessories, concrete reinforcing with ASTM A615/A615M Grade 60 rebar, selective demolition with environmental product declarations for eligible materials, site clearing and grubbing, earth moving with subbase and drainage courses, and concrete paving with 4,000 psi compressive strength for bridge slabs and 3,000 psi for other elements. The Office of the State Fire Marshal approved the fire and panic safety portions of the plans on December 4, 2025, with final approval subject to field inspection.

Contractors must comply with the Buy Clean California Act (California Public Contract Code Sections 3500-3505) by submitting facility-specific environmental product declarations for carbon steel and low-alloy steel rebar, with cost and quantity data required at project closeout. Concrete materials must be manufactured within 500 miles of the project site and include Type V portland cement, fly ash, and air-entraining admixtures with maximum water-to-cement ratios of 0.45 and slump limits of 4 inches plus or minus 1 inch. All work must comply with ACI 301, ACI 318, ASTM standards, CRSI manual standards, and applicable safety regulations including ANSI/ASSP A10.6 and NFPA 241. Prevailing wages, insurance, bonds, and all necessary materials, supplies, tools, equipment, transportation, and licenses are the contractor's responsibility. The contractor must provide preinstallation and pre-excavation conferences at the DSH Patton site and maintain comprehensive field quality control with testing agencies meeting ASTM C1077 and ASTM E329 qualifications. Concrete testing requires minimum compressive strength compliance verified through 7-day and 28-day cylinder tests, with strength satisfactory if the average of three consecutive tests equals or exceeds specified requirements with no individual test falling more than 500 psi below specification.
