About this file
This document is a Questions and Answers summary issued by Hermiston School District (HSD) in Oregon regarding the Weber Field Concession and Bathroom Building Invitation to Bid (ITB) process. The project involves the construction of a new concessions and bathroom building at Weber Field, with an estimated cost range of $225,000 to $275,000. The district clarified that revised plans addressing missing sheets C1-C3 and S5.2 from Exhibit 1 would be distributed via addendum on August 29, 2025. Key project scope details include that HSD will retain responsibility for landscaping and irrigation work, with the contractor required to leave the site graded and sloped for drainage and notify the owner of any irrigation lines requiring repair. The contractor is responsible for obtaining all permits except the building permit, which HSD has already secured. The district confirmed that it will carry Builder's Risk Insurance for the project.
Insurance requirements specify a minimum of $1 million per occurrence and $2 million aggregate coverage. The Q&A document addresses technical specifications including HVAC controls (not required), casework details (undercounter cabinets with plastic laminate boxes and adjustable shelving), and clarifications on design notes such as "A.P.O." (As Per Owner) for exterior siding options. Civil work on the project is described as basic with no parking lot or stormwater management required, though a grease interceptor is specified on plumbing drawings and marked on-site with a white 4x4. Contractors are encouraged to conduct site visits to confirm the exact sewer location. No engineer's estimate was provided, though the district established the preliminary budget range to guide bidders in their proposals.
