About this file

This is a Notice of Intent to Award issued by the Oregon Department of Human Services, Office of Developmental Disabilities Services, through the Shared Services Office of Contracts and Procurement. The document announces the agency's intention to award Contract S-10000-00014682 to Alternative Services Oregon Inc. following an independent evaluation of all responsive proposals. The underlying solicitation sought a contractor to provide comprehensive training and technical assistance for the Oregon Intervention System (OIS), a state-approved behavior intervention system. The selected contractor's responsibilities include coordinating OIS instructor certification and recertification, conducting training workshops, providing technical assistance, and supporting OIS instructors statewide. The contract was structured with an initial two-year term and potential renewals extending to a total of six years. Proposals were due on November 10, 2025, at 3:00 PM Pacific Time. Contract execution remains subject to successful negotiations between the agency and the awarded proposer.

The evaluation process assessed proposers on technical criteria worth 120 points and pricing criteria worth 30 points, for a total of 150 possible points. The state actively encouraged participation from small businesses, particularly those certified through the Oregon Certification Office for Business Inclusion and Diversity (COBID), including minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses. Proposers were required to submit comprehensive compliance documentation, including background checks, insurance certifications, and pay equity verification. Insurance requirements included Workers' Compensation, Commercial General Liability, and Professional Liability coverage with specified minimum amounts. The contract allows for potential funding from federal sources under Assistance Listings number 93.778, though the exact contract value is not specified in the Notice of Intent to Award.
