About this file

This document is a set of vendor questions and Illinois Department of Transportation (IDOT) responses related to an Invitation for Bid (IFB) for Web Hosting Traffic Data and FHWA Data Preparation (IFB BidBuy Bid # 25-494DOT-FINAD-B-44454). The IFB requests a vendor to provide a system to host and manage IDOT's existing historical traffic data as well as process and upload new traffic count data from various types of traffic recorders located at approximately 130 continuous count sites and 20,000 short-term count locations across the state. IDOT will provide the historical data files for the vendor to upload, and the vendor should include any costs associated with this data migration in their bid. IDOT is open to the vendor's recommendations on tools and software, though they currently do not utilize Tableau or Alteryx.

The IFB does not specify any set-asides, incumbent vendors, or funding sources. The total cost of the system, including any annual software license fees, will be a key consideration in IDOT's vendor selection. The contract term and any renewal options are not provided in the document.

Web Hosting Traffic Data and FHWA Data Preparation IFB BidBuy Bid # 25-494DOT-FINAD-B-44454 Vendor Questions and IDOT Responses All Questions are listed in the order received

1. Question: IDOT has traffic data and analytics in their current system that go back over 10 years. Should responders include cost to migrate all of IDOT's current data over if it is not currently in their system?

Response: IDOT has the historical data to be uploaded to a new, compatible system. IDOT provides the files for upload. If the vendor is going to charge IDOT for uploading the files, then that’s their decision to include that in their bid. Total cost to IDOT for the system will be have to be considered.

2.How is the data collected today from the 130 continuous count locations and the approximately 20,000 short-term count locations. Is this already being done daily or are they expecting us to develop an automated solution for data retrieval.
Response: CCS Locations are comprised of IRD\TRS in-pavement counters, TIRTL infrared counters and GRIDSMART counters. Short term count data uploaded consists of MH Corbin HiStar Catalogues (ACCESS .mdb files) and Miovision video files (EXCEL).
3.They mention the MHCorbin HiStar traffic counter catalogs. Are these API accessible?
Response: MH Corbin HiStar catalogues will be uploaded to the site by IDOT personnel.
4.What is the communication method to the traffic recorders? TCP/IP, Serial, dial-up, RF?
Response: Not relevant, all traffic count data will be uploaded by IDOT personnel.
5.Is it known if they already have a Tableau or Alteryx deployment? If not, are they ok with taking on that annual license expense for our potential solution?

Response: These deployments are not being used. Total cost of the system will have to be considered so agreeing to the annual license fee is an unknown.
