About this file
This document is a comprehensive Project Manual for the Enid Woodring Regional Airport's South Ramp Hangars - Phase 2 project, involving the City of Enid, Oklahoma, and prepared by Parkhill, Smith & Cooper, Inc. The project involves constructing eight new 50' x 50' hangars on the airport's south ramp, with a bid opening scheduled for October 1, 2025, at 2:00 PM local time. A mandatory pre-bid conference is set for September 24, 2025, at 2:00 PM at the Terminal Building, with attendance required for bidders. The contract time is 210 calendar days, with liquidated damages of $1,650 per calendar day for overruns. Bidders must obtain official plans, be on the official bidder list, and attend the pre-bid conference to be eligible.
The project is funded locally and will be bid using a competitive bidding process with several key financial requirements. Bidders must submit a 5% bid bond or cashier's check with their proposal, and the successful contractor will be required to provide 100% performance, statutory, and maintenance bonds. The total project is estimated to involve multiple contract items including mobilization, site preparation, excavation, aggregate base course, concrete pavement, hangar construction, and landscaping. The City of Enid reserves the right to reject any or all bids and to waive informalities. Proposals will be evaluated based on lowest responsive and responsible bid, with consideration given to the bidder's qualifications, experience, and ability to complete the project successfully.
