About this file
This document is a Justification and Approval (J&A) for a bridge contract supporting the United States Special Operations Command (USSOCOM) Warrior Care Global Support (WCGS) program. The J&A authorizes a 4-month, two-week sole-source bridge contract with 9 Line, LLC valued at $6.4M under FAR 6.302-1, to ensure continuity of critical support services while the final competitive procurement is being finalized. The bridge contract will provide non-clinical case management and advocacy services for Special Operations Forces (SOF) wounded, ill, or injured (WII) service members, focusing on Recovery Care, Benevolence, Military Adaptive Sports, and Career Transition Support.
The acquisition was delayed by multiple factors, including significant personnel turnover, implementation of new Executive Orders, extensive industry questions during the RFP process, and challenges with a new contract writing system. Market research yielded responses from 26 vendors, with 22 submitting white papers, and 5 Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) meeting the capability threshold. The bridge contract serves as a proactive measure to maintain uninterrupted support for SOF service members, their families, and caregivers while the government completes the full competitive procurement process for the Warrior Care Program.
