About this file

This is a Bidder's Conference presentation for Solicitation No. 25-020-280, a multi-phase procurement conducted by the California State Water Resources Control Board (SWRCB) in partnership with the California Department of Technology (CDT) Office of Statewide Technology Procurement. The solicitation seeks a qualified bidder to develop, design, implement, and maintain a cloud-based Software as a Service (SaaS) solution called the Water Technical Access Portal (WaterTAP), which will consolidate data management and regulatory compliance functions currently dispersed across multiple legacy systems serving over 7,200 public water systems. The project addresses regulatory requirements stemming from Lead and Copper Rule revisions that impose 40+ new certifications and data collection mandates. Phase 1 responses are due January 29, 2026, at 12:00 PM PST, with Phase 2 responses due March 11, 2026. Bidders' written questions regarding the solicitation must be submitted by December 8, 2025, at 12:00 PM PST. The procurement is structured as a three-phase process including Phase 1 evaluation, Phase 2 demonstrations and interviews (with up to three qualified bidders advancing), and Phase 3 negotiations and best and final offer submission. Contract award is estimated for September 2, 2026. The base contract term is three years, including 12 months of concurrent maintenance and operations services and a 12-month warranty period, with Design, Development, and Implementation to be completed within 21 months followed by three months of system stabilization. The State may exercise options for one additional one-year extension for implementation and system acceptance, and up to two additional one-year extensions for maintenance and operations, allowing a maximum contract term of six years.

The presentation does not specify pricing terms, set asides, incumbent information, or detailed funding amounts within the bidder conference materials. The solicitation requires bidders to submit responses electronically through Cal eProcure (Event ID: 0000037301) and utilize the Electronic Vendor Application of Qualifications (eVAQ) system. Proposals must include narrative responses without marketing content, conditional statements, assumptions, or exception language, with page limits provided to guide the level of detail required. Bidders must submit an Intent to Bid and Confidentiality Statement by January 15, 2026, and request access to the State's file-sharing site by January 22, 2026. Questions and correspondence must be directed to Nichole Gutierrez, Primary Procurement Officer, or Kerry Jones, Secondary Procurement Officer. The bidder conference responses are non-binding, and all bidder questions and state responses will be handled in writing through designated procurement officers.
