Summary

This is an Addendum #1 Revision to Request for Proposal (RFP 2026-RFP-006) issued by Greenwood Metropolitan District (GMD) in South Carolina for Wastewater SCADA System HMI Replacement services. The project encompasses the design, procurement, installation, testing, and commissioning of a new Human-Machine Interface (HMI) system to replace the existing SCADA system at two wastewater treatment facilities: Wilson Creek WWTF and West Alexander WWTF, which currently operate 21 mixed-model Rockwell PLCs (ControlLogix, CompactLogix, MicroLogix, PLC5, and SLC 5/05). The scope includes system assessment, HMI design and installation, integration with existing SCADA hardware and software, comprehensive testing and validation, security compliance implementation following NIST guidelines, documentation development, training for operators and IT personnel, and a minimum one-year warranty with quarterly security and application updates. Site visits with GMD IT staff are mandatory by September 9, 2026, at 4:00 PM; questions must be submitted by September 17, 2026, at 4:00 PM; and proposals are due September 23, 2026, at 4:00 PM via the electronic procurement portal at https://procurement.opengov.com/portal/gmdsc. Commission approval is anticipated October 14, 2026.

Pricing proposals must be submitted using the provided cost proposal tables and include separate itemized supporting schedules detailing equipment costs, labor hours and rates by role, parts and materials, software and licensing (initial versus recurring costs), travel and mobilization, and line-item costs for SCADA cabinet removal and replacement if required. Bidders must include a bid bond of not less than 5% of the total bid amount and provide proof of current Certificate of Insurance with GMD named as additional insured, including Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation (South Carolina statutory limits plus $100,000 employers' liability), and Professional Liability or Errors and Omissions ($1,000,000). The successful bidder will be required within ten days of award to provide Performance and Payment Bonds each equal to 100% of the total contract price. Evaluation criteria are weighted as: Minimum Qualifications (100 points, pass/fail); Contractor Qualifications and Experience (30 points); Technical Specifications and System Functionality (30 points); Cost Competitiveness (20 points); Implementation Approach and Timeline (10 points); and Warranty Terms (10 points). No specific budget amount is identified, and GMD reserves the right to reject any or all proposals.

• GMD staff are not SCADA experts. The description included in this RFP is to be used as a general descriptive guide only. Potential contractors will be required to make onsite visits for both facilities and verify and collect any additional information needed to submit a proposal for the project.

• Because all locations and facilities are in use and fully operational, all upgrades shall be completed in a systematic and timely fashion to minimize interruptions to daily operations. The contractor shall allow for and include all costs to ensure that the systems always remain functional. GMD recognizes during the upgrade sites will be down for limited times during transitions. Any outages must be communicated and coordinated well ahead of time and systems shall be fully operational prior to the conclusion of each workday, unless agreed upon beforehand in writing. The SCADA system integrator shall coordinate with GMD’s project manager to ensure system functionality during upgrades.

• All work is to be coordinated with each of the two plant superintendents and scheduled to be completed no later than 2:30 PM each workday.

9. SCADA Software Upgrades Physical and/or Cloud Responsibilities
