SCADA Background and Existing Systems Documentation

This document is a technical background file detailing the existing SCADA infrastructure for the Greenwood Metropolitan District (GMD) wastewater treatment facilities in South Carolina. The file provides comprehensive specifications for two wastewater treatment facilities—Wilson Creek WWTF and West Alexander WWTF—that require modernization of their supervisory control and data acquisition (SCADA) systems. Wilson Creek WWTF currently operates 16 programmable logic controllers (PLCs) with approximately 3,700 tags utilizing Wonderware SCADA software and Win911 alarm systems on standalone Windows servers with Dell hardware. West Alexander WWTF operates 5 PLCs with approximately 1,000 tags under similar legacy configurations. Both facilities use Rockwell Automation/Allen-Bradley equipment interconnected via fiber and copper with Hirschmann switches on dedicated SCADA fiber loops. The project requires conversion from local workstation-based HMI configurations to modern client/server architectures, replacement of physical servers and workstations by the SCADA integrator, migration from Wonderware to an equivalent or superior modern SCADA software solution, and configuration of new workstations as SCADA clients with access controls. The detailed technical specifications enumerate all 16 control system locations at Wilson Creek and 5 locations at West Alexander, including specific PLC models (ranging from legacy SLC 5/05 and MicroLogix 1400 units to newer ControlLogix and CompactLogix platforms), module configurations with quantities of analog inputs/outputs, AC/DC inputs/outputs, and relay outputs for each location.

The document establishes that new Windows servers and workstations will be provided by the SCADA integrator following GMD staff approval of brand and specifications, with PLC programs to be downloaded from existing equipment and configured into the new system architecture. Both facilities currently employ physical alarm dialers with analog dial-out capabilities through Win911 that must be replaced with integrated modern alarm management functionality. The file confirms fiber connectivity exists between Wilson Creek WWTF, West Alexander WWTF, and the GMD main office, facilitating system integration. The solicitation deadline for sealed proposals is 4:00 PM on Wednesday, September 23, 2026, submitted via the District's eProcurement Portal at https://procurement.opengov.com/portal/gmdsc. Supporting documentation including equipment photos and existing HMI screen configurations for both facilities will be provided by GMD IT Manager Jeff Auman to prospective bidders. The document emphasizes that replacement SCADA software must maintain equivalent or enhanced functionality compared to all existing services currently provided by the legacy WonderWare systems.

3.1. Background on Existing System

Existing SCADA Systems: Wonderware with Rockwell Automation/Allen-Bradley PLC’s

Existing Alarming systems: Win911

Existing Servers: Windows standalone servers on Dell hardware

3.2. Wilson Creek Wastewater Treatment Facility (WWTF)

The existing control system contains 16 PLCs with one HMI that are interconnected with fiber and/or copper and utilizes a physical alarm dialer using Win911 with analog dial-out lines. The HMI WonderWare software is currently running locally on a single workstation. Current tag count is approximately 3,700. The desire is to convert this to a client/server configuration. Most of the Programmable Logic Controllers (PLC) and touch screen HMIs in the facility are Rockwell Automation/Allen-Bradley.

A new Windows server and workstation will be provided by SCADA Integrator after approval of brand and specifications by GMD staff. Workstation needs to be configured as a SCADA client to the WWTF Server utilizing access controls to access the WWTF screens. PLC programs will need to be downloaded from existing PLCs.

The WonderWare server software is hosted locally on a server in the plant main building computer room. The physical workstations and physical server will be replaced by SCADA Contractor as needed. Replacement SCADA software needs to be installed and configured by integrator/vendor and must be equivalent or improve all existing services used by WWTF. This will require updates and/or migrations from WonderWare to the chosen modern SCADA software solution. There is fiber connectivity between buildings on the Wilson Creek WWTF facility, the West Alexander WWTF plant and the GMD main office.
