The scope includes removal of all waste materials, proper disposal in accordance with local environmental regulations, and comprehensive documentation of volumes pumped and observed conditions. Services must be coordinated with campus facilities staff to minimize operational disruption and scheduled primarily during normal business hours (Monday through Friday, 7:00 a.m. to 4:00 p.m., with Friday preferred), with separate pricing available for off-hours services. A mandatory pre-proposal meeting is scheduled for February 4, 2026, at 9:00 a.m. at the campus location in Walnut, California. Requests for information must be submitted by February 11, 2026, at 2:00 p.m., and formal proposals are due no later than February 18, 2026, at 2:00 p.m. through Mt. SAC's eProcurement Portal. The District anticipates recommending an award on April 8, 2026, with contract services commencing May 1, 2026, for an estimated five-year term with options for annual rate adjustments based on the Los Angeles/Riverside Consumer Price Index or quantified cost increases, subject to 60 days' notice and District approval.
Pricing proposals must include separate per-vessel rates for 15 line items covering clarifiers and grease interceptors with estimated volumes ranging from 300 to 2,000 gallons, with additional per-gallon rates specified for actual volumes differing from estimates. The RFP requires distinct pricing for normal business hours and off-hours services, with all contractor expenses including labor, materials, equipment, vehicle mileage, travel time, and waste disposal costs included in the quoted rates. Performance and payment bonds are required if annual costs exceed $25,000, with vendors specifying applicable bond fees and rider fees. Evaluation will be conducted using a best-value procurement method, allocating 20 points for experience and qualifications, 15 points for service methodology and compliance, 25 points for basic waste pumping pricing competitiveness, 25 points for solids pumping pricing and explanation, and 15 points for proposal narrative quality. Contractors must demonstrate appropriate certifications, compliance with OSHA and California Department of Public Health standards, emergency response capability within 24 hours, and maintain adequate insurance coverage including general, auto, and workers' compensation liability insurance. The RFP does not specify set-aside designations for disadvantaged enterprises or specify incumbent vendor information; all contractors must comply with California prevailing wage requirements and labor code provisions.

Proposers shall clearly describe their pricing structure for such conditions, including any applicable surcharges, thresholds, percentage increases, or alternate disposal costs that may be assessed due to elevated solids content. The response shall identify how solids concentrations are determined, when additional charges are triggered, and how such charges are calculated and applied.
Identify the potential additional charges and cost escalation scenarios.
