About this file

This document is a Request for Information (RFI) issued by the United States Special Operations Command (USSOCOM) seeking information on existing industry products that can fulfill the need for a Wide Area Surveillance Package (WASP) family of systems.

The RFI outlines three projected variants of the WASP system - Heavy, Medium, and Light - that would integrate and disseminate sensor and camera information for different operational scenarios. USSOCOM is requesting capability statements that address technical requirements such as a common operating system, sensor and camera integration, data collection and dissemination, power requirements, ruggedization, cybersecurity compliance, and modular open systems approach. Respondents are asked to provide details on production capacity, supply chain constraints, and compliance with prohibited sources regulations. Responses are due by May 28, 2024 and should be submitted via email to the identified points of contact. This RFI is for market research purposes only and does not constitute a Request for Proposal or a commitment to issue one.

1.0 Background: United States Special Operations Command (USSOCOM) may have the need to procure wide area surveillance package (WASP) family of systems (FoS). USSOCOM is requesting information in the form of a capability statement on existing industry products that fill or can be modified to fill this need.

WASP systems are scalable, modular, processing platforms that ingest, record and store, analyze, display, export sensor data, and command and control (C2) sensors. The WASP system provides advanced internet protocol (IP) digital video system using high definition or greater video input streams from wired or wireless cameras. The core of the WASP system is its ability process sensor and video data through a central compute hub device and digital video recorder (DVR) providing days to weeks of recorded information storage for operator viewing, retrieval, and analysis. The WASP system can be utilized in a light/medium/heavy configuration dependent upon mission requirements, operating within an open architecture with the ability to feed data between instances, to other domains, and to other processing tools. The system integrates multiple sensors and cameras that provide the SOF operator a capability to capture information at the tactical edge and push it to the rear echelon(s) for further dissemination. Additional information on the three projected variants is detailed below:

The WASP-Heavy system would integrate and disseminate sensor and camera information based on mission sets from a large Forward Operation Base (FOB). WASP-Heavy is expected to ingest at minimum 16X HD Day/Night Cameras & 24 sensors (Example: Electromagnetic Radiation (EMR), seismic, tripwire, magnetic, break PIR, PIR, etc.). With the ability to record, analyze, view live and or remotely view cameras and sensors and exportability to COP. The WASP- Heavy is desired to ingest 30X 4k Day/Night Cameras & 48 sensors (Example: Electromagnetic Radiation (EMR), seismic, tripwire, magnetic, break PIR, PIR, etc.). With the ability to record, analyze, view live and or remotely view cameras and sensors and exportability to COP.

A WASP-Medium would integrate and disseminate sensor and camera information for SOF teams conducting executing missions from a team house. WASP-Medium is expected to ingest at minimum 8X HD Day/Night Cameras & 16 sensors (Example: Electromagnetic Radiation (EMR), seismic, tripwire, magnetic, break PIR, PIR, etc.). With the ability to record, analyze, view live and or remotely view cameras and sensors and exportability to COP. Medium is desired to ingest 16X 4k Day/Night Cameras & 24 sensors (Example: Electromagnetic Radiation (EMR), seismic, tripwire, magnetic, break PIR, PIR, etc.). With the ability to record, analyze, view, live and or remotely view cameras and sensors and exportability to COP.

A WASP-Light system would integrate and disseminate sensor and camera information for small two-man team pushed forward into denied/contested areas of operations collection information a specific target area. WASP-Light is expected to ingest at minimum 2X HD Day/Night Cameras & 8 sensors (Example: Electromagnetic Radiation (EMR), seismic, tripwire, magnetic, break PIR, PIR, etc.). With the ability to record, analyze, view live and or remotely view cameras and sensors and exportability to COP. WASP-Light is desired to ingest 4 X 4k Day/Night Cameras & 12 sensors (Example: Electromagnetic Radiation (EMR), seismic, tripwire, magnetic, break PIR, PIR, etc.). With the ability to record, analyze, view live and or remotely view cameras and sensors and exportability to COP.

2.0 REQUESTED INFORMATION
