PERFORMANCE WORK STATEMENT

PERFORMANCE WORK STATEMENT (PWS)

FURNISH AND MAINTAIN WASHERS AND DRYERS

1. SCOPE OF WORK. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary in furnishing, installing, and providing maintenance of washers and dryers at various buildings as defined in this Performance Work Statement. The contractor shall perform to the standards in this contract.

2. INSTALLATION AT START OF CONTRACT. The contractor will initially furnish and install new approved washers and dryers in the following buildings as designated by the government representative within 10 calendar days after the commencement of the contract period.

3. HOURS OF OPERATIONS.

3.1. Normal Hours. The contractor shall maintain the following customer service hours: Weekdays, Monday through Friday, 0730-1630.

3.2. Recognized Holidays. The contractor is not required to provide service on the following days:

4. EQUIPMENT SPECIFICATIONS. All equipment shall be subject to the contracting officer’s inspection as to condition, appearance, and serviceability prior to installation. The contractor shall provide new NON COIN operated machines as approved by the contracting officer for installation under the terms of this contract. The contractor shall provide replacements for those machines that become unserviceable or otherwise fail to comply with the specifications. All equipment shall meet specifications established by the U.S. Public Health Federation and National Sanitation Foundation and/or military authority having jurisdiction and is subject to inspection by the installation medical authority. All electrically operated equipment will be installed in accordance with the standard of the National Electrical Code. All washers and dryers shall have white exterior finish unless otherwise approved by the contracting officer.

4.1. WASHERS. Washers shall be heavy-duty household or commercial type, with a minimum tub capacity of 14 pounds dry weight, and shall not utilize more than 30 gallons of water per load washed at lowest water level setting. Washers shall have standard hot and cold-water connections and be capable of operation on a 20-amp circuit. The washers shall have a minimum of two cycles (normal and permanent press) and three water temperature selections. The electrical power available is 120 volts, 1-phase AC

60HZ.

4.2. DRYERS, ELECTRIC. The dryers shall be designed for operation on a 30-amp circuit under normal conditions. The electrical power available is 208 volts, 1-phase AC, 60 HZ. Dryers shall be capable of removing 12 pounds of water per hour when loaded with 25 pounds of wet clothing having moisture retention of 70%. Dryers shall have a tub capacity of 16 pounds dry weight. The dryers shall have a minimum of 2 cycles (regular and permanent press), with timer. Dryers shall be heavy-duty household or commercial type.

4.3. STACK UNITS, ELECTRIC. A combination washer/dryer laundry center. The washer/dryer shall have the following minimum requirements. The washer shall have 2 motor speeds, at least 4 cycles, 4 water levels, 3 temperature setting and delicate, and a tub capacity of 2.5 cu. ft. The dryer shall have at least 2 cycles (regular and permanent press) with timer and a tub capacity of 5.9 cu. ft.

4.4. FRONT LOADER WASHER AND DYRERS. The washers and dryers shall have the same requirements as stated in 4.1 and 4.2 respectfully. However the loading doors and controls on these units shall be located on the front of the unit so that a person in a wheelchair can operate the unit.

4.5. ENERGY / WATER EFFICIENCY. In accordance with Executive Order 13423, “Strengthening Federal Environmental, Energy, and Transportation Management,” the Government shall give preference to Green Products. One such product is washers / dryers with the Energy Star rating. The Government has determined that Energy Star rated equipment can produce positive energy savings when compared to non-Energy Star related equipment while not affecting unit cost. It is the opinion of the Government that the Energy Star rating is not the significant factor affecting the price of a specific unit, rather the price is more directly affected by consumer driven options (i.e. capacity, cycles, etc.).

5. UTILITY CONNECTIONS. The Government shall provide the necessary utility connections for operation of washers and dryers. This will include drain and hot and cold water connections for washers.

The contractor shall furnish and maintain hoses, electrical pigtails, and flex ducts to these utility connections.

5.1. UTILITIES. The government will provide the utilities required for operation of washers and dryers.

This will include hot and cold water and electricity. All repair of failed wiring/piping in back of the unit and to the utility connection point will be the responsibility of the contractor. All repair of failed wiring/piping from and including the electrical receptacle and water hose connection to the source of power or water will be the responsibility of the Government. The open water drain stand pipe and dryer vent trunk will be maintained by the Government and the contractor shall be responsible for maintaining the hose/pipe lines and connections to these lines from the units.

6. DECALS. The contractor shall provide numbered decals in sequence (1, 2, 3, etc.) for each machine for the ease of reporting which machine is malfunctioning. Decals shall be replaced when they become faded, soiled or defaced. The use of handmade or improvised signs is prohibited.

7. MAINTENANCE OF CONTRACTOR OWNED EQUIPMENT. The contractor throughout the length of the contract shall maintain equipment in a serviceable condition. Any act of vandalism discovered by the contractor shall be reported immediately to the contracting officer. The contractor shall absorb all costs incurred as a result of damaged, broken, vandalized, or stolen equipment.

8. SERVICE CALLS. The contracting officer’s representative shall report to the contractor when a machine fails or requires servicing. The contractor will be required to respond to a service call within 24 hours (1 day) after being notified. If a machine requires parts or servicing that will require more than 24 hours (1 day) to accomplish, then the machine shall be removed and replaced with another workable machine from the Contractor’s back-up supply. The Contractor shall also repair or replace all inoperative machines before the end of the working day every Friday, if notice is given before noon on Friday. If Friday is a holiday, all machines will be in operation on Thursday.

9. EQUIPMENT BREAKDOWN REGISTER. The Contractor will maintain a register of all equipment breakdown reflecting machine number, location, time breakdown was discovered or reported, nature of failure, and time and date of repair. Upon completion of work, the Contractor will submit a copy of his register to the Contracting Officer Representative (COR) for record.

10. SERVICE REQUIREMENTS. The Contractor shall clean and wipe down each machine, clean the immediate area and remove all debris or trash each time a machine is serviced at that location. The

Contractor shall not be allowed to utilize any equipment that is bent or the finish damaged if it impairs the operations or appearance of the machine. Any personal items of equipment, clothing, jewelry, moneys, etc. found on the premises by the Contractor or his employees, shall be turned in to the COR who will contact the Security Police and/or using agency. “Out of Order” signs of plastic or similar material will be made available to personnel to place on inoperative machines. Repair personnel employed by the Contractor must possess technical skills necessary to provide the required service on all furnished equipment. During installation and maintenance, buildings will continue to be occupied and require work to be performed with minimum disturbance and inconvenience to the occupants. Contractor’s personnel will confine themselves to only those areas required in performing the work.

11. REPAIR OF EXISTING CONSTRUCTION OR FACILITIES. The Contractor shall repair and maintain any existing construction or facilities that are affected, disturbed or damaged in the performance of this contract. All repairs and maintenance shall be done in the best practice of the trade.

12. REMOVAL AT END OF CONTRACT. The Contractor shall remove all washers and dryers previously furnished within 10 calendar days after the end of this contract. All equipment installed by the Contractor shall remain the property of the Contractor. The Contractor shall coordinate removal of his equipment with the succeeding Contractor to preclude interruption of service to the using agency.

Section B – Services Summary and Method of Surveillance As a minimum, CORs will monitor, review, and report on the contractor’s performance and compliance with all Service Summary (SS) items shown below (from paragraph 2 of the PWS with the addition of Rating & Surveillance Methods), along with the rest of the PWS. The service requirements summarized below are performance objectives that relate directly to mission essential items. The performance thresholds referenced in the table briefly describes the minimum acceptable levels of service required for each service requirement. The performance thresholds established for each of the performance objectives are the number of defects permitted before the COR notifies the contracting officer in accordance with FAR 52.212.4, Contract Terms and Conditions-Commercial Items.

SERVICE CALL PROCEDURES

THE FOLLOWING REQUIREMENTS ARE ESTABLISHED FOR ALL PERSONNEL USING

WASHERS AND DRYERS.

1. Signs and Decals are provided for each machine to provide the operator with the proper operating instructions.

2. If problems are experienced with a washer or dryer, DO NOT ATTEMPT to repair or make adjustments. CONTACT 4 CES Service Contract Office at 772-1819 with the location and number of the unit, between the hours of 0730 and 1630, Monday through Friday to report any inoperative machines.

3. The contractor is required to respond to a service call within 24 hours (1 DAY) after notification. If a machine requires parts or servicing that will require more than 24 hours to accomplish, the machine will be removed and replaced with another workable machine.

4. For requests to add additional machines to the contract, contact the Service Contract Office at 4 CES/CEOS, 722-1819. Requests for changes in the contract shall be made in writing only.
