Wage Determination Summary
This is a Register of Wage Determinations under the Service Contract Act (SCA) for federal service contracts in Texas Counties of El Paso and Hudspeth (Wage Determination No. 2015-5229, Revision 28, effective 12/03/2025). The document establishes prevailing wage rates and fringe benefits required for service contract workers across 99 occupation codes, organized into categories including administrative support, automotive service, food preparation, furniture maintenance, general services, health occupations, information technology, instructional occupations, laundry/dry-cleaning, machine tool operation, materials handling, mechanics and maintenance, personal needs services, plant operations, protective services, recreation, stevedoring, technical occupations, and transportation/mobile equipment occupations.
All listed occupations receive mandatory fringe benefits: Health & Welfare at $5.55 per hour (up to 40 hours weekly, or $222.00/week, or $962.00/month), vacation of 2-4 weeks depending on tenure, and a minimum of eleven paid federal holidays annually. Computer-related positions are excluded from SCA applicability under 29 U.S.C. 213(a)(1) and 213(a)(17) for exempt professionals; air traffic controllers and weather observers receive night/Sunday pay differentials; hazardous pay differentials of 4-8 percent apply to designated ordnance and explosives work; and uniform allowance provisions permit $3.35/week reimbursement or actual cost coverage for maintenance when required. Hourly wage rates range from $10.08 (School Crossing Guard) to $53.00 (Nuclear Medicine Technologist). The document includes detailed conformance procedures for unlisted occupations requiring contractor submission of proposed classifications and wage rates via SF-1444 form for Department of Labor approval within 30 days of contract award. Executive Orders 13706 and 13658 regarding paid sick leave and minimum wage requirements also apply to covered contracts.
