About this file
This file documents the Service Contract Act (SCA) wage determinations incorporated by reference into a federal contract for fire extinguisher system inspections and repairs at the St. Louis Veterans Affairs Health Care System. The applicable wage determination is USDOL Service Contract Act Wage Determination Number 2015-5075, Revision 31, dated December 3, 2025, covering St. Louis, St. Charles, and Franklin Counties in Missouri. The wage determination establishes minimum monetary wages and fringe benefits that all service employees, including those employed by subcontractors, must receive while performing contract work. Notably, the Department of Labor requires contractors to pay SCA wages to employees during travel time to and from Veterans Affairs facilities.
The full text of the wage determination is accessible through SAM.gov by searching the Service Contract Act category and selecting the relevant state and county. Contractors must comply with these wage requirements throughout the performance period, which involves annual fire extinguisher inspections and maintenance at multiple VA locations in Missouri and Illinois during January of each year. Upon written request, the Contracting Officer will provide a complete copy of the wage determination. This incorporation by reference is made pursuant to FAR clause 52.222-41 and applies to all labor costs associated with the performance of fire extinguisher inspection and service tasks.
