About this file

This is a Register of Wage Determinations under the Service Contract Act (SCA) for federal contracts in Oklahoma counties (Canadian, Cleveland, Grady, Lincoln, Logan, McClain, and Oklahoma). The wage determination, No. 2015-5315 (Revision 26, effective 05/15/2025), establishes minimum hourly wage rates and fringe benefits that contractors must pay covered workers on qualifying federal service contracts.

The document applies two Executive Order thresholds: Executive Order 14026 applies to contracts entered into or renewed on/after January 30, 2022, requiring contractors to pay at least $17.75 per hour (or the applicable wage rate listed, if higher); Executive Order 13658 applies to contracts awarded between January 1, 2015 and January 29, 2022, requiring a minimum of $13.30 per hour (or the applicable wage rate listed, if higher). All occupations listed receive fringe benefits including Health & Welfare ($5.36 per hour or $214.40 per week, plus an alternative EO 13706 rate of $4.93 per hour for SCA-covered contracts also covered by that order), vacation (2-4 weeks based on tenure), and a minimum of eleven paid holidays annually. The determination includes over 200 occupation classifications spanning administrative, automotive, food service, health, information technology, maintenance, protective services, and technical occupations, with wage rates ranging from $10.09 per hour (Waiter/Waitress) to $49.27 per hour (multiple pilot and test positions). Special provisions apply to computer professionals (exempt under certain conditions), air traffic controllers and weather observers (with night/Sunday pay differentials), hazardous work (4-8 percent differential), and uniform allowances ($3.35 per week reimbursement where applicable). The conformance process for unlisted occupations requires contractors to propose classifications with supporting documentation, submitted to the U.S. Department of Labor Wage and Hour Division for approval within specified timeframes.
