INSTRUCTION TO BIDDERS

1. All questions and requests for information (RFI) regarding this Invitation For Bids (IFB) must be received NOT LATER THAN 12:00 P.M. Alaska; 7 July 2017 prior to solicitation closing. Questions shall be emailed to: Jeffery.G.Porter2.mil@mail.mil and Stacey.L.Pfau.mil@mail.mill, with the following subject line: Solicitation W91ZRU-17-B-0001 BUILDING 3129 SQUADRON OPS RENOVATION; and will be posted not later that two working days prior to closing.

2. Offeror’s attention is invited to the insurance requirement contained in this solicitation (Contract Clause FAR 52.228-5). Certification of the required coverage for the prime contractor shall be furnished prior to beginning work on this contract, and the Contracting Officer may request evidence of the required insurance at any time during the life the contract.

3. Reference Contract Clause 252.236-7008, CONTRACT PRICES – BIDDING SCHEDULES (DEC 1991).

The prices shown in the Bidding Schedule must reflect ALL costs involved in performing the work, as described in the plans and specifications.

4. The term “Bidding Schedule” shall also be construed to mean “Offer Schedule” or “Schedule”. The terms “bid” and “offer”, and “bidder” and “offeror” shall be construed as having the same meaning in this solicitation and resulting contract.

5. Facsimile transmission of bid is not authorized.

6. All offerors shall be registered at https://www.sam.gov with the NAICS code that is shown on the front page of the solicitation.

7. All information relating to this IFB, including pertinent changes/amendments and information will be posted on web site: http://www.fbo.gov. For security reasons, all potential offerors, plan rooms and printing companies are required to be registered in the GSA System for Award Management (SAM) database. Firms can register via the SAM internet site at https://www.sam.gov/portal/public/SAM/. Interested bidders are required to submit their representations and certifications at the same site.

8. A complete bid package must contain the following:

a. Offer, Standard Form (SF) 1442 front and back signed with original signature

b. Section 00010 Line Items- all items must be priced

c. A Bid Bond, Standard Form 24.

d. Offerors shall complete and submit any additional full text certifications that are included in the solicitation. An offeror may also complete the certifications at https://www.sam.gov in lieu of completing the representations and certifications in this solicitation provided that all the FAR and DFARS certifications contained in the solicitation have been completed on line.

e. When completing the “Offeror” portion of the SF 1442, an official having the authority to contractually bind the company must sign the SF 1442 in accordance with FAR 4.102. One copy of the SF1442 is required to have an original signature.

f. The SF 1442 or the SF30 must be initialed or signed to acknowledge all amendments.

9. Hand delivered bids must be sealed and the front of the envelope marked with the following: “BID No. W91ZRU- 17-B-0001”, and the Name and Address of Bidder. See Block 13A of SF 1442 for required number of copies.

10. Electronic submittal via e-mail or FBO will be accepted. Subject of emails must be titled with the following:

“BID No. W91ZRU-17-B-0001”. Sealed version of Bid Bond (SF 24) must be provided within 5 days of bid opening.

11. A bid repository is provided for hand carried bids and is located at Eielson Air Force Base, Alaska. All hand delivered bids must be submitted to 168th Contracting Office, SMSgt Stacey Pfau, 375 Tanker Rd, Room 307, Eielson AFB, Alaska 99702. Please allow sufficient time to enter through the front entrance security when submitting your sealed bid (30 minutes or longer may be required). If you cannot locate the office, you may contact SMSgt Pfau at 907-377-8743 or TSgt Jeffery Porter at 907-377-8742. All bids must be received prior to the established time, reference FAR subpart 14.3 - Submission of Bids. Late receipt of bids due to entry delays will not be deemed as an excusable delay and the Contracting Officer may declare the bid “late” in accordance with FAR

14.304. Bid opening will be conducted by the contracting officer in accordance with FAR 14.402 - Opening of Bids.

PROJECT DESCRIPTION

BUILDING 3129 SQUADRON OPS RENOVATION. The 168th Contracting Element is issuing an Invitation for Bid (IFB) to award a single firm-fixed-price contract for the renovation of the Operations and Training Building located at Eielson AFB, Project Number FTQW 06-2907. The scope of this project includes, but is not limited to, all work necessary for the renovation of the Operations and Training building 3127 building of approximately 26,370 square feet. The installation requires adequately sized and appropriately configured facilities in good operational repair to support 8 PAA KC-135 aircraft, a rescue alert mission, and a space warning mission. Specifically required is a fully functional Operations and Training facility to support daily command and administrative requirements for the Wing. An interior renovation and reconfiguration is required to accommodate organizational alignments and more efficiently utilize existing space. Interior reconfiguration includes the rearrangement of walls, suspended ceilings, interior finishes. electrical, mechanical, HVAC systems and supporting elements.

W91ZRU-17-B-0001 B3129 Questions and Responses

QUESTION 1:

The FACP Manufacturers listed in the RFP are Monaco, SimplexGrinnell, and Siemens. I'd like to know the procedures for submitting an alternate manufacturer, as I don't believe the

Monaco systems will support the required fiber interface necessary for the SCIF as stated in

28 31 76 - 2.15d & e. The alternate manufacturer I'd like to submit will be Autocall.

RESPONSE 1:

We spoke with Mr. Sylvin Carter at the Base Alarm Shop. He does NOT want this system to be accepted as an “approved equal.” He would like to limit the alarm system, if at all possible, to be one of the three systems listed in the Specs. This is because the Base Alarm

Shop is responsible for maintaining all the fire alarm systems on the Base, and they have training and parts for the listed systems. Adding this system (may) make maintenance more difficult.

Based on the foregoing, our recommendation is to remove the provision in the specs of

“approved equals” for the Fire Alarm system, and require one of the three listed manufacturers.

QUESTION 2:

M Drawing Notes suggest and indicate the existing room control system uses standard thermostats and baseboard control valves. This is not correct! The entire building is controlled by a Network 8000 DDC System (Barber Colman) using numerous Microzone MZ II controllers to control the major mechanical systems as well as all room control throughout the building.

RESPONSE 2:

Concur. Existing DDC temperature sensors shall remain unless they are found defective. New zone control valves provided for baseboard heaters shall be 24 volt control compatible with the existing Microzone II Direct Digital Controllers.

QUESTION 3:

M Drawing Notes indicate baseboard controls use 120v electric thermostats and control valves. This is not accurate as the building is controlled by a Network 8000 DDC System.

Only the cabinet unit heaters (CUHs) use line voltage thermostats. Otherwise all of the existing room thermostats (sensors) controlling baseboard and convector control valves are in fact room temperature sensors (TSMN-81011), which are wired back to Microsone MZ II controllers, which then control the valves. There is no reason to replace these room sensors and we would suggest reusing them unless found defective. New TSMN-81011 room temperature sensors are still available. All of these temp sensors except one or two are non adjustable to the user and setpoints are set through the DDC system.

RESPONSE 3:

QUESTION 4:

Spec Section 23-09-13 Part 1 Paragraph 1.1 Summary, mentions it is to be used in combination with a DDC Spec.

At present there is NO DDC Spec. The building is controlled by a Network 8000 Schneider

Electric (Barber Colman) DDC system. There is also no Sequence of Operations provided.

RESPONSE 4:

Concur. The only new equipment being provided is exhaust fan EF-1 which is controlled by a wall switch and split system FCU-1/CU-1 which is controlled by a wall mounted thermostat.

It is the intent that the existing cabinet unit heaters and baseboard heaters shall be controlled similar to how they are currently controlled.

QUESTION 5:

MZ II controllers using Class 2 cables. It is strongly suggested the drawing notes be changed to aknownlege the use of 24vac control valves and to continue there use. In summary change language in Notes from 120 volt (line voltage) to 24 volt control.

RESPONSE 7:

Duct leak testing is not required for this project. The majority of the requirements related to duct leak testing have been removed from the specification.

QUESTION 8:

On FedBizOpps it states electronic responses are allowed and there is a link to submit the bid.

Does the original bid bond and a signed original SF1442 need to be sent to the 168th

Contracting Element before the bid opening or will the electronic submittal of the scanned bid bond and SF1442 be considered a responsive bid?

RESPONSE 8:

Electronic submittals provided by 12:00PM 18 Jul 2017 are considered responsive.

No Sequence of Operations has been provided neither in the Specs nor on the Drawings.

QUESTION 9:

Are as-built drawings available for distribution?

RESPONSE 9:

As-built drawings in the possession of the A-E and government will be made available. Please see attached As-Built drawing inventory lists.

QUESTION 10:

Ball valves for heating system: Reference 23 05 15-2.3.1 Ball and Butterfly Valves: The specification describes 3-piece bronze ball valves with threaded end connections and chrome-plated brass ball.

However, the detail drawings on sheet M-501 show 2-piece brass ball valves with sweat

(solder) end connections and stainless steel ball. Two-piece ball valves are commonly used for this application. Which is correct?

RESPONSE 10:

The two piece full port ball valves with stainless steel trim described on sheet M-501 should be provided.

QUESTION 11:

Reference sheet FX501, Keyed Notes 1 and 2: The notes indicate that a new 6” water service is to be provided, but no design drawings or specifications have been provided for the utilidor piping. No drawing has been provided for the 3” building domestic water service piping.

What is actually required?

RESPONSE 11:

New 6" Water Service: New water service extending from main in utilidor to mechanical room will feed both the existing fire protection and domestic water systems. See Drawing

FX100 for plan of work and notes in addition to Detail 1/FX501 which shows extent of new water entrance work. Piping specified in Specification Section 211313.0010 section 2.4.

QUESTION 12:

All ducting, ie. Supply exhaust and return?

RESPONSE 12:

HVAC System Cleaning requirements including duct cleaning are defined in Specification

Section 23 01 30.41 HVAC System Cleaning. Paragraph 1.5.2 dictates that the entire HVAC system shall be cleaned from the point where air enters the system to the point where air is discharged from the system including all ductwork, air handling units, coils, fans, filter housings, diffusers, etc.

QUESTION 13:

Is duct cleaning going to be required on this project?

If so to what extent? Partial system? Full System?

Please clarify the intent of this statement, as it is impossible to estimate or quantify the work required for this scope when there is no indication of what may be encountered during scanning.

RESPONSE 13:

Unknown underground utilities that may be discovered in this area, which also happen to require relocation, will be treated as a changed condition.

QUESTION 14:

Specification 05 12 00 Par. 1.3 requires for steel fabricators and erectors to be AISC certified.

There is a limited pool of steel contractors that meet this requirement in the State of Alaska, particularly for the erector.

In lieu of this requirement, is it acceptable for steel contractors to submit a resume of prior performance to verify competency in lieu of AISC certification for erection?

RESPONSE 14:

Only the Contracting Officer can waive this requirement. I would recommend that we maintain the requirement for AISC certified fabricator and erector because this site is Seismic

Design Category D with some complex and unusual connections that will require experienced and qualified personnel and an attention to detail.

QUESTION 15:

The solicitation states that the performance period is 180 days after NTP, and that work is required to begin 14 days after receiving NTP. The solicitation also states that funding is not currently available, but is anticipated to be available no later then September 30th, 2017. The

FBO.gov synopsis mentions a winter exclusion period, but this winter exclusion is not specifically addressed in the solicitation documents. When does the government intend to give the NTP?

This information would be helpful in planning the execution of the project, to determine when a NTP can be anticipated; e.g. within 90 days of bid date, spring of 2018, or some other time.

RESPONSE 15:

We hope to provide the NTP in August but it will be prior to 30 September. Once we know the date of the NTP we will know whether we need to extend to allow final work in the spring.

QUESTION 16:

Specification 01 11 00, Par. 1.4 requires the contractor to scan the existing construction site with Ground Penetrating Radar (GPR), electromagnetic or sonic equipment to locate and mark all other utilities not managed by the local utility companies. Additionally, this paragraph requires the elevations of existing utilities or ‘any type of underground or encased obstruction’ discovered during scanning to be verified when transversing piping, ducts or other work to be installed.

If unkown utilities are discovered during the GPR (or similar method) will this be treated as a changed condition?

The scope of underground utility locating is limited to the area of the front entrance where excavation is required to accommodate the installation of the new arctic entry.

RESPONSE 16:

Contractor shall coordinate with Contracting Officer the timing of the existing fire alarm system’s removal from service and measures during construction to provide fire safety until construction work is complete. Contractor shall follow applicable requirements of USACE

EM-385-1-1 and NFPA 241 requirements for fire protection during construction.

QUESTION 17:

RESPONSE 17:

All window blinds WS-1 shall be ½” Lightblocker, Micro as indicated on the Finish Schedule.

QUESTION 18:

1.1.1 States - Heating and cooling shall be provided by thermostatically controlled, wall mounted, thru the wall type HVAC units. HVAC units shall be appropriately sized for the

Alaska, Fairbanks area.

Typical available office trailers located in Alaska (stocked invertory) do not utilize HVAC for heat. Available office trailers in Alaska are heated with wall mounted thermostatically controlled electric heaters or electric unit heaters. Is it the intent of the Government to retro-fit the available stock of office trailers in Alaska to meet this specification? This will significantly increase the cost of the office trailers

Additionally Available office trailers in Alaska do not typically have cooling / Air

Conditioning. This would also cause the contractors to retrofit existing office trailers. With contract duration of 180 days, and funding becoming available October 2017, this would put contract completion at April 2018. During this time period cooling will not be needed as the time period is during the winter and early spring. Will Air Conditioning be required to meet the specification? This will significantly increase the cost of the office trailers.

RESPONSE 18:

Suspended, industrial type unit heaters shall not be permitted.

QUESTION 19:

Demolition Key Note 19 states that the existing fire alarm system shall remain intact and operable at all times during construction. Please clarify this note as the fire alarm system is major component of the new construction.

Demolition Key Note 19 shall be revised to to read as follows:

Are the blinds in the old Mission Development Room and Training room to be removed and reused or removed and replaced with new? There are discrepancies between the demolition key notes on AD101A and AD402/403 and the room finish schedule on A611.

Remove the existing window blinds and replace with new window blinds WS-1 indicated in the Finsih Schedule.

Given the construction period of October thru April, cooling/air conditioning may be omitted.

Heating shall be provided by wall mounted thermostats and wall mounted baseboard or cabinet unit heaters.

During the walk thru It was mentioned that there would be no work in the theatre. I would like clarification if that includes no sprinkler system to be installed in that area.

RESPONSE 19:

There IS work within the Auditorium. Please refer to the Drawings for additional information.

QUESTION 20:

Drawing FX501 Keynotes #3 states the backflow preventer to be supplied with OSY valves with cable type tamper switches. Are butterfly valves with internal tamper switches acceptable?

RESPONSE 20:

Provide OS&Y valves as shown on the drawings.

No, nitrogen in preaction systems is a Department of Defense requirement (UFC 3-600-01).

RESPONSE 22:

Sleeve shall be thin wall or sched 10 pipe. It shall extend through both walls of the electrical room. It shall provide at least 1” annular space between sleeve and sprinkler pipe. Annular space shall be open to and sloped to mechanical room to allow leaks to drain into the mechanical room. Extend sleeve from wall to keep drainage from dipping on equipment and panels below line. Sleeve’s annular space must be sealed at the wall between Elec Room and

Raft Room. Support sprinkler pipe on either side of sleeve with the pipe spanning through the sleeve.

QUESTION 23:

We assume that you are referring to the Auditorium.

FX501 sheetnote#18,19 and 20 reference nitrogen lines generators and air maintenance devices as does the specification section 21 13 17 .00 10. Is an air compressor and conventional air supply an acceptable substitute

-FX100 Keyed note#4 states “sleeve fire water line through electrical room” Does this mean that the pipe and fittings must be encased in a sleeve throughout the length of the electrical room? If so please provide a detail.

The intent of the note is to provide a sleeve on the fire sprinkler system feed main passing through this portion of the electrical room. This note does not apply to branch lines serving sprinkers in the room. Feed main routing shown runs over an engine driven generator. We did not find a routing of the feed main that did not pass through the electrical room that was easy to install which also drained most portions of the sprinkler system back to the riser.

Contractor can submit for approval alternate routing avoiding the electrical room which would eliminate the sleeve requirement. Sprinkler protection must be provide in the electrical room.

Limit branch line routing within the electrical room. General Note 3 on Sheet FX100 should be used as guidance for routing of branch lines within the electrical room.

Spec Section 01 11 00 states full communications systems replacement for the project. Are the specifications to contain Div 27, Telecommunications, specification sections?

RESPONSE 23:

Communications demolition is limited to Area A as indicated on the Electrical Drawings.

Division 27 Specifications are attached.

QUESTION 24:

We note spec section 26 20 00 entails some telecommunications system related information.

Is this the extent of requirements for the new telecomm/data distribution?

RESPONSE 24:

Telecommunications work is also as detailed on the Electrical Drawings. Division 27

Specifications are attached.

QUESTION 25:

General Conditions

Specification Section 01 30 00, Administrative Requirements, Paragraph: 1.6 Contractor

Special Requirements

Sub paragraph 1.6.1 notes: “All contract requirements of Section 23 09 13

INSTRUMENTATION AND CONTROL DEVICES FOR HVAC shall be accomplished directly by a first tier subcontractor, including the Commissioning Agent.”

Question: there are no commissioning specification sections included in the documents. Is commissioning required for the project and if so what systems and to what extent?

RESPONSE 25:

Commissioning is not required for this project.

QUESTION 26:

General Conditions

Specification Section 01 33 00, Submittal Procedures, attached Submittal Register

There is no submittal requirement for the specification section 23 09 13

INSTRUMENTATION AND CONTROL DEVICES FOR HVAC in either the submittal register or the actual specification section 23 09 13. It is very unusual for control sensors, valves, etc. to be provided for a renovation project where no manufacturer is required to match existing systems (or base standards) and no submittals are required for the equipment to be provided. Will submittals be required for Section 23 09 13 to assure desired products are provided?

RESPONSE 26:

Submittals will be required for all control components to be provided as part of the control installation work.

QUESTION 27:

Is ceramic tile included in contract scope? Spec Section 09 29 00, Para 3.4 indicates water resistant GWB is to receive ceramic tile finish. The plans do not indicate ceramic tile;

however, Womens Locker room 122 shows the vanity being demo’d / replaced. If the GWB requires replacement, is it painted finish?

RESPONSE 27:

There is no new ceramic tile in the scope of work. The new vanities shall fit into the existing wall tile. The existing wall tile shall not be damaged or removed.

Any existing gypsum board finished surfaces that are disturbed during construction shall be repaired and painted per the Finish Schedule.

QUESTION 28:

Appears door hardware is required with new and/or replaced doors. Is there supposed to be a door hardware finish schedule in the design? Not able to locate it, and there is not enough information to effective bid the variety of doors involved.

The door hardware sets were inadvertently left out of the combined specification of the contract documents. They have been attached in a response to one of the other RFIs (RFI #8).

QUESTION 29:

The panel specified is not capable of being tapered. Would the attached panel be a suitable substitution? The mechanically seamed panel specified cannot be tapered.

The proposed product line is acceptable, in general, as long as it meets all the requirements in the contract specifications and drawings. The file name of the PDF which was attached to the emailed question was named “PS138_Select Seam”. It is unclear if the “PS138” was intended to indicate a particular product as we could not find this number within the attachments.

The room finish schedule does not provide existing ceiling heights. With the majority of all rooms requiring new paint please provide existing heights.

1.2 RELATED REQUIREMENTS

Section 26 20 00 INTERIOR DISTRIBUTION SYSTEM applies to this section with additions and modifications specified herein.

1.3 DEFINITIONS

Unless otherwise specified or indicated, electrical and electronics terms used in this specification shall be as defined in TIA-568-C.1, TIA-568-C.2, TIA-569, TIA-606 and IEEE 100 and herein.

1.3.1 Campus Distributor (CD)

A distributor from which the campus backbone cabling emanates.

(International expression for main cross-connect (MC).)

1.3.2 Building Distributor (BD)

A distributor in which the building backbone cables terminate and at which connections to the campus backbone cables may be made. (International expression for intermediate cross-connect (IC).)

1.3.3 Floor Distributor (FD)

A distributor used to connect horizontal cable and cabling subsystems or equipment. (International expression for horizontal cross-connect (HC).)

1.3.4 Telecommunications Room (TR)

An enclosed space for housing telecommunications equipment, cable, terminations, and cross-connects. The room is the recognized cross-connect between the backbone cable and the horizontal cabling.

1.3.5 Entrance Facility (EF) (Telecommunications)

An entrance to the building for both private and public network service cables (including wireless) including the entrance point at the building wall and continuing to the equipment room.

1.3.6 Equipment Room (ER) (Telecommunications)

An environmentally controlled centralized space for telecommunications equipment that serves the occupants of a building. Equipment housed therein is considered distinct from a telecommunications room because of the nature of its complexity.

1.3.7 Open Cable

Cabling that is not run in a raceway as defined by NFPA 70. This refers to cabling that is "open" to the space in which the cable has been installed and is therefore exposed to the environmental conditions associated with that space.

1.3.8 Open Office

A floor space division provided by furniture, moveable partitions, or other means instead of by building walls.

1.3.9 Pathway

A physical infrastructure utilized for the placement and routing of telecommunications cable.

1.4 SYSTEM DESCRIPTION

The building telecommunications system is primarily existing to remain.

Communications work in renovated spaces consists of new cabling and pathway systems including permanently installed horizontal cabling, horizontal pathways, work area pathways, telecommunications outlet assemblies, conduit, raceway, and hardware for terminating, and interconnecting cabling necessary to transport telephone and data (including LAN) between equipment items in a building. The horizontal system shall be wired in a star topology from the telecommunications room to communications outlets as indicated on the Drawings. Provide telecommunications pathway systems referenced herein as specified in Section 26 20 00 INTERIOR DISTRIBUTION SYSTEM.

1.5 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for Contractor Quality Control approval. Submit the following in accordance with Section 01 33 00

1.6 QUALITY ASSURANCE

1.6.1 Shop Drawings

In exception to Section 01 33 00 SUBMITTAL PROCEDURES, submitted plan drawings shall be a minimum of 11 by 17 inches in size using a minimum scale of 1/8 inch per foot, except as specified otherwise. Include wiring

Section 27 10 00 Page 5 diagrams and installation details of equipment indicating proposed location, layout and arrangement, control panels, accessories, piping, ductwork, and other items that must be shown to ensure a coordinated installation. Wiring diagrams shall identify circuit terminals and indicate the internal wiring for each item of equipment and the interconnection between each item of equipment. Drawings shall indicate adequate clearance for operation, maintenance, and replacement of operating equipment devices. Submittals shall include the nameplate data, size, and capacity. Submittals shall also include applicable federal, military, industry, and technical society publication references.

1.6.1.1 Telecommunications Drawings

Provide registered communications distribution designer (RCDD) approved, drawings in accordance with TIA-606. The identifier for each termination and cable shall appear on the drawings. Drawings shall depict final telecommunications installed wiring system infrastructure in accordance with TIA-606. The drawings should provide details required to prove that the distribution system shall properly support connectivity from the EF telecommunications and ER telecommunications, CD's, BD's, and FD's to the telecommunications work area outlets. The following drawings shall be provided as a minimum:

a. T1 - Layout of complete building per floor - Building Area/Serving Zone

Boundaries, Backbone Systems, and Horizontal Pathways. Layout of complete building per floor. The drawing indicates location of building areas, serving zones, vertical backbone diagrams, telecommunications rooms, access points, pathways, grounding system, and other systems that need to be viewed from the complete building perspective.

b. T2 - Serving Zones/Building Area Drawings - Drop Locations and Cable

Identification (ID’S). Shows a building area or serving zone. These drawings show drop locations, telecommunications rooms, access points and detail call outs for common equipment rooms and other congested areas.

c. T4 - Typical Detail Drawings - Faceplate Labeling, Firestopping, Americans with Disabilities Act (ADA), Safety, Department of Transportation (DOT). Detailed drawings of symbols and typicals such as faceplate labeling, faceplate types, faceplate population installation procedures, detail racking, and raceways.

1.6.1.2 Telecommunications Space Drawings

Provide T3 drawings in accordance with TIA-606 that include telecommunications rooms plan views, pathway layout (cable tray, racks, ladder-racks, etc.), mechanical/electrical layout, and cabinet, rack, backboard, and wall elevations. Drawings shall show layout of applicable equipment including incoming cable stub or connector blocks, building protector assembly, outgoing cable connector blocks, patch panels and equipment spaces and cabinet/racks. Drawings shall include a complete list of equipment and material, equipment rack details, proposed layout and anchorage of equipment and appurtenances, and equipment relationship to other parts of the work including clearance for maintenance and operation.

Drawings may also be an enlargement of a congested area of T1 or T2 drawings.

1.6.2 Telecommunications Qualifications

Work under this section shall be performed by and the equipment shall be provided by the approved telecommunications contractor and key personnel.

Qualifications shall be provided for: the telecommunications system contractor, the telecommunications system installer, and the supervisor (if different from the installer). A minimum of 30 days prior to installation, submit documentation of the experience of the telecommunications contractor and of the key personnel.

1.6.2.1 Telecommunications Contractor

The telecommunications contractor shall be a firm which is regularly and professionally engaged in the business of the applications, installation, and testing of the specified telecommunications systems and equipment. The telecommunications contractor shall demonstrate experience in providing successful telecommunications systems within the past 3 years of similar scope and size. Submit documentation for a minimum of three and a maximum of five successful telecommunication system installations for the telecommunications contractor.

1.6.2.2 Key Personnel

Provide key personnel who are regularly and professionally engaged in the business of the application, installation and testing of the specified telecommunications systems and equipment. There may be one key person or more key persons proposed for this solicitation depending upon how many of the key roles each has successfully provided. Each of the key personnel shall demonstrate experience in providing successful telecommunications systems within the past 3 years.

Supervisors and installers assigned to the installation of this system or any of its components shall be Building Industry Consulting Services International (BICSI) Registered Cabling Installers, Technician Level.

Submit documentation of current BICSI certification for each of the key personnel.

They shall have factory or factory approved certification from each equipment manufacturer indicating that they are qualified to install and test the provided products. Submit documentation for a minimum of three and a maximum of five successful telecommunication system installations for each of the key personnel. Documentation for each key person shall include at least two successful system installations provided that are equivalent in system size and in construction complexity to the telecommunications system proposed for this solicitation. Include specific experience in installing and testing telecommunications systems and provide the names and locations of at least two project installations successfully completed using optical fiber and copper telecommunications cabling systems. All of the existing telecommunications system installations offered by the key persons as successful experience shall have been in successful full-time service for at least 18 months prior to the issuance date for this solicitation. Provide the name and role of the key person, the title, location, and completed installation date of the referenced project, the referenced project owner point of contact information including name, organization, title, and telephone number, and generally, the referenced project description including system size and construction complexity.

Indicate that all key persons are currently employed by the telecommunications contractor, or have a commitment to the telecommunications contractor to work on this project. All key persons shall be employed by the telecommunications contractor at the date of issuance of this solicitation, or if not, have a commitment to the telecommunications contractor to work on this project by the date that the bid was due to the Contracting Officer.

Note that only the key personnel approved by the Contracting Officer in the successful proposal shall do work on this solicitation's telecommunications system. Key personnel shall function in the same roles in this contract, as they functioned in the offered successful experience. Any substitutions for the telecommunications contractor's key personnel requires approval from The Contracting Officer.

1.6.2.3 Minimum Manufacturer Qualifications

Cabling, equipment and hardware manufacturers shall have a minimum of 5 years’ experience in the manufacturing, assembly, and factory testing of components which comply with TIA-568-C.1, and TIA-568-C.2.

1.6.3 Test Plan

Provide a complete and detailed test plan from an RCDD for the telecommunications cabling system including a complete list of test equipment for the components and accessories for each cable type specified, 60 days prior to the proposed test date. Include procedures for certification, validation, and testing.

1.6.4 Regulatory Requirements

In each of the publications referred to herein, consider the advisory provisions to be mandatory, as though the word, "shall" had been substituted for "should" wherever it appears. Interpret references in these publications to the "authority having jurisdiction," or words of similar meaning, to mean the Contracting Officer. Equipment, materials, installation, and workmanship shall be in accordance with the mandatory and advisory provisions of NFPA 70 unless more stringent requirements are specified or indicated.

1.6.5 Standard Products

Provide materials and equipment that are products of manufacturers regularly engaged in the production of such products which are of equal material, design and workmanship. Products shall have been in satisfactory commercial or industrial use for 2 years prior to bid opening. The 2-year period shall include applications of equipment and materials under similar circumstances and of similar size. The product shall have been on sale on the commercial market through advertisements, manufacturers' catalogs, or brochures during the 2-year period. Where two or more items of the same class of equipment are required, these items shall be products of a single manufacturer;

however, the component parts of the item need not be the products of the same manufacturer unless stated in this section.

1.6.5.1 Alternative Qualifications

Products having less than a 2-year field service record will be acceptable if a certified record of satisfactory field operation for not less than 6000 hours, exclusive of the manufacturers' factory or laboratory tests, is furnished.

1.6.5.2 Material and Equipment Manufacturing Date

Products manufactured more than 1 year prior to date of delivery to site shall not be used, unless specified otherwise.

1.7 DELIVERY AND STORAGE

Provide protection from weather, moisture, extreme heat and cold, dirt, dust, and other contaminants for telecommunications cabling and equipment placed in storage.

1.8 ENVIRONMENTAL REQUIREMENTS

Connecting hardware shall be rated for operation under ambient conditions of 32 to 140 degrees F and in the range of 0 to 95 percent relative humidity, noncondensing.

1.9 WARRANTY

The equipment items shall be supported by service organizations which are reasonably convenient to the equipment installation in order to render satisfactory service to the equipment on a regular and emergency basis during the warranty period of the contract.

Provide a minimum 20 Year Extended Warranty to be free of defects in material and workmanship for a period of twenty (20) years from the date of substantial completion.

1.10 MAINTENANCE

1.10.1 Operation and Maintenance Manuals

Commercial off the shelf manuals shall be furnished for operation, installation, configuration, and maintenance of products provided as a part of the telecommunications cabling and pathway system, Data Package 5.

Submit operations and maintenance data in accordance with Section 01 78 23 OPERATION AND MAINTENANCE DATA and as specified herein not later than 2 months prior to the date of beneficial occupancy. In addition to requirements of Data Package 5, include the requirements of paragraphs TELECOMMUNICATIONS DRAWINGS, TELECOMMUNICATIONS SPACE DRAWINGS, and RECORD DOCUMENTATION. Ensure that these drawings and documents depict the as-built configuration.

1.10.2 Record Documentation

Provide T5 drawings including documentation on cables and termination hardware in accordance with TIA-606. T5 drawings shall include schedules to show information for cut-overs and cable plant management, patch panel layouts and cover plate assignments, cross-connect information and

Section 27 10 00 Page 9 connecting terminal layout as a minimum. T5 drawings shall be provided in hard copy format and on electronic media using Windows based computer software. Provide the following T5 drawing documentation as a minimum:

a. Cables - A record of installed cable shall be provided in accordance with TIA-606. The cable records shall include the required data fields for each cable and complete end-to-end circuit report for each complete circuit from the assigned outlet to the entry facility in accordance with TIA-606. Include manufacture date of cable with submittal.

b. Termination Hardware - A record of installed patch panels, cross-connect points, distribution frames, terminating block arrangements and type, and outlets shall be provided in accordance with TIA-606.

Documentation shall include the required data fields as a minimum in accordance with TIA-606.

PART 2 PRODUCTS

2.1 COMPONENTS

Components shall be UL or third party certified. Where equipment or materials are specified to conform to industry and technical society reference standards of the organizations, submit proof of such compliance.

The label or listing by the specified organization will be acceptable evidence of compliance. Provide a complete system of telecommunications cabling and pathway components using star topology. Provide support structures and pathways, complete with outlets, cables, connecting hardware and telecommunications cabinets/racks. Cabling and interconnecting hardware and components for telecommunications systems shall be UL listed or third party independent testing laboratory certified, and shall comply with NFPA 70 and conform to the requirements specified herein.

2.2 TELECOMMUNICATIONS PATHWAY

Provide telecommunications pathways in accordance with TIA-569. Provide system furniture pathways in accordance with UL 1286.

2.3 TELECOMMUNICATIONS CABLING

Cabling shall be UL listed for the application and shall comply with TIA- 568-C.0, TIA-568-C.1, TIA-568-C.2, and NFPA 70. Provide a labeling system for cabling as required by TIA-606 and UL 969. Ship cable on reels or in boxes bearing manufacture date for shielded twisted pair (STP)for all cable used on this project. Cabling manufactured more than 12 months prior to date of installation shall not be used.

2.3.1 Horizontal Cabling

Provide horizontal cable in compliance with NFPA 70 and performance characteristics in accordance with TIA-568-C.1.
