Items such as Viega Propress will be acceptable for use in the radiant heating piping systems utilizing copper pipe which are above grade. 17-May-17
The Radiant Heat Piping Hydronic Piping Section 238316 Paragraph
3.3 F refers the installing contractor to Specification Section 232116 “Hydronic Piping” for the pipe mains and connections. Specification Section 232116.3.1.B “Pipes 21/2” and larger”, will grooved Victaulic fitting also be acceptable?
Victaulic will be acceptable for steel piping 2-1/2” and larger for the radiant heating piping mains.
17-May-17
The Radiant Heat Piping Hydronic Piping Section 238316 Paragraph
3.3 F refers the installing contractor to Specification Section 232116 “Hydronic Piping” for the pipe mains and connections. Specification Section 232116.3.1.C Specifies that the below grade pipes be Type K Copper, while General Note “B” on drawing MS101 requires this to be pre-insulated. Is this a carrier piping system? Please forward a product description and specification.
In lieu of using pre-insulated direct buried copper pipe, a better application would be a system such as Perma-Pipe PEX-GARD. Single wall insulation is acceptable. 17-May-17
Please review the attached page from the MAU Specification. "Comply with requirements in Section 230923 "Direct Digital Control (DDC) System for HVAC" and Section 230993.11 "Sequence of Operations for HVAC DDC" for control equipment and sequence of operation." It calls for us to comply with section 230923 and 230993.11. I am not able to find those sections in the specification. We need to review that information. Also, Hastings has a specific question that they need answered. It is: See if on the DDC if temperature will dictate the building pressure or the building pressure will dictate the temperature.
Ignore specification references to controls sequences. Refer to controls sheets M-801 and M-802 for sequence requirements. The controls for the make-up air unit are set forth on M-802. Building pressure has no bearing. We are utilizing constant offset and monitoring the amount of outside air and exhaust air for the system. Temperature is controlled via a space temperature sensor.

The Parachute Hoists are located in the Drying Tower #126 along column line #1, between lines #E-#G, which are clearly far distant from either the Monorail Crane and the Bridge Crane assemblies.
For that reason, it would seem apparent that the Parachute Hoists will not be required to comply with design parameters described within specifications #41 22 13.15 nor #41 22 23.19.
Question: Please define clearly and unambiguously which applicable mil-spec codes or performance standards will be in force for the Parachute Hoist scope of work.
Correct. Parachute Hoists will not be required to comply with design parameters described within Spec section #41 22
13.15 or #41 22 23.19. Performance standards associated with the parachute hoist scope of work are that stated in scope paragraphs (“BASE BID” and “OPTIONAL LINE ITEM NO. 5”) on Sheet A-101 and are outlined in further detail in the attached PARACHUTE LIFT SYSTEM specification. The system relocation option (BASE BID) will also need to meet these spec requirements as they relate to the relocation of an existing Hoist System from B78 to this new drying tower--providing a fully functioning and compliant system.

The only reference to the design of the parachute hoists is found on architectural drawing A-101, within Sheet Keynote #14, and also within the text-box description at bottom of the drawing page (“Base Bid” and “Optional Line Item No. 5”).
Specification #41 22 13.15 – “Bridge Cranes, Overhead Electric, Underhung Running” refers to Sheet Keynote #10 “Line of Crane Coverage Above” and located within column lines #5 and #7, and lines #D-#M.
Specification #41 22 23.19 – “Monorail Hoists” refers to Sheet Keynote #15 “Line of Monorail Crane Coverage Above” and located between column lines #4 and #5, along lines #D-#M.

We are required to strip/stockpile 9” of topsoil (1,500cy) across the entire project and mix with deeper soils (sandy) from the foundation/utility/parking area. The onsite topsoil is sandy to start with and we are to mix it with even sandier soils. Are we required to import topsoil across the entire site to ensure the growth of grass?
The Contractor is to strip the top 9” of soil. Stockpile it. Any deep excavations are to be stockpiled together with this soil (sewer trench, footings, etc.) as indicated on Sheet C-101.
All this soil is to be mixed and used on-site to bring up grades in all non-paved and non-structural areas, then covered with 6” imported topsoil and seeded. Topsoil shall be imported and placed on top of regraded stripped/stockpiled soils mixed as noted on sheet C-101.
The rain garden detail (Detail 14, Sheet C-107) shows the 18” depth of planting soil required to be imported for that area. All other disturbed, non-paved areas to receive 6” imported topsoil and seed as indicated on the plans (C-104).

Please reference solicitation page 16, paragraph 2.5.2.2. This paragraph states that contractors are to submit qualifications for a “Quality Control Manager (on site) and site safety officer.” There does not appear to be any specific requirement for an onsite safety officer (SSHO) or on site quality control officer (QC) anywhere else in the project documents. Please confirm the project Superintendent can fill the roles of QC officer, SSHO officer and project superintendent. If confirmed, do contractors need to submit documentation on separate QC, SSHO officers as part of our technical capabilities?
The SSHO must be separate from the project manager, superintendent and QC manager. A SSHO is only required by the Contracting Officer/COR if there are an unreasonable amount of safety violations that occur on the project site.

Reference para 2.2.2.4 in section 00 110 , is the superintendent or the QC manger can also be the SSHO onsite?

On page 69 of 79, paragraph 35, it states that key individuals may not hold more than one key role. It then goes on to list four different key personnel. Those include project manager, site super, QC Manager and Safety manager. It is obvious that the site super must be present full time on the project. It is also obvious that Project manager does not have to be full time. The question is are you expecting the QC and Safety managers to be full time on site people, making the total number of full site on time key personnel to be three?
A Full-time Superintendent and Quality Control Manager is required on site at all times. A Site Safety/Health Manager is only required by the Contracting Officer/COR if there are an unreasonable amount of safety violations that occur on the project site.

Please reference RFI Response 66 in regards to the relocation of the utility pole. The RFI answer states to coordinate with the utility company. Since the project has not started the utility company will not provide any estimate for the relocation of the utility pole. Giving that contractors have no way of knowing where the utility pole gets relocated or how much the utility company will charge us, can an allowance be established for this relocation? If not please provide an approximate scope of work so contractors can bid the same scope.

Please reference RFI Response 68 in regards to communication lines.
The RFI answer states to coordinate with base CE as to where the communications manhole is located. Please provide an estimated communications distance for contractors to bid on. It is not possible to provide accurate pricing without additional information in regards to how far communications lines will be run. If the distance is not known please provide an allowance for contractors to bid on.
The Base is involved in a project extending the communications duct bank near the site. FSB was directed to connect to that new duct bank during the design phase. The duct bank expansion project is not part of this project. The communications manhole will be located approximately 50 feet due east from the east side of the new building.
