SOLE SOURCE JUSTIFICATION

(Simplified Acquisition Procedures under FAR Part 13 below $150K)

1. Agency/Contracting Activity: USPFO for CT P&C

2. Description of Action:

Nature: New Requirement Follow-On Requirement Mod to Existing Purchase Order/Contract Number

Pricing: Firm-Fixed Price Time and Materials

Funds: OMA Other Funds: MILCON

3. Description of Supplies/Services:

a. The total estimated dollar value of the proposed action is $91,435.95.

b. The 103rd Airlift Wing requires the installation of Monaco Fire Alarm Systems for Building

35, Project No. CEKT139042 at Bradley ANGB. Monaco fire alarm panels and addressable components are installed in all of our modernized facilities. Monaco components are designed to function properly with the Monaco D21 ECC which is installed in two locations on the base.

Action using Simplified Acquisition Procedures

FAR 13.106-1(b) (1): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available (e.g.

urgency, exclusive licensing agreements, brand name, or industrial mobilization).

5. Reason for Authority Cited: The 103rd Airlift Wing requires the installation of Monaco Fire Alarm Systems for Building 35, Project No. CEKT139042 at Bradley ANGB. Installation of Monaco components must maintain full functionality with the pre-existing Monaco D-21 Emergency Communications Center consoles already installed at two locations on Bradley ANGB and must be compliant with owned/installed software and hardware. Project No.

CEKT139042 will install the infrastructure and components which is solely compatible with existing Monaco system.

6. Actions to Increase Competition: No comparable products are available to consider in the marketplace that do not require complete system replacement.

7. Market Research: The Air Force/ANG use several different types of Fire protection systems but they are independent systems and are not compatible with each other without including expensive controllers to interpret the Monaco signals. Expanding the existing system is the 103rd Airlift Wing's only option to maintain and integrate into our existing alarm system. Experience with using equipment other than Monaco Corporation and USAF/ANG has proven that system

Control No. 17-12 compatibility is a real problem to correct, if at all, even after numerous attempts to correct, repair or modify to acceptable standards.

9. Additional information to support the justification: The fire detection will not operate properly with the centralized Monaco D-21 system if components other than Monaco are installed, nor would it be cost effective to install a second fire detection system to support the new components. Currently the majority of ANG bases use Monaco systems and the Civil Engineer Training and Services Center in Minot AFB, ND, provides annual training and troubleshooting on Monaco system components. Monaco Systems Corporation is the company that installed and maintained the Monaco D21 base ECC alarm system.

10. Fair and Reasonable Price Determination: As Contracting Officer, I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable.

Basis for the determination: Comparison of the (anticipated) price with prices found reasonable on previous purchases and the Contracting Officer’s personal knowledge of the item being requested.

11. Contracting Officer’s Approval:

Based on the foregoing, I approve this sole source justification subject to availability of funds, and provided that the services and supplies herein described have otherwise been authorized for acquisition.
