STATEMENT OF WORK 19 Oct 09
TITLE, BRADLEY AIR NATIONAL GUARD BASE
Removal / Replacement of Boiler in Buildings 27
PN: CEKT 092111
LOCATION. Bradley ANG Base, 100 Nicholson Rd, East Granby, CT 06026-9309. Arrangements for entrance onto the Base must be made by contacting Base Engineering at (860) 292-2484 or (860) 292-2594 between the hours of 7:00 a.m. and 4:30 p.m., Monday through Friday.
PURPOSE. The purpose of this specification is to remove old and procure/ install new heating solution, hot water heater, and building air compressor for Building 27, Munitions. The government requires a heating solution that is durable, reliable, economical, energy efficient that meets all requirements of the Department of Defense (DOD), Air Force (AF) and National Guard Bureau (NGB).
BACKGROUND. Building 27 is heated by a single Burnham condensing boiler that was installed in 1993. Due to an improper sealing of the boiler, several sections began to leak and eventually cracked. This condition has caused to boiler to be permanently shut down and resulting in complete replacement. The government needs a new heating solution to replace this single boiler. A preferred replacement would be two smaller, modular-type boilers that would provide redundancy and much better efficiency for the building.
There also exist a gas-fired, 200 gallon hot water heater within this same mechanical room. This heater is much larger than required for the building and requires replacement with a much more energy efficient demand hot water solution.
Finally, there is an 80 gallon, reciprocal-type air compressor that is bulky and leaking oil. The government requires a replacement air compressor that is energy efficient and quieter than the existing.
SCOPE. The work covered in this contract consists of furnishing all labor, expertise, equipment, materials, facilities, transportation, and appliances necessary to perform operations in connection with the removal / replacement of boiler, hot water heater, and air compressor in buildings 27 at Bradley ANG Base. The work provided by the contractor shall be compliant with manufactures specifications on installation, and includes the work described in paragraph 5. Where applicable, requirements of the contract documents apply to alteration work in the same manner as to new construction.
SUMMARY OF WORK. Work shall consist of, but not be limited to:
a. A pre-construction meeting must take place with the Facility Manager, Fire Chief, Base Safety, Contracting Official, Security, Commutations, and Base Civil Engineer.
b. Provide required paper work, warranty and standard operating procedures.
c. Submit list of all chemicals that will be used on this project. Provide Material Safety Data Sheets (MSDS) where appropriate.
d. If welding or torch cutting or soldering is needed for removal or installation of boilers, a burn permit is required each day before work is to be done. The permit must be obtained from the base fire department.
e. Boilers will be KN Series Gas Boilers manufactured by Hydrotherm with options or equivalent, evaluated based on energy savings, reliability, ease of maintenance.
f. Building 27 room 5. Contractor shall remove 1 Burnham model v-910 State number CT 071339, from building and dispose of properly. The contractor shall return all boiler sections that are operational to civil engineering Facility Manager. A credit and letter of disposal shall be provided to the Contracting Officer for any metals, i.e. copper, that are removed from Government Property IAW 103 AWI 32-105.
g. Install 1 New HydroTherm KN-10 Gas Boiler per manufacturer’s specifications. Options installed with boiler, 10K outdoor air sensor, BACnet IP/MSTP ProtoCessor (1) per boiler. All piping will be designed and installed to support manufacturer’s specifications.
h. All Electrical, Mechanical, exhaust venting, gas lines & regulators, material and labor will be included in installation of all Boilers and meet Manufacturing and National Electric code requirements (NFPA 70). All boilers shall be ASME compliant and stamped.
i. Provide data outputs and ensure new boiler is controlled by the currently installed Automated Logics Digital Control System.
j. Contractor shall provide a one year warranty on parts, equipment and labor.
k. Contractor shall Insulate all new exposed piping, label and install directional flow arrows on insulation cover.
l. Contractor shall seal building exterior walls and roof penetrations, if applicable, to maintain the buildings envelope integrity.
DELIVERABLES.
a. Contractor shall Provide AutoCAD and /or PDF versions of as built drawings upon completion of work to the Base Civil Engineer.
b. Contractor shall provide specific servicing instructions (Manual) on any and all equipment installed. Contractor shall provide a written Preventive Maintenance (PM) program to maintain equipment per manufacture’s specifications.
c. Contractor shall install an exterior shut down alarm with a flashing amber light for each boiler in case of unscheduled shut-downs of boilers.
d. Contractor shall provide 8 hours of training for State and Federal HVAC craftsman personnel that works for Bradley ANG Base. This training can be accomplished by a factory training class at the manufacturer’s location or on site at Bradley ANG Base, whichever is deemed to be most convenient for ANG staff and whichever leads to the most productive training possible.
e. Contractor shall coordinate with Manufacture to be at startup and shut-down of all boilers installed. Respective manufacturer’s rep shall be present at and assist in the start-up of each boiler. Representative shall also inspect installation and check for manufacturer’s installation instruction compliance. This service shall be included in the Contractor’s price.
f. Contractor shall meet Connecticut State Operating Certificates for all gas boilers installed. Contractor is liable if boilers do not receive Connecticut State Operating Certificates.
g. All Burnham Boilers must be removed and new boilers installed and operational within 60 days from purchase order award date.
7. DEFINITIONS.
a.

a.
Various standards and specifications are incorporated in the technical sections of these specifications by reference. In all such instances, the reference shall mean the latest edition, including amendment or revision in effect as of the date of this specification, unless a specific issue is identified otherwise. Failure to comply with any of the aforementioned codes and standards shall be considered as a failure to comply with contract specifications. In the event that referenced specifications or standards contain general requirements in conflict with the general or supplementary conditions, the scope of work of individual sections of these specifications shall govern.
b.
The contractor or his designated representative shall have, at all times during the construction period, a copy of the contract. The contractor shall present said contract, when asked to do so.
9 UTILITIES.
a. Contractors shall when removing and installing boilers use lock out tag out with all local utilities.
b. Contractor shall be responsible for injury to water pipes, gas pipes, oil pipes, electrical wires, conduits, drains, sewers, buildings and other structures that may be set within prosecution of the work, owned by individuals, firms, corporations or by the municipality. Contractor shall be liable for damages to public or private property resulting therefrom.
10. MATERIALS. The materials shall conform to specifications, applicable industry codes and standards and the manufacturer's recommendations, which ever is more stringent. Certificates of compliance and Technical Data Sheets are required for all materials supplied. A list of all chemicals to be used shall be provided prior to the start of work. The list shall state the commercial name, manufactures’ name, chemical name, and quantity to be used or stored on government property (See Attachment 1, 2).
11. SITE INSPECTION. The Contractor is required to acknowledge, at time of Bid Opening that said contractor has inspected, and is fully cognizant of conditions at the site. No allowance or consideration will be given after award for any condition(s), which was existed at the time of the site visit. All site visits shall be coordinated and scheduled through the 103 Airlift Wing (AW) Contracting Offices during the Request for Quote (RFQ)/Bid period
12. BASE ACCESS. The contractor shall provide a list of names and their job or trade, to the Contracting Officers Representative (COR), at the Pre-Construction meeting. Additionally, each person must sign-in and pick-up a security badge, at the Administrative Desk, Building 17, at the beginning of the work day and any time they leave and come back on base. Each person must wear the badge in a prominent location. The badge must be returned anytime departing the base. Access to the Base is limited to travel from the Main Gate to the Civil Engineering Office, Bldg. 17, and the job site. All other areas are off limits. Violations of these security requirements will revoke any or all passes. The Government reserves the right to deny access to any person, with no consequence to the contract.
13. SAFETY. The Contractor shall conduct his operation in accordance with all Federal, State and Local regulations and/or standards pertinent to "Safe Practices". Base Safety personnel shall inspect the job sit to insure safety standards are met. Base Safety, through the COR, shall issue warnings or stop work not in compliance. All contract workers must wear proper Safety personal protection equipment per OSHA requirements. Example; ear plugs, safety goggles, welding helmet, improper Lockout Tagout.
a. These construction documents, and the joint and several phases of construction hereby contemplated are to be governed, at all times, by applicable provisions of the federal laws, including, but not limited to, the latest amendments of the following:
1. Williams-Steiger Occupational Safety & Health Act of 1970, Public Law 91-596.
2. Part 1510 -- Occupational Safety and Health Standards, Chapter XIII of Title 29, Code of Federal Regulations.
3. Part 1518 -- Safety and Health Regulations for Construction, Chapter XIII of Title 29, Code of Federal Regulations, as amended to date.
b. Contractor shall not allow his employees, subcontractors, material, men or any other persons over whom he has control to enter or remain upon or allow any plant or materials to be brought or to remain upon any part of the Airport, which in the opinion of the COR would be a hazardous location. Equipment not actually in operation shall be kept clear of aircraft operating areas.
c. The Contractor will not be permitted to enter upon any area of the active landing strips unless accompanied by a representative of the Contracting Officer designated by the National Guard Bureau to escort the Contractor’s men and equipment to the point or points of operations within the limits of such areas, and he shall not traverse back and forth between points within such areas unless accompanied by said representatives.
d. The Contractor shall furnish, erect, and maintain all barricades, warning signs, “rope-offs”, detours, markings and other protection for hazards. When used during periods of darkness, the protection provided shall be suitably illuminated. The Contractor shall have a man on call 24 hours per day, with means of communication, for emergency maintenance of the hazard lighting, markings and barricades. Open-flame type lights shall not be permitted within the air operations areas of the Airport. Contractor shall place said protection prior to commencing work until their dismantling is directed by the Contracting Officer or his designated representative.
e. Radio Transmitter Restrictions: To preclude accidental actuation of sensitive electronic equipment, under no circumstances shall transmitters be used without prior approval. Cell phones greater than 4 watts, and any cell phone within the munitions compound, shall not be powered on.
f. Loading: No part of any work involved in this contract shall be loaded during construction with a load greater than it is calculated to carry with safety. Should any accidents or damage occur through any violation of this requirement, the Contractor shall be held responsible under his contract and bond.
14. FIRE PREVENTION AND PROTECTION. The Contractor shall comply with all fire protection measures prescribed in AFOSH 127-5, a copy of which is on file in the office of the Contracting Officer. A written fire permit shall be obtained from the Base Fire Department each day for use of open flame devices, such as blowtorches, portable furnaces, tar kettles or gas and electric welding and cutting equipment. The Contractor shall be liable for any fire loss to Government property attributable to negligence on his part of the Contractor, including failure to comply with fire prevention measures prescribed by terms of this contract.
15. EMERGENCIES. Should tornado, hurricane, gale or heavy wind warnings be issued, take every practicable precaution to minimize danger to persons, to the work and to the adjacent property. Any damage caused by a failure to take every practicable precaution, shall be rectified or replaced to the complete satisfaction of the Contracting Officer and at no expense to the Owner. Injury to personnel, or damage to adjacent property because of the work shall be the complete responsibility of the Contractor, and he accepts exclusive liability for the same. Precautions shall include, but not be limited to, closing all openings, removing all loose materials, tools and equipment from exposed locations, and removing or securing scaffolding and other temporary work.
*16. CLEAN-UP. Clean-up and remove debris generated by this contract to an approved off-base location. Debris shall be trucked off site in an enclosed truck to prevent accidental loss of debris. Two (2) copies of the receiving (tipping or dumping) tickets, with a cover letter from the Prime Contractor stating the full name and address of the location to which debris was taken. Contractor shall keep work area clean at the end of each working day and clean-up entire locations at the completion of contract.
*17. GOVERNMENT RESOURCES. No Government resources shall be made available to the contractor, unless otherwise stated in this Statement of Work. The contractor shall provide for all necessary resources to provide a complete and usable facility or systems as described in the contract documents. The contractor shall not obligate Government resources in any manner. The Government shall seek remedy for any obligation or encumbrance imposed by the contractor’s actions. Government resources include, but are not limited to, government owned materials, equipment, tools, vehicles, personnel and facilities. Contractor shall provide all material handling equipment, properly sized to move all equipment to accomplish the work.
a. Use of the site. Confine operations at the site to the areas permitted under the Contract. Portions of the site beyond areas on which work is indicated are not to be disturbed. Conform to site rules and regulations affecting the work while engaged in project construction.
1. Keep existing driveways and entrances serving the premises clear and available to the Owner and his employees at all times. Do not use these areas for parking or storage of materials.
2. Do not unreasonably encumber the site with materials or equipment. Confine stockpiling of materials and location of storage sheds to the areas indicated. If additional storage is necessary, obtain and pay for such storage off-site.
3. Lock automotive type vehicles, such as passenger cars and trucks, and other mechanized and motorized construction equipment when parked and unattended, so as to prevent unauthorized use. Do not leave such vehicles or equipment unattended with the motor running or the ignition key in place.
b. Use of the Existing Buildings. Maintain the existing buildings in a safe and weather tight condition throughout the construction period. Repair damage caused by construction operations. Take all precautions necessary to protect the building and its occupants during the construction period.
1. Keep public areas, such as hallways, vestibules and toilet rooms free from accumulation of waste material, rubbish or construction debris.
2. Smoking or open fires will not be permitted within the building enclosure or on the premises.
3. If contractor discovers existing damage, written notice with photographs must be given before any work is started in the area.
4. Storage is the Contractor’s responsibility. The Government shall not provide any facility, or space within a facility, for storage of materials and equipment.
18. GOVERNMENT OCCUPANCY. Full Occupancy: The government will occupy the site and the existing buildings during the entire period of construction. Cooperate fully with the occupant during construction operations to minimize conflicts and to facilitate government usage. Perform the work so as not to interfere with the government’s operations.
19. WORK SCHEDULE. Due to the National Defense, Mission-Essential nature of our aircraft operations, the Contractor shall coordinate all work schedules with the Contracting Officer or his representative. Contractor will provide a work schedule to be approved by the Contracting Officer
a. Delays. Unavoidable minor delays during construction caused by essential defense activities (alerts, security checks, fire suppression practices, terrorist alerts, etc.) may occur due to mission requirements. These occur at the rate of about four (4) hours per month during the work day.
b. Construct work in stages to accommodate the Government’s use of the premises during the construction period.
c. Coordinate the construction schedule and operations with all other Contractors and Subcontractors performing work on the project.
d. No work, except cement finishing, shall be done other than during normal 8-hour, 5-day workweek without 48 hours advance notice to the Contracting Officer.
e. Overtime work for cement finishing must be anticipated by Contractor and shall be included in his contract price.
20. COOPERATION WITH OTHER WORK. The work of this contract includes coordination of the entire work of the project, including preparation of general coordination of drawings, diagrams and schedules, and control of site utilization, from beginning of construction activity through close-out and warranty periods.
a. Occupied Buildings. The Contractor will be working in and around existing buildings which are occupied. Do not enter the buildings without prior approval of the Contracting Officer. Leave fixed equipment in place and protect against damage or temporarily disconnect, relocate, protect, and reinstall at completion of work. The Government will remove and relocate other Government property in the areas of the buildings scheduled to receive work.
HAZARDOUS MATERIALS/WASTE
All hazardous or toxic material used, removed or handled and wastes generated by the Contractor shall be managed in accordance with federal, state and local laws and regulations.
All hazardous materials to be brought on Bradley ANGB by the Contractor shall be subject to pre-approval by the installation environmental office. Paint containing lead or chromium will not be allowed on Bradley ANG Base. The approval process application requirements are at the discretion of the installation environmental office utilizing the AF form 3952 process. The installation reserves the right to prohibit the use of hazardous materials it deems to be especially hazardous to human health or the environment. The installation also reserves the right to prohibit the use of hazardous materials due to the type and/or quantity of hazardous wastes potentially generated from the materials. In the event a hazardous material is not approved for use on installation, the installation may provide the Contractor a list of suitable substitutes; however, the Contractor shall retain responsibility for finding an acceptable substitute. Bradley ANGB promotes waste minimization and pollution prevention practices and the Contractor shall take appropriate actions to comply with this policy.
A minimum of ten (10) working days prior to commencement of work on Bradley ANGB, the Contractor shall submit to the Contracting Officer a listing of hazardous materials that shall be brought on Bradley ANGB during the performance of the contract. The listing shall include estimated usage and estimated quantities for each hazardous material. The Contractor shall identify any “extremely hazardous substances” to be used during the execution of the contract and indicate if the amount of the chemical exceeds the threshold planning quantity. The Contractor shall also supply a Manufacturer’s Material Safety Data Sheet (MSDS) for each hazardous material. The Contractor shall give a brief description of how the hazardous material shall be used and disposed. The Contractor shall, at all times, maintain an up-to-date hazardous material inventory with copies of MSDSs for all materials used on the job site.
The Contractor shall not store hazardous materials on the installation except at the discretion of the installation environmental office. The installation environmental office may require all hazardous materials be removed from the installation at the end of the work day and stored off installation.
All hazardous materials used by the Contractor on base shall be stored properly in special areas in accordance with all applicable regulatory requirements. The Contractor shall identify the HAZMAT, the volume, delivering company, the location of storage and estimated storage time.
General hazardous material requirements include but are not limited to keeping containers closed when not in use, labeling containers with warning labels, posting hazardous warning signs as required, checking routinely for leaks and spills, keeping materials at central location, and use of original containers.
Once the contract is completed, the Contractor shall not leave any unused liquids, adhesives, paints or any hazardous material on the installation.
No hazardous materials are to be sprayed or spilled on the ground, asphalt, or concrete covered surfaces at job sites as a means of disposal. The Contractor shall be charged for any cleanups and disposal costs. All spill cleanups shall be handled by trained personnel only. The Contractor shall dispose of any hazardous product cleanup in accordance with all applicable regulations.
21.1. HAZMAT Usage Reports: At the beginning of every calendar quarter of work on site, the Contractor shall report to the Contracting Officer hazardous materials used in the previous quarter. The report, submitted ten (10) working days after the end of each quarter period, shall include a listing of all hazardous materials used while performing work on site, the total amount of each hazardous material used, and a description of the disposition of each hazardous material.
Final Report: The Contractor shall submit a final inventory of all hazardous materials used since the last hazardous usage report no later than ten working days after completion of work. The final inventory shall list all hazardous materials used, total amount of each used, and a description of the disposition of any remaining hazardous material.
21.2. Waste Disposal. All hazardous waste generated from contract project activities should be disposed of according to all Federal and State regulations. The waste from a sanding process will be sampled for hazardous materials including all metals. The contractor is responsible for making correct waste determinations for each waste stream. The contractor is responsible for waste packing, labeling, manifesting, and transportation from accumulation site to ultimate disposal. The contractor will ensure the waste goes to a properly permitted treatment / disposal facility and that all manifests and any other required documentation are available to the Bradley ANG Base environmental flight. The contractor will pay all costs associated with hazardous waste management and disposal. The contractor will pay all fines/penalties assessed by state, local or federal agencies for hazardous waste laws violated by the contractor. No left over paints, corrosion prevention products or painting sundries will be left at Bradley ANGB after completion of contract activities.
21.3. Green Procurement Program. Bradley ANG Base prefers to acquire products that include recycled-content, bio-based, energy efficient, and low Volatile Organic Compounds unless there is a price, performance or availability justification for not doing so. Recycled/recovered materials content include Paper and Paper Products, Vehicular Products, Construction Products, Transportation Products, Park and Recreation Products, Landscaping Products, Nonpaper Office Products, and Miscellaneous Products. Biobased products are self certified by vendors and/or manufacturers. Contractors must ensure civil engineering plans, specifications, performance work statements (PWS), and product descriptions consider a broad range of factors including elimination of virgin materials, use of recycled materials, and waste prevention. Vendors are required to estimate the percentage of recovered material content used in a particular product and to certify that the percentage of recovered content used in the performance of the contract will be at least the amount required by the solicitation or invitation for bid.
21.4. Wastewater Management: Contractor shall collect all the rinse water and then sample and analyze for concentrations in the following parameters: pH (EPA Method 150.1), oil and grease (EPA Method 1664), TPH (EPA Method 8015), total metals (8 RCRA) (EPA Method 200.7). If none of the concentrations exceeds the base’s permit limits (see table below), then wastewater can be discharged to the base’s sanitary sewer system. If any of the concentrations exceed the base’s permit limits, with the exception of oil and grease and TPH, the rinse water will have to be disposed of off base at a RCRA permitted facility.

21.5. Storm Water Management: None of the rinse waters or other waste streams from the washing, sand blasting, or surface preparation activities may be allowed to discharge to the storm sewer. Storm sewer inlets in the vicinity of the operation must be blocked during those operations to prevent waste water from entering the storm sewer system.
