About this file
This is a Question and Answer document containing 22 questions and responses for solicitation W91ZLK-25-R-0006 regarding gate operator replacements at Aberdeen Test Center. Key clarifications include: the requirement is for 6 gates at 4 locations; existing gates will remain but rails must be replaced; new card pedestals are required at specific gates (Gate 13, Gate 24, Gate 25, and Post 10); and all existing conduits will be replaced. The contractor must ensure gates remain operational at the end of each workday.
Important technical details specify that flexible rubber snow removal is required on both operators, barrier arms will not be operational, and green/red lights will serve as visual indicators. The contract is a new requirement with no incumbent. Only small businesses under NAICS 238990 ($16.5M size standard) who attended the site visit are eligible to bid. The existing system is 15-18 years old, and programming of the AMAG Access Control Component will be handled by system administrators, not the contractor. A revised Performance Work Statement will be issued to address loop detector specifications and other modifications.

Question and Answers as of 1300 hours on December 5th, 2024 Solicitation: W91ZLK-25-R-0006
1) Question: Is there a wage determination?
a. Answer: Yes.
2) Question: The Solicitation states “Contractor to provide a total price for each of the six gates to be replaced and a single total proposed price.” But the PWS only has four gates listed. How many gates are to be replaced?
a. Answer: 6 gates at 4 locations.
3) Question: For the AMAG Access Control Component it lists that it needs to be provided and installed, but it does not cover what needs to be programmed and by who? They pose this question because they would assume they would not have access to the access control system to manage it or program it and this is not a standalone controller, so in the past when doing these types of projects they would have physically installed said item and then another vendor or federal employee comes in and does the rest. Please advise.
a. Answer: There would need no programming required to make this function. The contractor would provide the cabling into access control can, the system admins would perform the final connection on the AMAG panel itself. There will be a representative from Army Research Lab will be present at the Site Visit.
4) Question: On Attachment One Combined SynopsisAndSolicitation_W91ZLK-25-R-0006_18Nov24, it states “Proposed Firm Fixed Price for Base Period, using the Attached Schedule of Services. Contractor to provide a total price for each of the six gates to be replaced and a single total proposed price” But there is no Attached Schedule of Services listed in the solicitation. “Attachment 4 – Contract Provisions and Clauses” is also referenced, but it is not attached in the solicitation.
a. Answer: Missing attachments have been uploaded.
5) Question: We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
a. Answer: This is brand new contract.
6) Question: Is Gate 13 to remain a Free-Exit?
a. Answer: Yes. Gate 13 will remain a free exit.
7) Question: Are the existing gates, the physical gates remaining?
a. Answer: Yes. This contract does not include replacement of the fenced gate.
8) Question: Do we want the gates to be 220 volts or keep them 110 volts?
a. Answer: For those gates which current have 220 volts ran to them and stepped down to 110, yes they can be made to run a 220 volts. The government will not provide the increased power requirement if it is not already present. For those operators, if any, running on 110 volts and 200 volts was not present, they will have to remain 110 volts.
9) Question: Are the existing rails to be replaced at each of the gates?
a. Answer: This will be a change in the scope of work. A revised PWS will be provided. The government was not aware that there may be issues using the existing rails with the new gate operators. Rails will be required to be installed at each of the (6) gates. Drone photos with measurements of the site were physically provided to attendees at the site visit conducted on December 3rd. Photos cannot be duplicated or published on the internet.
10) Question: Will the gooseneck card pedestals require replacement? Will pedestals still be required at each of the gates?
a. Answer: This will require a change in the scope of work. A revised PWS will be provided in amendment three the week of December 9th. Yes, we would like the card new card pedestals installed. At Gate 13 (1), Gate 24 (1) Gate 25 (2) and at Post 10 in Edgewood (1). They should have a protective cover which covers the card reader yet easily accessible to present an access credential. Typically, the pedestal pro card reader cover or similar brand is used. At this moment Post 10 in Edgewood will require one. Comment by Brown, Nikeena Shaunte CIV USARMY ACC (USA): Does this answer need updating? And is this question related to #11? Comment by Orr, Christine N CIV USARMY ACC (USA): updated
11) Question: Do you want snow kits installed?
a. Answer: Yes, but not the typical snow kits cause issue with the limit switches. Request the flexible rubber snow removal on both sides of the operator.
12) Question: Will the barrier arms be placed back in operation?
a. Answer: No. The Green Light/ or Red-Green Light will be the visual indicator someone has successfully scanned at the gate.
13) Question: The PWS states that there are (2) Slider Driver 40’s Model 222’s at Gate 25.
a. Answer: This was an error in the PWS. There is only (1) Slide Driver 222 requiring replacement at Gate 25. Correction will be made in revised PWS.
14) Question: Will new Non-Metallic PVC or Liquid-Tight Conduit be required at each gate?
a. Answer: All existing conduits will be replaced at the gate operator and any connector or water proof coverings required to extend or facilitate the install of the new gate operators. Additionally, all loop detector wire will be encased in the same type of conduit from the roadway edge to the gate operator. Where appropriate rigid conduit may be used at the gates houses to facilitate the install of the green light indicator.
15) Question: If the project starts each day, can it be done in segments, so the gate stays operational at the end of the day per the requirement?
a. Answer: Yes. The contractor may install the operator one day (ensuring it is operational before departure), cut in and install the loop detectors on the next day and finish the green light install the day after. Per the requirement the operator and gate should function as it should before the contractor departs the worksite.
16) Question: What is the Size Standard for NAICS 238990?
a. Answer: The size standard is $16,500,000.00.
17) Question: What is the age of the existing system?
a. Answer: 15-18 years
18) Question: Would a subcontractor who attended a site visit as a representative of a prime contractor be eligible to bid on the requirement independently?
a. Answer: This is considered a business decision of the Contractor. Only proposals from certified Small Business within the System for Award Management under NAICS 238990 who attended the Site Visit will be considered. Therefore, the subcontractor who physically attended the site visit and presented their inspection to the prime would be eligible to bid as the independent prime and/or subcontractor of the proposed prime.
19) Question: Would Contracting please consider accepting pricing proposals from a small business under NAICS Code 561210 for Facilities Support Services? This is the most common used NAICS code for this type of access control point services. Thank you for this consideration.
a. Answer: The Government considered the proposed NAICS 561210 and the existing NAICS 238990 will remain.
20) Question: During the site walk it was discussed that this project requires the 60” circle ground detection loops to be cut into the roadway. Please confirm.
a. Answer: The Government acknowledges receipt of this question. The Performance Work Statement is currently being revised to provide clarity about the requirement. The revised Performance Work Statement will be published in an additional amendment.
21) Question: What type of loops are being installed?
a. Answer: The Government acknowledges receipt of this question. The Performance Work Statement is currently being revised to provide clarity about the requirement. The revised Performance Work Statement will be published in an additional amendment.
