About this file

This is a Questions and Answers document dated December 17, 2024 for solicitation W91ZLK-25-R-0006, which addresses 34 contractor questions about a gate operator replacement project at Aberdeen Test Center. The Q&A clarifies that the work involves replacing 6 gates at 4 locations, including removal of existing HySecurity Slidedriver 222 Gate Operators and installation of new HySecurity Slidedriver II Gate Operators with factory-installed heaters. The document confirms Service Contract Act Wage Determination #2015-4265 applies for Harford County Maryland.

Key clarifications include: existing fenced gates will remain in place but rails must be replaced at all 6 gates; new card reader pedestals with protective covers are required at specific gates (Gate 13, Gate 24, Gate 25, and Post 10); barrier arms will not be operational but wiring must remain functional; snow kits with flexible rubber snow removal are required; all existing conduits must be replaced; new AMAG panels are not required but contractors must provide wiring to existing panels; and the systems are currently 15-18 years old. The Q&A confirms this is a new contract with no incumbent, and maintains the original NAICS code of 238990 with a $16.5M size standard despite requests to change it to 561210.

Question and Answers as of 0900 hours on December 17th, 2024 Solicitation: W91ZLK-25-R-0006

1) Question: Is there a wage determination?

a. Answer: Yes.

i. Added December 17th, 2024: Service Contract Act WD # 2015-4265, for Harford County Maryland.

2) Question: The Solicitation states “Contractor to provide a total price for each of the six gates to be replaced and a single total proposed price.” But the PWS only has four gates listed. How many gates are to be replaced?

a. Answer: 6 gates at 4 locations.

3) Question: For the AMAG Access Control Component it lists that it needs to be provided and installed, but it does not cover what needs to be programmed and by who? They pose this question because they would assume they would not have access to the access control system to manage it or program it and this is not a standalone controller, so in the past when doing these types of projects they would have physically installed said item and then another vendor or federal employee comes in and does the rest. Please advise.

a. Answer: There would need no programming required to make this function. The contractor would provide the cabling into access control can, the system admins would perform the final connection on the AMAG panel itself. There will be a representative from Army Research Lab will be present at the Site Visit.

4) Question: On Attachment One Combined SynopsisAndSolicitation_W91ZLK-25-R-0006_18Nov24, it states “Proposed Firm Fixed Price for Base Period, using the Attached Schedule of Services. Contractor to provide a total price for each of the six gates to be replaced and a single total proposed price” But there is no Attached Schedule of Services listed in the solicitation. “Attachment 4 – Contract Provisions and Clauses” is also referenced, but it is not attached in the solicitation.

a. Answer: Missing attachments have been uploaded.

5) Question: We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

a. Answer: This is brand new contract.

6) Question: Is Gate 13 to remain a Free-Exit?

a. Answer: Yes. Gate 13 will remain a free exit.

7) Question: Are the existing gates, the physical gates remaining?

a. Answer: Yes. This contract does not include replacement of the fenced gate.

8) Question: Do we want the gates to be 220 volts or keep them 110 volts?

a. Answer: For those gates which current have 220 volts ran to them and stepped down to 110, yes they can be made to run a 220 volts. The government will not provide the increased power requirement if it is not already present. For those operators, if any, running on 110 volts and 200 volts was not present, they will have to remain 110 volts.

9) Question: Are the existing rails to be replaced at each of the gates?

a. Answer: This will be a change in the scope of work. A revised PWS will be provided. The government was not aware that there may be issues using the existing rails with the new gate operators. Rails will be required to be installed at each of the (6) gates. Drone photos with measurements of the site were physically provided to attendees at the site visit conducted on December 3rd. Photos cannot be duplicated or published on the internet.

10) Question: Will the gooseneck card pedestals require replacement? Will pedestals still be required at each of the gates?

a. Answer: This will require a change in the scope of work. A revised PWS will be provided in amendment three the week of December 9th. Yes, we would like the card new card pedestals installed. At Gate 13 (1), Gate 24 (1) Gate 25 (2) and at Post 10 in Edgewood (1). They should have a protective cover which covers the card reader yet easily accessible to present an access credential. Typically, the pedestal pro card reader cover or similar brand is used. At this moment Post 10 in Edgewood will require one.

11) Question: Do you want snow kits installed?

a. Answer: Yes, but not the typical snow kits cause issue with the limit switches. Request the flexible rubber snow removal on both sides of the operator.

12) Question: Will the barrier arms be placed back in operation?

a. Answer: No. The Green Light/ or Red-Green Light will be the visual indicator someone has successfully scanned at the gate.

13) Question: The PWS states that there are (2) Slider Driver 40’s Model 222’s at Gate 25.

a. Answer: This was an error in the PWS. There is only (1) Slide Driver 222 requiring replacement at Gate 25. Correction will be made in revised PWS. (Published December 11th, 2024)

14) Question: Will new Non-Metallic PVC or Liquid-Tight Conduit be required at each gate?

a. Answer: All existing conduits will be replaced at the gate operator and any connector or water proof coverings required to extend or facilitate the install of the new gate operators. Additionally, all loop detector wire will be encased in the same type of conduit from the roadway edge to the gate operator. Where appropriate rigid conduit may be used at the gates houses to facilitate the install of the green light indicator.

15) Question: If the project starts each day, can it be done in segments, so the gate stays operational at the end of the day per the requirement?

a. Answer: Yes. The contractor may install the operator one day (ensuring it is operational before departure), cut in and install the loop detectors on the next day and finish the green light install the day after. Per the requirement the operator and gate should function as it should before the contractor departs the worksite.

16) Question: What is the Size Standard for NAICS 238990?

a. Answer: The size standard is $16,500,000.00.

17) Question: What is the age of the existing system?

a. Answer: 15-18 years

18) Question: Would a subcontractor who attended a site visit as a representative of a prime contractor be eligible to bid on the requirement independently?

a. Answer: This is considered a business decision of the Contractor. Only proposals from certified Small Business within the System for Award Management under NAICS 238990 who attended the Site Visit will be considered. Therefore, the subcontractor who physically attended the site visit and presented their inspection to the prime would be eligible to bid as the independent prime and/or subcontractor of the proposed prime.

19) Question: Would Contracting please consider accepting pricing proposals from a small business under NAICS Code 561210 for Facilities Support Services? This is the most common used NAICS code for this type of access control point services. Thank you for this consideration.

a. Answer: The Government considered the proposed NAICS 561210 and the existing NAICS 238990 will remain.

20) Question: During the site walk it was discussed that this project requires the 60” circle ground detection loops to be cut into the roadway. Please confirm.

a. Answer: The Government acknowledges receipt of this question. The Performance Work Statement is currently being revised to provide clarity about the requirement. The revised Performance Work Statement will be published in an additional amendment. (Published December 11th, 2024)

21) Question: What type of loops are being installed?

a. Answer: The Government acknowledges receipt of this question. The Performance Work Statement is currently being revised to provide clarity about the requirement. The revised Performance Work Statement will be published in an additional amendment. (Published December 11th, 2024)

22) Question: Will additional site visits be conducted?

a. Answer: No

23) Question: Are the existing Loop wires, at any of the four gate locations, sticking out of the ground or damaged anywhere between the operator and surface cut in?

a. Answer: Yes. Multiple sites have exposed, but functioning loops. Per the work statement the loops will have to be replaced all the way to the operator and all conduit and connection boxes will have to be replaced. Site visit to inspect conditions was conducted on December 3rd, 2024.

24) Question: Are the Access Control (AMAG) panels, at each of the four gate locations, currently functioning properly?

a. Answer: Yes. They are currently functioning and do not require replacement.

25) Question: Are all the output relays (in regard to the gate operators) from the Access Control (AMAG) panels, at each of the four gate locations, currently functioning properly?

a. Answer: Yes.

26) Question: Aside from replacing and upgrading the operators, are you requesting that the Power Supplies (if present), at each of the four gate locations, be replaced and updated as well?

a. Answer: Each gate currently doesn’t have a means of backup power and will not be added.

27) Question: Are the traffic lights, at any of the four gate locations, not functioning properly? Are the traffic lights, at any of the four gate locations, not functioning properly due to Electrical Power issues?

a. Answer: Each gate currently “doesn’t” have traffic lights installed. Lights are going to be used in lieu of barrier arms as a visual indicator someone has successfully scanned their access credential.

28) Question: Are there currently ANY Electrical Power Issues, at any of the four gate locations, in regard to the gate operators?

a. Answer: There are no “known” power issues at each of the gates. Site visit to inspect conditions was conducted on December 3rd, 2024.

29) Question: Are all the CARD READERS (in regard to the gate operators), at each of the four gate locations, currently functioning properly and communicating to its designated panel?

a. Answer: Yes. They are functioning properly, and some pedestals will have to be replaced as part of the work statement. Site visit to inspect conditions was conducted on December 3rd, 2024.

30) Question: Is section 3.5.1 "Components" A list of specific components the contractor needs to provide on the proposal? Question is asked because components specifically list out new AMAG access control controllers, and new CARD READERS. Scope of work only states: “This is a Non-Personal services contract to perform removal of HySecurity Slidedriver 222 Gate Operators and the installation of contractor provided HySecurity Slidedriver II Gate Operators with factory installed heaters, with pedestals for (4) of the operators, and associated components for the security gates at the U.S. , all wiring will be in Non-Metallic PVC or Liquid-Tight Conduit to the operator, and provide connections at the existing AMAG access control system and gate barrier arm operators, ensuring their operation after government personnel make final connections inside the AMAG panel”. Scope of work states "Provide connections to the existing AMAG access control system, can we please specify if new panels will be installed?

a. Answer: New AMAG panels will not be installed. Contractor will provide all wiring in conduit to the AMAG panel and the government will make the final connection with the contractor present to deconflict any issues.

31) Question: A total of 4 gooseneck card reader pedestals with card reader covers require replacement as part of this work statement. Will the contractor be providing new card readers? Or just pedestals and card reader covers? Components section contradicts this.

a. Answer: New card readers will not be required. The card reader pedestals and covers will be required.

32) Question: Click 2 Enter was scratched out from contract, are we utilizing existing equipment instead, or installing no EMS access?

a. Answer: The current Weigand based Output Receivers will be used for EMS access.

33) Question: Also there is no clause stating if we are responsible for the function of the barrier arms that will no longer be used ""The gate barrier arms will not be replaced or placed in operation. Existing wired connection will remain in the event the barrier arms will be returned to service. "Return for service implies they are in good working order, what if they are not? Should I be concerned about this?

a. Answer: Some of the Barrier Arms are functional and some are not. What is required is the wiring to each be functional if they were to be returned to normal operations.

34) Question: Gate 24: Gate Operators: HYSecurity, Slide drive 10 (Outbound) Model 222 E ST; QTY 1 ea. Component list item #2 shows hysecurity slide 10 on Outbound, is it to be replaced or not? #1 Shows To be removed and replaced etc etc , but #2 does not.
