About this file
This document is a Request for Quotation (RFQ) for the procurement of one (1) fuel measurement system for the Aberdeen Testing Center (ATC). The system is required to measure fuel volume rate, total consumption, fuel density, fuel pressure, and fuel temperature in highly dynamic environments without introducing a pressure drop. Key specifications include a measurement range of -30 to 300 liters/hour, a resolution of 0.044 cubic millimeters, and a maximum data output rate of 100 Hz. The system must interface via CAN bus, analog, digital I/O, and Ethernet. The RFQ is being issued as a commercial item acquisition under simplified procedures, with award to be made to the Lowest Price Technically Acceptable offeror. Quotes are due by August 22, 2024 at 10:00 AM ET and should specify the estimated delivery date, unit prices, and any commercial warranties. The solicitation incorporates various FAR and DFARS clauses by reference.

Technical Specifications
Fuel Measurement System for Aberdeen Testing Center
GENERAL: Aberdeen Test Center (ATC) is requesting the procurement of one (1) fuel measurement system that is designed for fuel systems with return flow into the tank - diesel application. A critical requirement of the system is to not introduce a pressure drop and therefore not influence the application and measurement. This system is developed using hydraulic components such as heat exchanger, pumps and valves to measure the actual fuel use performance in highly dynamic environments. The system outputs fuel volume rate, total consumption, fuel density, fuel pressure and fuel temperature in an integrated package. The system shall be supplied with all cables, hoses and configuration software.
