High Efficiency Gas Adsorber (HEGA)

C.1.0 Scope. The objective of this contract is to obtain HEGA (High Efficiency Gas Adsorber) Adsorbers for use in Chemical Agent Adsorber Systems (CAFS). The adsorber systems are considered to be the last line of defense in protecting personnel from potential exposure to chemical agents.

These specifications cover the design and testing of a modular gas-phase adsorber cell for use in once-through air cleaning systems where high efficiency removal of gaseous containments is a requirement. Adsorber cell frames have been listed below as well as a newer cell designed to meet the growing needs of our customers.

C.2.0 Applicable Documents:

C.2.1. IEST –RP-CC008.2, [High-efficiency Gas-phase Adsorber Cells], 1 FEB 2011, https://www.iest.org/Standards-RPs/Recommended-Practices/IEST-RP-CC008

C.2.2. MIL-PRF-32016A(EA), [Performance Specification Cell, Gas Phase, Adsorber], Current version, http://everyspec.com/MIL-PRF/MIL-PRF-030000-79999/MIL-PRF-32016A_10601/

C.2.3. MIL-DTL-32101A, [Carbon, Activated, Impregnated, Copper-Silver-Zinc-Molybdenum-Triethylenediamine (ASZM-TEDA)], Current version, http://everyspec.com/MIL-SPECS/MIL-SPECS-MIL-DTL/MIL-DTL- 32101_43861/

C.3.0. Requirements: The contractor shall follow the Industry Standard (IEST-RP-CC008.2, dated 01 Feb 2011) with the following modifications to that standard brought out in Annex A. The exceptions listed in Annex A are directly related to the numbering scheme from the original document, IEST-RP-CC008.2. Adsorber testing standard (MIL-PRF-32016A(EA)) exceptions are included in Annex B.

C.3.1. The Contractor shall provide timely delivery of Government requested material to the address provided below unless otherwise specified by the Government. The government is procuring HEGA adsorbers, as outlined in the table below:

Part Number Part Description

HEGA-SIC-16 Stainless steel adsorber SIC 24”W x 24”H x 16”D HEGA-SIC-18 Stainless steel adsorber SIC 24”W x 24”H x 18”D HEGA-SIC-24 Stainless steel adsorber SIC 12”W x 24”H x 24”D

HEGA-TEDA-16 Stainless steel adsorber TEDA 24”W x 24”H x 16”D HEGA-TEDA-18 Stainless steel adsorber TEDA 24”W x 24”H x 18”D HEGA-TEDA-24 Stainless steel adsorber TEDA 12”W x 24”H x 24”D

HEGA-AC-16 Stainless steel adsorber AC 24”W x 24”H x 16”D HEGA-AC-18 Stainless steel adsorber AC 24”W x 24”H x 18”D HEGA-AC-24 Stainless steel adsorber AC 12”W x 24”H x 24”D

C.3.2. Carbon Acceptance Testing. All carbon adsorbent used in the production of the TEDA adsorbers must be tested by a certified Government lab to meet the requirements within MIL-DTL-32101A. The total test cost is the responsibility of the contractor. Carbon acceptance test results shall be provided by the carbon manufacturer to the adsorber manufacturer and the Government. Every unique quantity of carbon used in adsorber production must be tested in this manner. All Sulfur Impregnated (SIC) and Activated Carbon (AC) adsorbent will only require manufacture certification.

C.3.3. HEGA Adsorber Lot Acceptance Testing. Production lot acceptance testing will be used to ensure that the produced adsorbers conform to contract specifications. TREB is the only facility authorized to perform the lot acceptance testing. The contractor must have a Technology Support Agreement (TSA) set up with TREB so that testing by the government agency can take place. Ten percent of the production lot shall be delivered to TREB for testing in accordance with dates in the individual delivery order. A production lot may vary from the total number of adsorbers ordered to allow for the use of multiple lots of carbon or to reduce the risk of adsorber failure. For example, if the government orders 100 adsorbers it would be acceptable for the contractor to manufacture lots as small as 10 adsorbers. Once the Contractor has produced the lot of HEGA Adsorber, they shall be certified by the Contractor as having met the Government specifications and be given unique serial numbers. The COR will select serial numbers at random for testing. TREB will conduct the testing in accordance with MIL-PRF-32016A. The tested filters are available for pickup after testing, however, they will be contaminated with DMMP and must be handled properly. If the filter manufacture so wishes, the government will dispose of the tested filters at no expense to the manufacture. If no such guidance is given to the Government for the filters after testing they will be assumed after two weeks from the date of testing the government will automatically destroy the tested filters. The contractor is responsible for the cost of the lot acceptance testing. Once complete, the contractor will provide the COR with the results of the lot acceptance testing. 100% of the acceptance adsorbers must pass the test in order to be determined acceptable.

C.3.4. Adsorber Requirements:

C.3.4.1. Adsorber Selections. The adsorbers shall meet the following standards

Dimensions Flow Rate Resistance Time 24”W x 24”H x 16”D 416 CFM 0.3s 24”W x 24”H x 18”D 520 CFM 0.3s 12”W x 24”H x 24”D 460 CFM 0.25s

Figure 1. Gas-phase adsorber cell. Interface-related dimensions: Delete and replace with the following.

4.5.3.3 DMMP gas life capacity: Make the following change

(b) Install cell in test tunnel in its service orientation. Adjust cell to rated scfm +/- 5%. The cell shall be tested using dimethylmethylphosphonate (DMMP) and run to cell life at the following test condition:

Challenge concentration of DMMP: 5,000 +/- 400 mg/m3

Breakthrough concentration of DMMP: 0.04 mg/m3

Relative humidity: less or equal to 40%

Temperature: 45± 5°C

(c) The test tunnel shall be operated at the rated flow. The inlet face of the cell shall be chal-lenged as specified above. The total time from the start of the cell challenge until the breakthrough concentration is reached (i.e., the life of the cell) shall be recorded as the breakthrough time.

(d) The DMMP vapor in air challenge concentration shall be created to ensure uniform mixing of the DMMP vapor with the air once it reaches the test cell. Qualification testing to verify the DMMP vapor concentration is uniform across the cell face shall be on file and available for inspection.

(e) The breakthrough time for the DMMP concentration of the adsorber cell effluent to in-crease to 0.04 mg/m shall be 60 minutes or greater to accept the adsorber cell sample.

While the challenge concentration is permitted to vary within the stated range during the course of the test, the breakthrough time measured must be normalized to the 5,000 mg/m3 concentration by the following calculation:

Corrected breakthrough time = Measured breakthrough time * Average concentration during test * 5,000 mg/m3

4.5.4.1 Moisture content. Replace with this paragraph

The moisture content of each of the 2 carbon samples shall be determined in accordance with ASTM D 2867, except the oven drying temperature shall be103°---107°C.

(a) For any sample failing to meet the requirements of 3.3.4.1:

(1) All cells represented by the failed sample, in turn, fail to meet the requirements of

3.3.4.1. These cells shall be removed from the lot. (See 6.3 (b).)

(b) For any sample successfully meeting the requirements of 3.3.4.1:

(1) For each adsorber cell represented by the sample, calculate and record the adsorber cell dry weight. The cell dry weight is calculated by reducing the cell’s total weight (determined at the time of final assembly which is not necessarily the time of packaging) by the moisture content measured in the quarter lot carbon sample for that cell.

(2) Immediately before packaging (which may not immediately follow when the cell was assembled and weighed), weigh each cell. If this weight is higher than the weight taken at the time of final assembly, the weight increase shall be attributed to an additional moisture gain. In turn, the cell’s moisture content shall be increased by this gain. Any cell failing to meet the requirements of 3.3.4.1 shall be removed from the lot (see 6.3(b).)
