About this file

This document is a Memorandum for Record (MFR) for a sole-source, brand-name procurement of two Verifit VF-2 Hearing Testers and associated Audioscan Noah modules for the Medical Readiness Contracting Office-East (MRCO-E). The total procurement value is $37,710.00, with delivery required before August 1, 2025. The equipment will be purchased from E3 Diagnostics, which is identified as the sole regional distributor for these specialized hearing aid testing devices.

The justification for sole-source procurement emphasizes that the new equipment is critical for maintaining standard-of-care hearing aid fittings, with capabilities superior to the previous model. Market research confirmed only one vendor/distributor exists in the area to deliver the equipment. A Sources Sought notice posted on Sam.gov received interest from two vendors (Hokte and BHPE LLC), with Hokte being an authorized E3 Diagnostics reseller. The procurement will be conducted under FAR 13.106-1(b)(1) for purchases not exceeding the simplified acquisition threshold, with the contract specialist and contracting officer certifying the procurement is in the government's best interest.

5. Reasons for Authority Cited: E3 Diagnostics are the sole provider of this equipment that can deliver within this region. Given that the previous model is out of lifecycle and has less capabilities. The new equipment is needed to provide the specialized testing of hearing aids and utilizes currently approved software. This device does not have to connect to any peripheral devices or network to furnish output. The device can also simultaneously measure both ears. The device enables standard-of-care for hearing aid fittings. Without it, hearing aid fittings and troubleshooting can be inaccurate/ineffective.

E3 Diagnostics are the only vendor that delivers to this region. There are other vendors that sell the item but do not distribute and service this region. Failure to provide these supplies would leave to mission failure and the health and welfare of patients would be jeopardized.

7. Market Research: Market Research was conducted in accordance with FAR Part 10 on 02/20/2025 by the Contract Specialist and on 04/12/2024 by the customer to identify all qualified sources and the results thereof (see PCF folder A.02, Market Research).

Only one vendor/distributor exists in this area to deliver equipment. The new Verifit2 can be ordered through any Authorized Audioscan Representative or Reseller including the following North American distributors: Diatec Diagnostics. (Canada) E3 Diagnostics (Most of the USA) Audio Electronics Inc (Texas) Midwest Special Instruments (N&S Dakota, Iowa, Nebraska) AudioMedtric Technology Inc (Upstate NY). This new system will utilize the same software already approved and in use. Internet, MMC, GSA advantage and ECAT were searched to determine competing providers, and none exist.

8. Other Facts: A Sources Sought notice was posted on Sam.gov on Feb 10, 2025, and we received two interested vendors Hokte and BHPE LLC. Hokte is an authorized reseller of e3 Diagnostics where they have authorization to sell and service their products for U S Government facilities. HOTKE is also a small business but under NAICs Code 339112 with 1000 employees. BHPE LLC express interest and a capabilities statement was requested but as of 3/5/2025 it still have not been received.
