QUESTIONS & ANSWERS
W91YTZ-20-Q-0151
LINEN SERVICES FOR FORT EUSTIS, VA AND FORT LEE, VA
Para 3.2 (Fort Eustis) refers to Exhibit F which is not included in the solicitation, does it exist?
Yes. An amendment will be posted to include Exhibit F.
Para 4.2 (Fort Eustis) stipulates the contractor will provide all linens in Exhibit A. That exhibit lists both Fort Eustis and Fort Lee but since the paragraph in question is under the Fort Eustis section, is it only Fort Eustis items the contractor needs to provide since para 3.2 (Fort Lee) says the government will provide all linen.
An amendment will be posted. The contractor will provide all linen for both Fort Eustis and Fort Lee.
Para 4.3 (Fort Eustis) appears to indicate the need for at least one person to make the deliveries/pickups at the various clinics on base but there’s no corresponding language for Fort Lee, except for para 5.1.3.1 (Fort Lee) which requires twice daily inventorying and restocking; however, there is no mention of government provided office space/equipment etc for this Fort Lee person. Is it possibly mentioned in Exhibit F, assuming that exhibit is part of this solicitation?
Fort Lee requires one person to make deliveries/pickups twice daily. Office space will be provided by Fort Lee.
Exhibit B: There is no Par Level indicated for Fort Eustis, is there one available so we’d know the amount needed for initial distribution?
An amendment will be posted to include the PAR levels for Fort Eustis.
Exhibit B: Lists a Par Level for Fort Lee which, since the government is providing all linen at Fort Lee, would seem to be for informational purposes only? Is it possible this Par listing is actually meant to represent Fort Lee?
I would just like to verify if it’s one or both that require the contractor to provide linen as well as to verify respective PAR levels as appropriate.
The contractor will provide all linen for Fort Lee and Fort Eustis.
- Is there any data to indicate usage levels for either/both locations? A 2-
PAR level indicates what should be on the shelf…but knowing what is actually in circulation would help determine the total amount required of any of the listed items since it would obviously need to be higher than 2Par to account for what’s been issued for use, what’s soiled awaiting pickup, and what’s at the laundry facility waiting to be processed and returned.
A two day PAR level is a good indicator of what Fort Lee and uses. A three day PAR level is a good indicator of what Fort Eustis uses.
Is this requirement for Fort Eustis, or Fort Lee, or for both?
This requirement is for both Fort Eustis and Fort Lee.

Is it possible to have Exhibits A & B for each location verified because there seems to be no clear correlation between them? Specifically, Exhibit A requires the purchase of items for Ft Eustis (such as Bathrobes, Provider Coats and Baby Blankets) as well as the purchase of items for Ft Lee (such as Baby Blankets) yet there’s no mention of any of them in the respective PAR levels which makes it impossible to accurately know how many to initially purchase for the customer. Exhibit B establish a PAR level for Warm up Jackets at Ft. Eustis but there’s no purchase requirement for that item, whereas Exhibit A establishes a requirement to purchase green long sleeve smocks for Ft Eustis but that item is not reflected in Exhibit B; are they the same item just using different names?
Warm up jackets and green long sleeve smocks are the same.
Exhibit A requires the purchase of some items of various sizes, for example xray gowns at Ft Eustis, but the PAR level only indicates a single number. Does that number apply equally to all sizes or is there some other breakdown of that PAR number into individual sizes? This would
The par levels are for each size. X-ray gowns are one size fits all.
apply to all items at both locations that require the purchase of different sizes (Provider Coats, Pants, Shirts, Gowns, etc…)
Exhibit B’s Par level for Ft Eustis is listed as “daily linen distribution – par level”. Looking at Bldg 575 Mammo Gowns as an example, is it representing 30 are used daily – requiring a higher PAR - or is that the PAR level itself?
The par levels provided are for the level itself.
