About this file
This is a Questions and Answers document clarifying key aspects of the Stuttgart Tree Database Services solicitation (W91WFU26QA010), a recompete of a previous Army contract (Award Number: W91WFU22C0004).
The Q&A document addresses pricing structures and scope clarifications for six Contract Line Items (CLINs): Baseline Survey (CLIN 0001), Gap Analysis (CLIN 0002), Tree Evaluation (CLIN 0003), Tree Care Control (CLIN 0004), GIS Updates (CLIN 0006), and related database maintenance. Key clarifications include that CLINs 0001 and 0004 are structured as annual lump-sum Firm Fixed Price deliverables based on delivery dates rather than per-tree pricing; CLINs 0002 and 0003 are structured as 12-month periods reflecting on-demand/as-needed services rather than monthly unit prices; and CLIN 0006 represents two semi-annual GIS and database updates per contract year. The scope of GIS layer and database updates encompasses updating the existing ArcGIS database with inspection results (existing trees, removed trees, newly planted trees, damage, and safety information), updating GIS layers with survey and mapping data, and maintaining SDSFIE Version 4.3 compliance, with the contractor responsible for providing all necessary technical expertise and resources including GIS quality control functions as required. The baseline survey requires annual inspection and evaluation of approximately 10,000 trees to assess condition and traffic safety, with billing allowed throughout the year as evaluations are completed.

Q&A
Tree Control and Database Support: Questions and Answers
| NO | Question | Answer |
| 1 | Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past. | This is recompete. Award number: W91WFU22C0004 |
| 2 | Baseline Survey / Tree Care Control Pricing. The pricing schedule identifies CLIN 0001 (Baseline Survey) and CLIN 0004 (Tree Care Control) with a unit of "Each" under a Firm Fixed Price arrangement.Question: Should offerors submit one lump-sum Firm Fixed Price for the entire CLIN ("Each"), or should pricing be based on the estimated number of trees identified in the PWS? | Generally, the CLIN pricing structure is based on the delivery date of the deliverables. Annual deliverables are structured as one payment as the payment is based upon the deliverable submission annually. |
| 3 | Gap Analysis (CLIN 0002). The pricing schedule identifies Gap Analysis with a unit of 12 Months. However, the PWS does not describe recurring monthly services. Question: Should offerors provide a monthly unit price that will be extended over the 12-month performance period, or a single annual Firm Fixed Price covering all Gap Analysis services during the base year? | Gap anaylsis are provided on an as needed basis. Therefore, it is structured as 12 months. |
| 4 | Tree Evaluation (CLIN 0003). The pricing schedule identifies Tree Evaluation with a unit of 12 Months, while the PWS describes Tree Evaluation as an on-demand service performed only when requested by the Government. Question: Should offerors provide a monthly unit price that will be extended over the 12-month performance period, or a single annual Firm Fixed Price covering all Tree Evaluation services during the base year? | See question 3. |
| 5 | Update of GIS Layers and Database. The PWS requires updating the ArcGIS database and GIS layers in accordance with SDSFIE Version 4.3. |
Question: Please confirm whether this CLIN includes only:
1. Updating the existing ArcGIS database with inspection results;
2. Updating GIS layers; and
3. Maintaining SDSFIE Version 4.3 compliance;
or whether it also includes broader GIS administration activities such as topology correction, schema modifications, enterprise GIS management, or other GIS quality control functions. Based on section 5.2.6 of the PWS, the scope of the CLIN for updating the GIS layers and database includes, but is not limited to:
•Updating the existing ArcGIS database with inspection results: The PWS explicitly states that the contractor must update the tree database with information such as "existing trees, removed trees, newly planted trees, damage to trees, safety of tree."
•Updating GIS layers: The contractor is required to provide survey results and mapping data that will be integrated with the latest version of the ArcGIS database and layers.
•Maintaining SDSFIE Version 4.3 compliance: The PWS mandates that the data must be provided in the "latest SDSFIE digital standard format," with the current version specified as 4.3.
The PWS does not explicitly mention broader GIS administration activities such as topology correction, schema modifications, or enterprise GIS management. However, it does state that the contractor "shall provide all technical expertise and resources required." This suggests that while the primary focus is on data updates and compliance, the contractor may be responsible for other GIS quality control functions if they are necessary to meet the contract requirements.
| 6 | GIS Updates. The pricing schedule identifies CLIN 0006 with a quantity of 2 Each. Question: Does the quantity of 2 Each represent two separate GIS/database updates per contract year (e.g., semiannual updates), or another deliverable schedule? | As stated in the deliverable schedule and task area of 5.2.6, these are semi-annual updates. |
| 7 | Regarding Tree Evaluation (12 Months): Does this CLIN represent the annual inspection and evaluation of all existing trees in the GIS database (approximately 10,000 trees), or is this intended as a monthly service fee? | Section 5.2.1 of the PWS, "Baseline Survey," clarifies that the contractor is required to perform a yearly baseline data survey on approximately 10,000 trees. The purpose of this survey is to determine the condition and traffic safety of the trees. This indicates that the tree evaluation is an annual inspection of all existing trees in the GIS database. The CLIN allows billing throughout the year as evaluations are done. |
