About this file
This document contains questions and answers related to a solicitation for transient alert services at Stuttgart Army Airfield in Germany. The solicitation seeks a non-personal services contract to provide fully qualified personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, training, and other items necessary to perform transient alert services. The contractor must provide a minimum of four full-time equivalent employees to support 160 hours of labor coverage per week. Travel may be required to Stuttgart and Weisbaden Airfields on a limited basis, with a maximum of two contractors authorized for temporary duty at one time. Initial training on equipment will not be provided by the government. The contractor must obtain motor vehicle operator identification cards and any required forklift licenses for employees. On average, over nine aircraft movements occur daily, requiring two to eight man-hours per cargo movement and two man-hours per non-cargo movement. The solicitation includes cost-reimbursable travel line items, with $5,000 suggested as an estimate for each. The quality control plan is required with proposals rather than after award. Up to five past performance references may be included from the last three years.

Requirement: TAS for SAAF
Q-ID Document / Reference Section Page Question Answer Q-001 TAS PWS 11 March 2022 1.5.3 3 The PWS states that the contractor shall provide a minimum of two employees at any one time for a minimum of 160 hours of TA labor coverage per week. 160 hours of TA labor coverage per week equates to 4 full-time equivalent (FTE) employees each working a 40-hour/week. Please confirm the minimal requirement to support this effort is 4 FTE personnel.
Confirmed.
Q-002 TAS PWS 11 March 2022 1.5.3.1 3 The PWS states the Contractor may be required to travel to both CONUS and/or OCONUS locations. How many contractor employees may be traveling at any one time and if the employees are outside the immediate SAAF area, are they required to be backfilled?
The contractor will only ever need to travel to Stuttgart Airfield and possibly Weisbaden Airfield on a very limited as-needed basis. A maximum of 2 contractors would be TDY at any given time. I don't see a need to backfill since no one will be authorized TDY unless SAAF is fully mission capabable under all circumstances.
Q-003 TAS PWS 11 March 2022 1.7.6 8 The PWS states that the contractor shall provide fully trained and experienced technical and lead personnel for performance.
It further states that the Contractor shall provide training and certification for all new employees. This seems to be in contradiction with PWS paragraph 3.4.2 which states that the government will provide initial training on the equipment to personnel. See Q-005 below. Please clarify.
Please use the most updated PWS. PWS paragraph 3.4.2 doesn't state that the government will provide initial training.
3.4.2 Initial Contractor Training; Other than Standard Operating Procedures, the government will not provide initial or ongoing training for any of the vehicles listed in the contract. Initial training is listed as a requirment in the PWS, not as a government provided service.
Q-004 TAS PWS 11 March 2022 3.4.1 17 The PWS states that employees must obtain a U.S. Government provided Motor Vehicle Operators Identification Card. Will the government provide first time employees the appropriate TMP class and license and will this be at the government's expense?
TMP license will be provided by the government
Q-005 TAS PWS 11 March 2022 3.4.2 18 The PWS states that the government will provide initial contractor training for the equipment utilized in support of this effort. Do first time employees have to have a U.S. or German equivalent forklift license prior to receiving this training?
The government will not provide any training or licensing to operate the government equipment.
Q-006 TAS PWS 11 March 2022 5.1.1.1 20 The PWS states, "Ensure at least two (2) TA personnel are dispatched 15 minutes prior to scheduled arrival for aircraft...".
Based on the Historical Workload Estimate in Attachment 3, the average number of aircraft movements is over 9 aircraft per day for the entire 365 days in a year. The PWS does not provide average amount of time necessary to complete one aircraft movement. What is the average number of man-hours required to service one aircraft movement? What is the maximum number of contractor employees typically required for any given day on the previous contract?
Average amount of time to complete one movement: non cargo mission - 1hr per movement; cargo - 2 hr minum per movement. Average number of man-hours required to service one movement: non cargo mission - 2 man hrs per movement;
cargo - 4-8 man hrs minimum per movement. Previous contract, maximum number of contractors 4 daily (Mon-Fri) 2 weekend (Sat-Sun)
Q-007 Solicitation Transient Alert (TA) Services Travel CLINs 4 - 9 The travel CLINs all request an estimate however there isn't enough information regarding possible travel to provide a cost quote. Should the contractor leave the amounts blank for the travel CLINs?
Currently, the amount of travel is unknown; therefore, to be consistent and to ease the evaluation process, please quote $5,000.00 for every Travel CLIN. This cost of travel is an estimate and will be adjusted as needed.
Q-008 Solicitation Transient Alert (TA) Services 3.1.1 16 The Subfactor 1 - Management Approach states that the offeror shall provide a Quality Control Plan (QCP). Is the QCP required with the proposal? If so, this is in contradiction to the PWS Attachment 2 Deliverables Schedule which states that the QCP is due 10 days after contract award.
For the Management Approach evaluations purposes offeror shall provide a Quality Control Plan (QCP) that addresses the requirements of the Performance Work Statement (PWS), paragraph 1.5 with the proposal.
Q-009 Solicitation Transient Alert (TA) Services 4.2.2 18 Is this also the number of Questionnaires, or in other words, are the 4.2.3 Past Performance Submittals to reflect directly on a matching questionnaire we send out for a response to our references.
Regarding Past Performance, is there a certain number of Questionnaires that we should provide or are limited to.
4.2.2 Provide no more than 5 submittals of the most recent/relevant past performance for federal agencies (CPARS) and/or commercial customers within the last 3 years.
You can provide either Attachment 02, Past Performance Questionnaire (PPQ) signed by the Government Representative (COR/KO), or CPARS, no more than 5 combined. Example: 2 CPARS and 3 PPQs or 4 PPQs and 1 CPARS...
