Q&A #1 for RFQ# W91WFU-18-Q-0004, Commercial Truck and Trailer Rental in

Stuttgart, Germany

Q1: For the engines of the semi-trucks, will a lower kW than 460kW be technically acceptable?

A1: A lower kW output is acceptable as long as the load carrying capacity is not decreased. The load carrying capacity should be equal to that of a semi-truck with a 460kW engine.

Q2: For the box truck, will a truck with 2 or 3 axels be technically acceptable?

A2: A box truck with 2 or 3 axels is acceptable as long as the storage compartment meets the measurements in the Requirement Specifications.

Q3: What is the expected delivery time? It states “12 mths. ADC” on page 5 and 6 of the

SF1449. The abbreviation ADC is not explained. Is the delivery expected within 12 months after order?

A3: Per the Requirement Specifications, this contract will be for a 12-month rental of all required vehicles. “12 mths ADC” is an abbreviation for 12 months after date of contract award.

Once an award decision has been made, the Government intends to award a contract with a future effective date. This will allow the Contractor enough time to mobilize the required vehicles to the delivery location. The rental period of these vehicles will be a total of 12 months, starting on the effective date of the contract.

Q4: Paragraph 4.4 of the Requirement Specifications states: "All vehicles must have European

Permits to transport all classifications of Hazardous material." There are various classifications, and vehicles usually adhere to some, not all. Please specify. Reference to ADR Agreement Part

2, 2.1.1.1., classes of dangerous goods, page 119.

A4: The classifications required are 1, 2, 3, 4.1, 4.2, 4.3, 5.1, 8, and 9.

Q5: Please extend the description of insurance requirements. The insurance is only mentioned in the solicitation, but not described. We should know the self-retainment deductible amount for damages to the each vehicle type and trailers. Pricing is dependent on the insurance terms. Notes:

Standard minimum insurance requirements by local law would be met. The Contractor cannot be responsible for insurance of the cargo, only the vehicles.

A5: Please see revisions to the Requirement Specifications.

Q6: Please confirm that vendors can invoice monthly on this contract.

A6: Yes, the Contractor will be able to invoice monthly under this rental contract.

Q7: What is the required load capacity for the Semi-Trucks?

A7: The load capacity for the Semi-Trucks shall be 17,000 kg.

Q8: What is the required load capacity for the Semi-Trailers?

A8: The load capacity for the Semi-Trailers shall be 36,000 kg.

Q9: What is the required load capacity for the Box Body Truck?

A9: The load capacity for the Box Body Truck shall be at least 4,535 kg.

Q10: Is there an estimated kilometer distance that these trucks will drive per month or per year?

A10: Estimated monthly distance used will be approximately 1,500 km. However, per the

Requirement Specifications the Government requires unlimited kilometer usage per month.

Q11: Does the Government require that Maut (tolls) be covered under this contract?

A11: Per Requirement Specifications paragraph 3.2, the Government will be responsible for paying all tolls incurred from use of the vehicle.
