About this file
This is a Questions and Answers document issued on February 27, 2025, by the Illinois Army National Guard for RFQ #W91SMC25RA001 regarding contractor support for CERFP EXEVAL 2025. The document clarifies that while the government will provide certain items like port-a-john services, mannequins, lumber, and breaching slabs, the contractor has specific responsibilities including: providing one NIMS/ICS Incident Commander, furnishing an all-terrain 9k diesel deep reach forklift for SCVS reset services, and providing transportation for role players from the parking area located one mile west of the training site.
Per the Performance Work Statement section 3.2.1, the contractor must provide suitable shelter (tent, trailer, etc.) with lights, electricity, tables, chairs, and heat/cooling areas for moulage and role player rest/refit based on weather conditions. The document also clarifies that while past performance is not formally evaluated for technical acceptability, contractors should submit proposals that demonstrate their capability to perform the required services. Past performance may contribute to establishing government confidence but is not mandatory.
