PERFORMANCE WORK STATEMENT (PWS) FOR
IL CERFP External Evaluation (EXEVAL) 2025
1.0: General:
1.1 Scope: This is a non-personal services contract to provide to the Illinois Chemical Biological Radiological Nuclear (CBRN) Chemical Enhanced Response Force Package (CERFP) contractor support to provide and manage contractor role players, moulage and weighted mannequins, SCVS setup and ambulance support. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. The contract will be to provide support for the EXEVAL activities aimed at enhancing and certifying the IL CERFP domestic contingency readiness. This event will provide validation for their National Guard Bureau external evaluation. Historically, this type of training has been accomplished with a highly skilled team of no more than 15 personnel. Training venues will be designed and reset with props to assist in the requirement of the EXEVAL.
1.2 Background: In conjunction with the National Guard Bureau, IL CERFP is tasked to develop and support regional training and exercise activities aimed at enhancing domestic contingency readiness. IL CERFP ensures these functions are integrated and complementary where appropriate. In an effort to provide conditions wherein the participants are challenged with probable real-world situations, IL CERFP operates within a SCVS and uses moulage role players and mannequins to simulate the applicable conditions. The use of role players is required to support the evaluations of CBRN Enhanced Response Force Package (CERFP), Homeland Response Force (HRF) and other National Guard CBRNE response capabilities
The Illinois CERFP Search and Extraction element conducts its mission in the same environments that first responders and USAR teams work in. These situations include heavy structural collapse, confined space, and high angle rope rescue. In addition, the CERFP has the capability to conduct operations in CBRN environments. Due to the nature of the National Guard and its part-time structure, members of specialized teams are not allocated adequate time to practice critical perishable skills as often as their full-time and civilian counterparts. Thus, there is a requirement for additional training time outside of normal “drill” dates to meet mission objectives.
1.3 Period of Performance (PoP): The SCVS sites shall be assembled no later than March 25, 2025. The event will take place on March 26-29, 2025, from 8:00am - 6:00pm local time, at 1803 N Hillcrest Dr. Sparta, IL.
This performance date does not include prior coordination required ahead of the PoP.
Additionally, a backup date for the performance is reserved for 15-19 September 2025 This date is due to the Government’s Continuing Resolution. Potential vendors shall be able to perform the requirement on both days. The Government’s intent is to have the event in March. In the event of a Government shutdown that would not allow for performance to occur, the September date shall be used.
1.4 General Information:
1.4.1 Place of Performance of Service: Performance shall be at Sparta Training Area (STA) 1803 N Hillcrest Dr. Sparta, IL 62286. The contractor shall stage at the training area at 8:00am on March 26-29, 2025, and anticipate the EXEVAL to run until 4:00pm. The contractor shall at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the work force are essential.

The contractor shall ensure compliance with all regulations and orders of the installation, which may affect performance.
The Government reserves the right to direct the removal of an employee from Government property or revoke access to Government systems for misconduct, security reasons, or any overt evidence of communicable disease.
