Questions and Answers Part 2

Question 1: Manholes are full of water, Is the contractor responsible for the removal of the water and if so what is the process for disposal?

Answer 1: Contractor is responsible for the removal of the water, in this case it approximate 2 ft or less, and it can be disposal in the grain system.

Questions 2: Per Contractor Requirements 2.L FOC is to be grounded. There are no grounding busbars in any of the Telcom rooms please advise?

Answer 2: Where they are no grounded busbars in the Telecommunication rooms please provide and install new busbar.

Question 3: According to (SOW) 3.1 "Riser strand Armor and metallic strength cable rated" Fiber Optic Cable is to be used. My assumption is that we are to use OSP corrugated armored and not Interlocking Armored Indoor/Outdoor Fiber Optic Cable. What type of armored FOC is to be used for the underground portion of the work?

Answer 3: OSP corrugated Armored cable is correct (underground).

Question 4: Per FOC Infrastructure 3.4 "Provide and install as needed FOC Fabric-mesh Innerduct , 1x3-cell" All manhole pathways contain multipliable Single wall 1" Corrugated Innerducts, Is the contractor to provide and install 1x3cell Fabric-mesh Innerduct for the entire length of the Fiber run or match existing Corrugated Innterducts ?

Answer 4: FOC-mesh Innerduct, will be fabric Mesh 9x.

Answer 4.1: All manhole pathways we want to put in the fabric Mesh 9x for the entire length. If we run into a place or where we cannot than we use best practice or use existing fabric innterducts.

Reference SOO 1.0 All Fiber will be install with the proper service loop twenty (20%) service loop etc.

Question 5: Should this state “20 foot” service loop, instead of “20%”?Is the 20% service loop to be in each manhole/hand hole or only at the demark location?

Answer 5: 20 foot service loop.

Question 6: Reference: SOO 3.1 Install new 24 strand Underground SM FOC Riser Strand fiber armor and metallic strength cable rated from building 53302 to building 80706 approximate 3000 feet’s. The govt is providing 10 calendar days to complete this project, with up to 5 of those days involving project plan submittal (prior to work start). However, this project involves working in manholes and plenum spaces, which is time-consuming. Please confirm the requirement for work completion is 10 calendar days.(?)

Answer 6: Should state at least 20 days.

Question 7: Reference: SOO 3.4 Provide and install as needed FOC Fabric-mesh inner duct, 1 X 3-Cell. Does the requirement for maxcell pertain Only to OSP fiber runs? Is plenum rated inner duct required for the ISP fiber runs as well?

Answer 7: Maxcell for the OSP fiber run change to fiber-mesh 9x. Plenum rated inner duct for the ISP.

Question 8: Reference: SOO 4.3 Furnish Fiber Optic Patch cables. The contractor shall furnishTwelve (4) 5 ft. long and (12) 3 ft. long, duplex, multi-mode FOC patch cable with SC connectors as specified for the project. Is the quantity for the 5-ft patch cable 12 or 4?

Answer 8: 5-ft patch cable 12.

Question 9: All other FOC requirements involve SM, not MM (“as specified for the project”). Please confirm whether the patch cables need to be MM or SM.

Answer 9: this project is for SM fiber.

Question: 10: Reference: SOO 4.3 Testing shall demonstrate the acceptability and performance characteristics of the fiber optic cable installed / and orreused under this task order. Also, during the site visit the govt expressed requirement for the contractor to re-use existing innerduct (as much as possible). Adding fiber cabling to existing innerduct that is already occupied by fiber is difficult, which could take additional time or result in negative test results. Will the contractor have discretion to install new innerduct where there is innerduct existing, when inspection of the existing innerduct warrants not re-using the existing innerduct? Is the government able/willing to provide detailed butterfly drawings of the existing conditions of each manhole/hand hole?

Answer 10: They should be a open pathway for all fiber. Where location we want to install new fiber innerduct if space permit. Man-power will not permit at this time for the Government personnel to get all condition of each manhole, but if you would like to survey each manhole we will we will get a detail person to assist you.

Question 11: Reference: 4.3 Deliverables: “Deliverables may be provided electronically.”…”Provide one (1) soft copy and one (1) hard copy of as-built drawings.” The requirement that all submittals may be provided electronically, and the requirement for the as-builts to also be submitted in hard copy are contradictory. Please clarify.

Answer 11: All submittals may be provided electronically.

Question 12: Reference: 4.3 Deliverables: The duration of this project will not exceed10 business days from the date of award. Award +5: Project plans will be submitted in Microsoft Project (converted to PDF) five (5) daysprior to the start of work. 10 days of onsite work, start to finish, with 5 days obligated to the project plan submittal, leaves only 5 days of work time on site. Is it the government’s intention that the contractor will have 5 days to perform work?

Answer 12: 20 days for start to finish.

Question 13: Reference: 4.3 iWATCH Training. The Contractor will ensure that all Contractor employees and sub-contractor employees performing services under this contract have been briefed on the iWATCH Program, or equivalent for their supporting DoD Agency, within 30 days of employment under the contract. Will the government provide iWATCH training within 5 days after contract award, in order for the contractor to be able to complete the work within 10 days of award, and given that work cannot start i=until the project plan is submitted (within 5 days of contract award)?

Answer 13: 20 days from start to finish.

Answer: A Certified RCDD Stamped Design Documents required and personnel.

2. The SOW call for Furnish and Install of all materials, supporting materials and incidentals: is paragraph k.

Joint Inventory/Bulk Materials applicable to this solicitation?

Answer: yes, If the project require 100 feet of cable and you purchase a 1000 feet, than 900 feet's will go back to the Government

3. The Request Delivery Date is 14 May 2018. Is the intent for job to be complete by this date or substantially started? If preconstruction design is a requirement this date appears infeasible. Has any preconstruction design taken place prior to RFQ issuance?

Answer: No, This was a date the customer would like this project to be completed, but this date given will be change to 45 days after project awarded.

4. The RFQ and SOW refer to site layout to be provided. We request that any site layouts/drawings, as-builts from previous work, etc. be made available for reference as part of this solicitation.

Answer: Yes, Path Drawing will be provided.

5. Will there be a pre-Bid site visit for this solicitation? If not, will contractors be able to gain access to assess existing conditions prior to bidding?

Answer: see the document titled A07-Revised Site Visit Information

6. I did not see and drawing posted for this solicitation. Are there any? Drawings are referenced in the SOW, sect 2.b.
