The requirement involves the rental and operation of Material Handling Equipment (MHE) on Oahu, specifically one 10,000-pound telehandler and four 5,000-pound telehandlers to support operations at Schofield Barracks (Area X-Ray) and Joint Base Pearl Harbor-Hickam (JBPHH) Building 3220. CLIN 0001 covers one unit for 29 days (October 25–November 22, 2026) while CLIN 0002 covers four units for 26 days (October 25–November 19, 2026). The contractor must provide qualified operators available on-call with 20-minute recall capability, maintaining 12-hour daily operational windows (0800–1700 standard hours, with frequent schedule changes directed by the Contracting Officer). All fuel, maintenance, and 24-hour repair-or-replacement capability (including weekends and holidays) are contractor-supplied. Equipment must include hydraulic fork tilt and side-shift capabilities, with equivalent telehandlers acceptable if meeting performance requirements. Delivery and pickup logistics are mission-dictated with staging available at JBPHH and Building 103/104 at Schofield Barracks. Pricing shall be all-inclusive of Hawaii General Excise Tax, calculated as unit quantity multiplied by days multiplied by daily rates. Operators performing work will be subject to Service Contract Labor Standards (Wage Determination 2015-5689 for Honolulu). Personnel and equipment access to federal installations requires full name, date of birth, driver's license number, vehicle registration, and point of contact for badge access coordination.

YES
2 If the prime has no directly relevant prior contracts, will the offeror be evaluated neutrally rather than unfavorably?
YES

YES

a wage determination. Because the operators would perform substantially more than 20 percent of their available hours on this requirement, please provide the applicable wage determination and labor classification for the telehandler operators, or confirm whether an exemption applies.
29) dated 8.12.2026 (Honolulu).pdf) for reference.

0800-1700
12 Are relief operators permitted breaks, overtime coverage, and absences?

× daily rate per unit
YES
14 Should Hawaii General Excise Tax be excluded? NO, quotes shall be all inclusive.
15 Are equivalent telehandlers acceptable if they meet or exceed the performance requirements but do not have an exact four-speed transmission?
Yes
16 What are the exact delivery and pickup locations and times?
Mission dictated; known rigging and unloading ops 28OCT-6NOV at JBPHH; unload and movement
11 NOV, time TBD; airfield, hangar 7. Mayor's cell will coordinate for delivery/pick-ups for X Ray and other locations.

YES
20 Will changes to quantities, dates, hours, or locations be handled through a written modification and price adjustment?
YES
21 Does “a qualified forklift operator for each forklift (10K and 5K)” require two operators to be available simultaneously for the entire operational window, or may one properly qualified operator operate either forklift when the forklifts are not used concurrently?
Two operators must be available at critical points during operation window (ie 5-6 NOV and 11NOV for JBPHH) and can have one operator use either forklift during non-critical windows. Times determined by mayors cell.
22 What are the anticipated normal operating hours— for example, 0600–1800—and how many days per week will coverage be required?
Answer above for both.
23 During periods when no forklift work is being performed, must the operators remain at the work location, elsewhere on the installation, or may they be off site and available on call?
Available on call with 20-minute recall. Otherwise, mayors' cell will have missions coordinated for operators or let them know when they need to be on site.
24 If off-site on-call coverage is permitted, what response time will be required from notification until the operator reports to the work location?
20 minutes.
25 Is the Contractor permitted to use staggered or overlapping shifts to provide the required 12-hour coverage, rather than assigning an individual employee to a continuous 12-hour shift?
Staggered is fine
26 Are meal and rest periods included in the 12-hour operational window? Must uninterrupted forklift capability be maintained during employee meal and rest periods, requiring relief personnel?
May have meal and rest periods within the 12-hour window, on busy periods need secondary operator to provide service.
27 Is the operational window expected to remain generally consistent throughout the period of performance, or should offerors anticipate frequent changes to its starting and ending times?
Frequent changes.
28 Please provide the estimated frequency and typical extent of schedule changes—for example, a shift of one or two hours versus movement from a daytime to an overnight operating period.
Listed above, we have busy periods and schedules will change from mayors' cell requirements.
29 Section 2.03 states that schedule changes will be provided no later than 24 hours beforehand “when Within 24 hours, however, just get with the COR if this is not practicable” and that short-notice changes may occur.
What is the minimum notice the Contractor must be capable of supporting as a contractual requirement?
something that can be done due to time or any other situation that may prevail.
30 May short-notice, extended-hour, overnight, weekend, or holiday coverage resulting from a COR-directed schedule change be billed separately, or must all associated costs be included in the fixed contract price?
All changes will go thru the COR only and a SF30 will be provided by the contracting officer at the end of performance. Only the KO can make changes to the contract, not the COR.
31 If scheduled work is canceled or shortened after operators have reported—or without sufficient advance notice—will the originally scheduled hours remain compensable?
Yes
32 Will the Government provide a weekly forecast of expected operating periods in addition to the 24-hour change notice?
You can ask the COR directly once contract is awarded.
33 (SOW Section 2.02, Operator Support Requirement) Is the 12-hour daily operational window required every calendar day from October 25 through November 22, or only on days the COR directs operations? Must all five operators be on site simultaneously each day at both locations, or may staffing be scaled to the COR's daily tasking?
All five operators on site for now and can be scaled as per COR’s and Mayors cell tasking if requirements lessen.
