About this file

This is a Salient Characteristics document for a forklift rental contract in support of exercise JPMRC 27-01.

The contract requires the rental and operation of telehandler forklifts: one 10,000-pound capacity forklift with a 14-foot forward reach and four 5,000-pound capacity forklifts with identical reach specifications. Both models must feature 4x4 all-wheel drive, off-road capability, hydraulic fork tilt and side shift, variable reach, load stability systems, 4-speed automatic transmission, and unlimited mileage. Equipment is to be delivered on October 25, 2026, with one unit destined for the X-Ray Area at a DSTB location and four units going to JBPHH Building 3220 for the 2-11ABN unit. Pickup dates are November 22, 2026, and November 19, 2026, respectively. The contractor must provide a qualified forklift operator for each unit during a 12-hour daily operational window as directed by the Contracting Officer's Representative (COR), with operators meeting all Federal, State, OSHA, and installation-specific requirements. The contractor bears full responsibility for all maintenance, repairs, materials, labor, and fuel to maintain equipment at safe and usable standards, with repairs or replacement of unusable equipment required within 24 hours of notice. Due to the volatility of military exercises, contractors must remain flexible to changes in performance periods, quantities, and services scope, with the government providing 24 hours' advance notice when practicable. The contractor maintains full operational responsibility and liability for safe operations and regulatory compliance, with the government liable only for damages exceeding normal wear resulting solely from government negligence.
