1.0 Introduction. This is a non-personal services contract to provide service of sampling and analysis of industrial wastewater and stormwater from various location within USAG Humphreys installations. The Government will not exercise any supervision or control over the contract service providers. The Contractor shall perform to the standards specified in this Performance Work Statement (PWS). Contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary as defined in this PWS. The Contractor is responsible for providing all parts required for Preventive Maintenance Orders (PMOs) and all repair parts required for Demand Maintenance Orders (DMOs).

1.1 Background. USFK Regulation 201-1, Environmental Governing Standards (EGS), dated July 30, 2020, requires compliance with the effluent limitations of specific industrial dischargers. According to the regulation, facilities engaged in 'vehicle repairing and washing' at USAG-Humphreys installations are required to adhere to the discharge requirements specified in the EGS, Table 4-7, titled 'Industrial Wastewater Effluent Limitations. Also, the USFK Regulation 201-1, EGS requires specific types of facilities or activities, as outlined in Table 4-8, to develop and implement Storm Water Pollution Prevention Plans (SWPPP). The SWPPP necessitates the sampling and analysis of various points within USAG-Humphreys Installations. This data collection is crucial for USAG Humphreys environmental personnel in establishing a baseline for assessing the impact of stormwater runoff into receiving water bodies. USAG Humphreys is composed of various installations, including Camp Humphreys, Camp Yongin, K-16 Airfield, and CP Tango, where it performs a myriad of military, industrial, and/or family support activities that require compliance with USFK Regulation 201-1. Camp Humphreys is located in Pyeongtaek City, Camp Yongin is located in Yongin City, and both K-16 Airfield and CP Tango are in Seongnam City, all in Gyeonggi-Do Province, Korea.

USAG Humphreys consists of approximately 3,555 acres and 993 buildings. The population base consists of approximately 38,293 Military, Government civilian, and Contactor personnel, as well as resident family members.

1.2 Objectives. The Contractor shall ensure all work accomplished in the performance of this PWS meets all applicable Federal, State, and Local Laws, Regulations, and Directives to include, but not limited to, the publications in Section 7, Related Documents. The USAG-Humphreys will monitor compliance with industrial wastewater quality and stormwater quality, evaluate the impacts of runoff water into receiving water through water monitoring, and meet the requirements of USFK Regulation 201-1, EGS.

1.2.1 The Contractor shall compile historical data, prepare required reports, and submit all information as specified by the Deliverables presented in the contract. The Contractor shall ensure all work in support of mission requirements tendered to the Government for acceptance conform to the measurable performance standards of quality, timeliness, and quantity specified in the PWS of this contract.

The intent is to establish work requirements that are performance-based and results-oriented. The Contractor shall determine the best and most cost-effective ways to fulfill sampling and analysis of industrial wastewater and stormwater from various location within USAG Humphreys installations, and their component needs, emphasizing innovation and commercial best practices.

1.3 Climatic Conditions. The average annual rainfall is 50 inches; with the wettest months being July - August. The average annual snowfall is 2 inches, with snowfall expected during the period of December - March. The average frost-free period (growing season) during the year is about 240 days. The first killing frost may be expected about December, and the last killing frost generally occurs in February. The average annual maximum and minimum temperatures are approximately 70 and 50 degrees Fahrenheit, respectively. Monthly normal temperatures ranged from a low of 21 degrees in the month of January to a high of 80 degrees in the month of August.

Summer temperatures often reach 90 degrees Fahrenheit, while sub-freezing weather is common during the winter months.

1.4 Facility Access. The Contractor shall ensure access to all fire detection and suppression systems in case of emergencies or for other Fire Department purposes.

The Contractor shall inform the Fire Department point-of-contact (POC), prior to outages that will impact the function of the system, special problems or circumstances, which require Fire Department inspection. The Fire Department will reset alarm systems to operational status.
