About this file

This document is an amendment to a solicitation for CCTV replacement services at various barracks located on Camp Casey, Camp Hovey, K-16, and Camp Humphreys in Korea. The amendment provides answers to 13 questions from potential offerors to clarify requirements. It updates the statement of work and confirms the total number of network video recorders required is 74. The services include removing existing analog CCTV systems and installing new IP-based CCTV systems with cameras, network video recorders, monitors, cables, and related equipment. Labor costs shall cover all installation work and associated materials. Payment will be made using DD Form 250 upon acceptance of each barracks by the government, not through the WAWF system.

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

Q&A 2

1. The purpose of this amendment is to provide answers to submitted questions and provide updated SOW Attachment B.

2. All other terms and conditions remain unchanged.

Q1: The existing cameras and new cameras are noticeable on the drawing. Can you indicate the existing cameras and new cameras on the drawing?

A1: The placement designs only identified the location of the new IP cameras and do not identify the location of existing cameras.

Q2: The variable lenses are 3.2mm ~ 10mm. Are they manual variable lenses? or automatic variable lenses? Because if they are manual variable lenses, we have to open the CCTV cases to adjust them.

A2: Autofocus lenses are required for all new IP cameras.

Q3: If the manufacturer of cameras is Chinese and/or if the products are made in China, are they acceptable?

A3: If any part of the CCTV component was manufactured in China then the component is non-compliant.

Q4: in the Barrack, Each CCTVs are placed and being monitored in the CQ with 55 inch monitors and are the contractors supposed to place the monitors same numbers as MVR? or can we place it in orderly? because if we place monitors same number as mvr, it might take a lot of space. and also, the monitor was 55 inch monitor so, do we place the same monitor and place the same channel?

A4: At barracks where there is a 24 hour CQ there will be one 42” monitors installed for every NVR. The location of the monitors will be identified by the customer and COR during preinstallation survey. At barracks where there is no 24 hour CQ, no 42” monitor will be installed. The remaining monitors will be provided to the COR.

Q5: In attachment C, number 20, we have to fill up the Removal and Installation Labor. and in here, can we add the price of Cables, Cabletrays, and boxes or even add all the miscellanous materials? it is difficult for us to calculate the exact amount of cables used to install the cctv and extra cost of miscallenous materials. so can we just fill it roughly? so in middle of the process of installation, we could change the quantity of cable. will you allow it? And are we allowed to design change during the CCTV replacement process? like changing the quantity of cables or labor. so could result in change of price.

A5: Labor cost (Refer to line item 20) shall include not only labor but also any other associated cost items.

Generally, contactors are not entitled to labor cost increases, unless there is an explicit contract clause allowing price escalation. In order to submit price increase modification, the contractor must meet all of the requirements of the price adjustment clause. In additional, the modification cannot increase the contract cost by more than 20% of the original copy.

Q6a: Could you please verify the vendor don't have to replace the existing cable?

Q6b: No CLIN for the material We need CAT6 cable, rigid conduit, flexible cable and small part.

Even we use existing conduit we need new conduit for additional new cameras.

In which CLIN we describe the material cost ?

In CLIN 20 Removal and Installation labor? Or in separate CLIN we make?

There is no description in SOW about the configuration of CCTV system.

We are requested to install fiber and CAT6 together with fiber optic devices ( FDF) Barracks are from 2-story to 8-story building.

2 and 3-story barracks do not need fiber cable for CCTV system.

In 2012 we, Saena Tech Corp. installed CCTV system for 65 barracks which is part of this solicitation.

( Got award from CCK with door lock installation) All the system was by UTP cable. Fiber cable was installed only for the remote monitoring at other barrack.

Most vendors are confused about the configuration of the system.

And we have difficulty to understand the quantity of some item as we do not know the configuration.

Please clarify the configuration of system.

For example, UTP for 2, 3, 4-story barrack and UTP with fiber cable for 8-story barrack.

This is very serious concern as this will affect the labor cost in substantial volume.

A6a: New contract line items shall not be added for other cost items such as conduit, cables, and others. Labor cost (Referred as a line item 20) shall include not only labor (contact worker’s costs) but also any other associated cost items.

A6b: Barracks at CP Casey, CP Hovey and K-16 have RG 58 coaxial cables for analogy CCTV camera installations.

However, the 8 barracks at CP Humphreys have CAT 5e cable for analogy cameras and DVR. RG 58 coaxial cable shall not be used to install new IP cameras (SOW specifies that either CAT 5e or CAT 6a cable shall be used for NVR and IP Cameras). Only 30 IP Cameras or less can be connected to CAT 5e cable. Any cameras above this threshold will result in network speed issues. With CAT 6a cable this is not an issue. So, CAT 5e cable shall be used for any barracks that have less than 30 cameras, but any barracks with more than 30 cameras shall use CAT 6a cable.

These cables shall be certified by the UL.

Based on the above information, the answer is then that New UTP Cables need to be installed for new IP Cameras & NVR installation.

Q7: According to the summary of requirements item No.2.2.3.1(Hovey Barracks: 4008 and 4025-CCTV system in B-4008 needs to be monitored in B-4025 and distance between barracks is approximately 50m) and Drawings

Q9: According to the solicitation, ITEM NO Network Video Recorder (NVR), 64CH total quantity is 75. However, the quantity within the amendment is 74 (page 12-13, 2.2.2., 2.3.2., 2.4.2., 2.5.2.). Which is the correct quantity?

A9: The amendment is correct (74).

Q10: [SOW 8. Payment. / 5152.232-4030 – Payments of ROK MND Funded Contracts, (c)] It states that the payment is made after each building’s completion and payment for partial deliveries is made on amounts over $1,000.00, all through the WAWF system. Are these both payment policies applied to this project?

A10: DD Form 250 will be completed by the contractor after each barracks has been accepted by the Government (there will be a payment scheduled provided by the COR that lists the payment amount for each barracks). DD Form 250 will be submitted to the COR for review and processing prior to submission to USFK J4 to process payment.

WAWF will not be utilized for payment.

Q11: [Attachment A table] It states as indoor, outdoor camera. Are all indoor cameras referring to dome cameras and outdoor cameras referring to bullet cameras which is equivalent to Attachment B, Excel document?

A11: Yes

Q12: [Attachment B, Excel document] Is there a specific meaning to green highlighted blocks (Hovey no.19, K-16 no.1, Humphreys no. 3)?

A12: No

Q13: W91QVN24R0003+Amd+0001 page 7 says, "Each offeror shall submit any known adverse past performance information including all relevant supporting details with their proposal. Each offeror shall provide a copy of any cure notices or show cause letters received on each contract listed and a description of any corrective action by the offeror. The offeror shall also provide the information listed above on any contract that has been terminated, in whole or in part, for default during the past three (3) years, or any contracts which are currently in the process of such termination. This information is required for any contract, whether similar or not to the proposed effort. If the contract is awarded based on false information, the contract will be terminated for cause."

If we didn't receive any show cause letters and no contract has been terminated, we don't need to submit the information above?

A13: Self-explanatory (see highlighted in yellow above) – “any known” If you don’t have, you don’t have to submit.
