Is it okay to submit one of the certificates? or do we have to submit both certificates?

The SOW has been updated to reflect this.

A2: No, because each NVR (32ch & 64ch) don’t have the same capabilities.

Q3: Could you please provide the number of buildings that elevators are installed?

A3: 7 Barracks have elevators. (1 K-16 & 6 CP Humphreys) as follows:

B-900 (9Story) K-16 – 3 Elev

For example, the each explanation for barracks on the page 12 of the attachment (W91QVN24R0003 CCTV), USAG Hovey : Attachment(W91QVN24R0003 CCTV)- existing: 466 qty, addition: 372, total: 838 //Quote// Pg. 12 Replacement of 466 existing cameras located in twenty-two (22) barracks, and the addition of 372 cameras for a total deployment of 838 fixed IP network cameras. // However, it seems that Attachment A CCTV Placement Designs - Camp Hovey : the Total is 848. Is it okay we submit the Coverage history under the national pension scheme ( 국 민 연 금 가 입 자 가 입 증명 ) instead of national pension payment record or medical insurance payment record due to the issue of personal information?

A7: If this document will show the employee’s current place of employment, then this document is acceptable.

Q8: CLIN0019 seems wrong in the sentence below. I think it's CLIN0020. Please check.

Sub-factor 3: Performance of work by the contractor or subcontractor: The prime contractor shall perform 51 percent or more of the total amount of the work under CLIN 0019 in this solicitation. Addendum to FAR 52.212-2 Evaluation—Commercial Products and Commercial Services (Nov 2021)

In accordance with FAR Parts 12 and 13, award will be made to the responsible Offeror submitting the Lowest Priced Technically Acceptable (LPTA) offer that satisfies all terms and conditions of the solicitation. Offers will be evaluated for acceptability, but not ranked using the non-price factors/subfactors. All non-price factors and subfactors will be rated as either “acceptable” or “unacceptable”. In order to be considered for award, there must be an “acceptable” rating in every non-price factor/subfactor. In other words, a rating of “unacceptable” for any factor or subfactor will result in the entire offer being rated “unacceptable”.

The following ratings will be used in evaluating all non-price factors and subfactors except Past Performance:

ACCEPTABLE: Offer meets the requirements of the solicitation.

UNACCEPTABLE: Offer does not meet the requirements of the solicitation.

FACTOR I: TECHNICAL

Sub-factor 1: Specifications: Offerors shall be evaluated on detailed specifications for the proposed items along with their offer which clearly demonstrates that the proposed items meet or exceed the salient physical, functional, or performance characteristics specified in the solicitation. Offerors who fail to submit detailed specifications including manufacturer name and model/part number with required documentation will not be considered for award.

Sub-factor 2: Prime Contractor’s Prior Experience: The offeror shall be evaluated on proof (copies of contract) of at least one (1) year prior experience during the last three (3) years with “similar or same” scope and size installation of CCTV into multi and multi-story building associated with network video recording system. The experience of a sub-contractor cannot substitute for the prime contractor’s experience.

Sub-factor 3: Performance of work by the contractor or subcontractor: The prime contractor shall perform 51 percent or more of the total amount of the work under CLIN 0020 in this solicitation. The prime contractor shall provide proof of employment for all employees who will perform work under CLIN 0020 Proof of employment is one of the following: national pension payment record ( 국 민 연 금 납 부 기록) or medical insurance payment record ( 의 료 보험 납 부 기록).

Sub-factor 4: Business License: The offeror shall be evaluated on submitted copy of current and valid Information and Communication Business Registration (정보통신사업등록증) issued by the Republic of Korea (ROK) Government. It must also appear on prime contractor license.

FACTOR II: PAST PERFORMANCE

The Government will evaluate the offeror’s record of past and current performance to ascertain the probability of successfully performing the required efforts of the solicitation requirements. This factor will be evaluated on an

“acceptable” or “unacceptable” basis using the ratings in below table. Past Performance will be evaluated based upon offeror’s client’s satisfaction on similar projects within the last 3 years. The Government reserves the right to obtain past performance from any reasonable source available, including Government databases in order to evaluate past performance. A maximum of three (3) references will be evaluated.

The following ratings will be used in evaluating Past Performance:

ACCEPTABLE: Based on the Offeror’s performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort, or the Offeror’s performance record is unknown (See note below).

UNACCEPTABLE: Based on the Offeror’s performance record, the Government has no reasonable expectation that the Offeror will be able to successfully perform the required effort.

Note: In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a) (2) (iv)).

Therefore, the Offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable”.

FACTOR III: PRICE

Proposed price will be reviewed to determine if the price is complete and reasonable. The price offers will be evaluated FAR 13.106-3 (a) (1) & (2). The following applies to that evaluation:

(a) Completeness: The offeror shall complete the pricing information for all CLINs identified. Any underlying assumptions including proposed escalation rates between the 1st and subsequent periods shall be clearly explained.

(b) Price Reasonableness: Price should also reflect fair market value and be reasonable when compared to the independent Government estimate, current market prices for same or similar services and/or when compared among other technically acceptable offerors.

(c) Price is not scored: The proposed price shall include all CLINs as listed on the Price Schedule. The Government intends to evaluate offers and award a contract without discussions. Therefore, Offerors are instructed that submitted offers should contain their best pricing.
