Yes, the only valves inside mechanical room are contractor’s responsibility.
Will the work scope for hot water supply be just from isolation valves (cold water valves) in a mechanic room to discharge valves in a mechanic room?
(기계실 내에 있는 밸브들만 계약자
책임인지?)
Will the US Government be responsible for sinks and shower baths in buildings?
The valves connected to fuel tank are also the contractor’s responsibility. (Reference: TE05- Checklist for Above Storage Tank & Dike)
12 I would like to know exact quantities & models of FCU and Radiators, maintenance, repair & replacement scope and related requirements.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Award will be made to the responsible Offeror submitting the Lowest Priced Technically Acceptable (LPTA) offer that satisfies all terms and conditions of the solicitation. Offers will be evaluated for acceptability, but not ranked using the non-price factors/subfactors. All non-price factors and subfactors will be rated as either “acceptable” or “unacceptable”. In order to be considered for award, there must be an “acceptable” rating in every non-price factor/subfactor. In other words, a rating of “unacceptable” for any factor or subfactor will result in the entire offer being rated “unacceptable”.
In accordance with FAR 15.101-2 Lowest price technically acceptable source selection process, the Government reserves the right, based on the Government’s best interests, to make a determination to: 1) award without discussions; 2) make a single award for this requirement; 3) Establish a competitive range in order to conduct discussions (The Government retains the right to limit the competitive range to the “most highly rated proposals” for the purpose of efficiency); and 4) make no award if, upon evaluation, none of the proposals are deemed likely to meet the requirements.
The following factors/subfactors shall be used to evaluate offers:
Acceptable Proposal meets the minimum requirements of the solicitation.
Unacceptable Proposal does not meet the minimum requirements of the solicitation.
All subfactors under Technical Factors shall be evaluated on an acceptable or unacceptable basis. A rating of unacceptable for any factor will result in technically unacceptable rating. Failure to provide documents addressed below will result in a rating of “Unacceptable”.
Subfactor 1- Prime Contractor’s Business Permission License.
A current and valid copy of both Business Permission Licenses of the 1st class boiler system installation (난방시공업 제1 종) and the 3rd class gas facility construction (가스시설업 제 3종) or above, issued by the Republic of Korea (ROK) Government. A minimum two (2) years of relevant experience in Inspection, Testing and Maintenance (ITM) of Boilers and Heating Systems and Repair services or similar type of experience within the last seven (7) years as of the closing date of this solicitation. iv) Electrical Engineer: Electrical Engineer shall have a minimum two (2) years of consecutive experience in the field of Industrial Electrical services within the last seven (7) years as of the closing date of solicitation. Electrical Engineer shall have an Industrial Electrical Engineer (전기산업기사)
v) Craftsman for Gas Fired Equipment: Craftsman shall have a minimum two (2) years of consecutive experience in the field of Gas Facility Safety Management services within the last seven (7) years as of the closing date of solicitation. The Craftsman shall have a Craftsman Gas License or completed the course for Gas Facility Safety Management (가스 기능사 또는 가스사용시설 안전관리자 교육이수자).
* NOTE: Key personnel shall be individually staffed. Proposals will not be considered technically acceptable if the proposal(s) submitted has multiple licenses per person.
Factor 2: Past Performance.
Past performance shall be evaluated on an acceptable/unacceptable basis. The recency and relevancy of Past Performances will be evaluated on the contractor's list of contracts which they have performed same or similar services relevant to this solicitation' requirement within the last seven (7) years as of the closing date of solicitation.
The offeror's past performance will be evaluated in accordance with FAR15.305(a)(2)(iv).
Past Performance Evaluation Ratings Adjectival Rating Description
Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown. (See note above).
Unacceptable Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.
Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable”.
Past performance of offeror(s) will be evaluated based on the following processes:
i. Review of the detailed explanation submitted by offerors, demonstrating the relevance of the references to the requirements of the solicitation.
ii. References will be contacted by phone to verify contents in detail explanation and to determine record of compliance with contract requirements, accuracy of reports, technical and quality awards/certificates.
iii. The Government reserves the right to obtain past performance information from any reasonable source available, including the Past Performance Information Retrieval System (PPIRS) website http://www.ppirs.gov in order to evaluate offerors’ past performance.
*NOTE: As part of the Responsibility Determination, the Contracting Officer will evaluate past performance to determine the offeror’s capability to perform the contract. Failure to submit data or lack of any performance history will not in itself be a reason for determination of non- responsibility. The Contracting Officer is not limited to the information provided. The Contracting Officer may use this data along with data obtained from other sources the Contracting Officer determines appropriate to obtain sufficient information on the offeror’s past performance to make a responsibility determination.
Factor 3: Price.
The proposed price will be evaluated to ensure completeness, realism, and reasonableness. The factor will be evaluated utilizing price analysis techniques identified in FAR Part 15.404-1(b).
Subfactor 1-Completeness.
The offeror shall complete the pricing information for all CLINs identified for base period plus four (4) options (five (5) years). Any underlying assumptions including proposed escalation rates between the base and subsequent option periods shall be clearly explained.
Subfactor 2-Realism.
Price Analysis will be conducted to determine if the price is realistic for the work to be performed. The proposal will be evaluated to determine whether the proposal reflects a thorough understanding of the PWS, and whether the price proposed is realistic for the work to be performed and is consistent with approaches described in the technical proposals. Price proposals, which are unrealistically low, will be deemed reflective of a failure to comprehend the complexity and risk of the proposed contractual requirement and may be grounds for rejection of the proposal.
Subfactor 3-Reasonableness.
Price should also reflect fair market value and be reasonable when compared to the independent Government estimate, previous and/or current market prices for same or similar services and/or when compared among other technically acceptable offerors.
*NOTE: Price is not scored. The Government will review the price proposal to determine the extent to which it is complete, realistic and reasonable. The lowest price for award purposes will be the combined total of the effective period of five (5) years from the date of award. Price must include all CLINs as listed on the Price Schedule. The Government intends to evaluate proposals and award a contract without discussion. Therefore, Offerors are instructed that submitted proposals should contain their best pricing.
Additional Information
(a). Option Price Evaluation. The Government will evaluate offers for award purpose by adding the total of all CLINs prices, including option. The Government will evaluate its option to extend services in accordance with FAR Clause 52.217-8, by adding one-half of the offeror’s last option period prices to the offeror’s total price. Thus, the offeror’s total price for the purpose of evaluation shall include the base period, 1st option, 2nd option, 3rd option, 4th option, and one-half of the 4th option. Offerors are required only to price the base and four (4) options. Offeror(s) shall not submit a price for the potential one-half year extension of services period. The Government may determine that an offer is unacceptable if the option prices are unrealistic. Evaluation of options shall not obligate the Government to exercise the option(s).
(b).The lowest price for award purposes will be the combined total of the base year and all option periods.
Price must include all Sub-CLINs under the CLINs as listed on the Price Schedule, including the associated option CLINs. Proposals are intended to be evaluated, and awards made, without discussions with the offerors unless discussions are later determined to be necessary. Therefore, Offerors are instructed that submitted proposals should contain their best pricing.
(c) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(d) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
